Matthew Paul Norris (“Mr Norris”) caused Berkshire Consulting Ltd (“BCL”) to breach the terms and conditions of the Bounce Back Loan (“BBL”) scheme and to receive a larger loan amount than it was entitled to by overstating its turnover on the BBL application, in that; A company could apply for a BBL of up to 25% of its turnover for either the 2019 calendar year or, if it started to trade on or after 01 January 2019, it could estimate its turnover for the calendar year from the date when it started to trade. BCL was incorporated on 28 September 2018. BCL filed annual accounts to 30 September of 2019 and 2020. Annual turnover was recorded as £107,043 and £78,350 respectively. According to Bank 2 statements, credits to BCL’s company account from January – December 2019 totalled £130,883.07. On 21 August 2020, Mr Norris applied for a BBL of £50,000 from Bank 1 and, in breach of the terms and conditions of the BBL scheme, self-certified that BCL had a turnover of £215,000 during the 2019 calendar year. BCL received £50,000 from Bank 1 in respect of the BBL application made by Mr Norris, an amount to which it was not entitled. In a summary of receipts and payments to 11 April 2023, the Liquidators indicate that Bank 1 is listed as a creditor for £45,911.
