Oona Robinson (“Ms Robinson”) caused or allowed Partypackage Limited (“Partypackage”) to obtain two government-backed Bounce Back Loans (“BBL”) of £50,000 each, contrary to the terms of the BBL scheme. Mrs Robinson further failed to ensure that the proceeds of the second BBL were used in their entirety for the economic benefit of Partypackage, in that: A Company was entitled to apply for one BBL of up to 25% of its 2019 turnover under the BBL scheme. A further condition of the scheme was that the proceeds of the loan obtained should be used solely for the economic benefit of the company Mrs Robinson applied for a BBL of £50,000 BBL from Bank A on 06 May 2020. On 18 November 2020, Partypackage applied for a second BBL of £50,000 from Bank B. The funds from Partypackage’s second BBL were paid into its bank account on 20 November 2020 Between 21 November 2020 & 22 November 2020, Partypackage transferred £45,000 to a connected party. The payments of £45,000 to the connected party are not deemed to be for the economic benefit of Partypackage. Mrs Robinson was the appointed director when the second BBL application was made. Partypackage was placed in Creditor’s Voluntary Liquidation on 31 March 2022 No repayments were made by Partypackage in respect of either BBL At Liquidation £50,412.23 remained outstanding to Bank A and £50,398.41 remained outstanding to Bank B in respect of the BBLs taken out.
