On 14 May 2020, Thomas Peter Bagshaw (“Mr Bagshaw”) caused OPTADS Ltd (“OPTADS”) to breach the conditions of the Bounce Back Loan (“BBL”) Scheme by applying for a BBL of £50,000 when the company was not eligible for a BBL. In that; •The BBL eligibility criteria allowed a business to borrow between £2,000 and up to 25% of the company turnover (up to a maximum of a £50,000 loan) figure, which was self-certified by the applicant. The turnover figure required was that for the calendar year 2019 or where a business was established after 01 January 2019 it is their estimated turnover. The applicant had to have been carrying on business on 01 March 2020. •OPTADS was incorporated on 01 July 2016. •On 14 May 2020 Mr Bagshaw submitted a BBL application on behalf of OPTADS confirming that the company was carrying on business on 01 March 2020. •OPTADS’ end of year accounts for period ended 31 July 2017 to 31 March 2020 show that the company was dormant. •OPTADS bank statements also show no activity until 27 March 2020. •On 18 May 2020 OPTADS received the BBL funds of £50,000. •At liquidation OPTADS had liabilities of £95,298. Of which, £43,454 remains outstanding in respect to the BBL.
