NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) have made: a) the Enfield (Residents’ Parking Places) (Tramway Avenue)(No. 1) Experimental Traffic Order 2018; b) the Enfield (Waiting and Loading Restriction)(Amendment No. 163) Experimental Traffic Order 2018; c) The Enfield (Parking Places) (Pay and Display) (No. 5) Experimental Traffic Order 2018; and d) The Enfield (Goods Vehicles Loading Bay)(No. 7)Experimental Traffic Order 2018. under sections 9 and 10 to the Road Traffic Regulation Act 1984 as amended. 2. The general effect of the Traffic Orders will be as an experiment to: (a) introduce a controlled parking zone which will operate Monday to Sunday 8 am to 10pm, by providing:- (i)residents’ parking places in Tramway Avenue N9; (b) introduce new waiting restrictions which would operate “At any time” and “Monday to Sunday 8am to 6.30pm” in the zone; and (c) introduce Pay and Display Parking Places to operate from 8am to 6.30pm all week on Tramway Avenue N9 and Causeyware Road N9; and (d) introduce a Goods Vehicle Loading Bay on the south side of Causeyware Road N9 to operate Monday to Sunday 8am to 6.30 pm. 3. The effect of the Residents’ Parking Places Experimental Order will be to: (a) designate residents’ parking places in Tramway Avenue N9, at which charges may be made by the Council for vehicles authorised by the Order to be left in those parking places; (b) provide that the parking places would operate between 8 am and 10 pm on Mondays to Sundays inclusive (Christmas Day, Good Friday or Bank Holidays excepted); (c) specify that the vehicles which may be left in the residents’ parking places shall be those displaying either a valid residents’ permit, community health staff permit, social services staff permit, special permit, carers’ permit or visitors parking card issued by the Council or its authorised agent under the provisions of the relevant Order; (d) provide that the charge for the issue of a residents’ or business user permit would be in accordance with the schedule of charges in the Table below, and that the residents’ permit would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; Table: Annual resident permit charges Engine Size First Permit Second Permit Third Permit Residents permits 1000cc or less £55 £55 £55 1001cc-1600cc £110 £110 £110 1601cc-1999cc £165 £165 £165 2000cc-2499cc £220 £220 £220 2500cc to 2999cc £275 £275 £275 3000cc or more £330 £330 £330 Visitor scratch cards (Book of ten) £15 Replacement or duplicate permits £20 (e) provide that the charge for the issue of a community health staff permit or a social services staff permit would be £15 and which would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (f) provide that the charge for the issue of a carers’ permit would be in accordance with the schedule of charges for residents’ permits shown in Table 1 above, and that the carers’ permit would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (g) provide that the charge for the issue of a special permit would be in accordance with the schedule of charges for residents’ permits shown in Table 1 above, and that the special permit would be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (h) provide that the charge for the issue of a residents’ visitors parking card which, upon validation, would be valid for a single morning or afternoon period, would be £1.50 each. Parking cards are available in booklets comprising 10 parking cards each (a maximum of 50 parking cards may be issued to a householder in a 12 month period); (i) provide that certain vehicles may wait free of charge in certain circumstances, e.g. to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit). The street specified in Schedule to this Notice will form the extent of the zone and be used for the issue of permits. 4. The effect of the Waiting and Loading Restriction Experimental Traffic Order will be to introduce; (a) new zone-hours waiting restrictions which operate Monday to Sunday 8am to 10pm in Tramway Avenue N9 within the proposed controlled parking zone; and (b) new “At any time” waiting restrictions in a certain lengths of Tramway Avenue N9. 5. The effect of the Pay and Display Parking Place Experimental Traffic Order will be to introduce Pay and Display Parking Places in Tramway Avenue N9 and Causeyware Road N9, for which the charges will be as detailed in the table below; Parking Period Charge Mon - Sun Up to 15 minutes £0.30 Up to 30 minutes £0.60 Up to 1 hour £1.20 Up to 2 hours £2.40 6. The effect of the Goods Vehicle Loading Bay Experimental Traffic Order will be to introduce a Goods Vehicle Loading Bay on the south side of Causeyware Road N9 near to the junction with Hertford Road, Edmonton which will operate Monday to Sunday 8am to 6.30 pm. 7. The Orders provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Head of Traffic and Transportation of the London Borough of Enfield may, if it appears essential for certain relevant purposes, modify or suspend the Order or any of its provisions. 8. Copies of the Orders, which will come into operation on 14 January 2019, and will continue in operation for up to 18 months, of the Council’s statement of reasons for proposing to make the Orders and other relevant documents can be inspected at the Reception Desk, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD during normal office hours on Mondays to Fridays inclusive until the Orders cease to have effect. 9. Copies of the Orders may be obtained from Traffic and Transportation, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD. 10. If the provisions of the Orders continue in operation for a period of not less than 6 months, the Council will consider in due course whether the provisions of those Orders should be reproduced and continued in operation indefinitely by means of Orders under section 6 of the said Act of 1984. NOTICE IS ALSO HEREBY GIVEN that the Council of the Royal Borough of Greenwich proposes under section 23 of the Road Traffic Regulation Act 1984: (a) in Bugsby’s Way, to establish two “toucan” pedestrian and cycle crossings, one in the westbound carriageway and the other in the eastbound carriageway, each approximately 30 metres west of the roundabout situated at the junction of Peatree Way and Bugsby’s Way. Associated zig-zag markings, on which vehicles would be prohibited from stopping at all times, would be placed on the carriageway either side of the pedestrian crossings, extending approximately 17 metres in either direction. (b) in Commercial Way, northernmost west to east arm, to convert the existing pedestrian crossing situated approximately 10 metres west of Peartree Way, to a “toucan” pedestrian and cycle crossing. 3. NOTICE IS ALSO HEREBY GIVEN that the Council propose to convert a certain length of footway into a cycle track, using powers under section 65 of the Road Traffic Regulation Act 1984. A shared- use cycle track, for use by pedal cyclists and pedestrians, would be provided on the existing segregated footway and cycleway to the west of Peartree Way, between Bugsby’s Way and Commercial Way. Cyclists and pedestrians would share the full width of the shared-use cycle track with each having equal rights over it. 4.
