Coming into force: Monday 18th March 2024
The NEWHAM LONDON BOROUGH COUNCIL hereby gives notice it
made a Variation Order, the London Borough of Newham, and with
the approval of the Secretary of State for Transport makes the
following Variation Order in exercise of the powers conferred by
Section 14(1)(a) and (7) of, and paragraph 27(1) of Schedule 9, of the
Road Traffic Regulation Act (a):-
1. The Order may be cited as the London Borough of Newham,
Farthingale Walk, Stratford, E15, (Temporary Prohibition of Traffic),
Variation Order 2024.
2. The London Borough of Newham, Farthingale Walk, Stratford, E15,
(Temporary Prohibition of Traffic), Variation Order 2023 will be varied
to finish on the date shown in item 7 below
3. No person shall enter or cause to enter the various roads as per
schedule 1, at such times as appropriate traffic signs are displayed in
accordance with the Traffic Signs Regulations and General Directions
2016(c).
4. Without prejudice to the validity of anything done or to any liability
incurred in respect of any act or omission before the coming into force
of this Notice, the Newham (Waiting and Loading Restriction)(Special
Parking Area) Order 2011 (d) shall apply to the roads or parts of roads
mentioned in paragraph 2 above as if, for the purposes of the
application of Article 5(1) of that Order to the said lengths of street,
the prescribed hours were “at any time” or as displayed.
5. Where required Pedestrian access will be diverted via local
adjacent footways and roads
6. Nothing in this Order shall apply to vehicles being used for Fire,
Ambulance or Police purposes, or with the permission or at the
direction of a Police Constable in uniform, or a suitably Authorised
Officer. Nothing in paragraph 2 of the Order shall apply to vehicles
necessarily used in connection with the works

NOTICE IS HEREBY GIVEN THAT Central Bedfordshire Council as the
Local Highway Authority for the area in which the highway is situated
in the County of Bedfordshire intends to apply to Luton and South
Bedfordshire Magistrates Court sitting at Stuart Street, Luton, LU1
5BL on the 24th of April 2024 at 2:00pm for an Order under Section
116 of the Highways Act 1980 authorising the stopping up of an area
of the highway at Church Farm, Goose Green (Church End), Hockliffe,
LU7 9NH having an approximate area of 108 metres squared as
shown for identification purposes only edged red and hatched red on
the 1:500 scale Plan, (Plan) on the ground that the highway is
unnecessary. The effect of the Order sought will be to prevent all
traffic (vehicular and pedestrian) using the highway.

The NEWHAM LONDON BOROUGH COUNCIL hereby gives notice it
made a Variation Order the London Borough of Newham ("the
Council") being the traffic authority, in the said London Borough, in
consultation with the Secretary of State for Transport, is satisfied that
vehicular traffic along roads mentioned in the schedule of roads
below, or parts thereof, should be restricted, to prevent danger to the
public, whilst Thames Water Utilities and its contractors carry out
works on or near the public highway.
NOW, THEREFORE, the Council in exercise of the powers conferred
by Section 14(1) of the Road Traffic Regulation Act 1984 (a) ("The
Act") as amended by the Road Traffic (Temporary Restrictions) Act
1991 (b), and of all other enabling powers, hereby made the following
Order:-
1. The Order may be cited as the London Borough of Newham,
Thames Water Mains Rehabilitation Scheme – Various Roads
(Temporary Prohibition of Traffic), Order 2024.
2. No person shall enter or cause to enter, park or remain in roads
mentioned in the schedule 1 of roads below, at such times as
appropriate traffic signs are displayed in accordance with the Traffic
Signs Regulations and General Directions 2016(c).
3. Without prejudice to the validity of anything done or to any liability
incurred in respect of any act or omission before the coming into force

direction of a Police Constable in uniform, or a suitably authorised
Officer. Nothing in paragraph 2 of the Order shall apply to vehicles
necessarily used in connection with the works.
6. This Order shall now expire at 2359hrs on Tuesday 31st December
2024 or on completion of the works at each location, whichever is the
sooner.

NOTICE is given that North East Lincolnshire Borough Council as
Highway Authority for the County of North East Lincolnshire intends to
apply to Grimsby Magistrates Court sitting at 19 Victoria Street South,
Grimsby, DN31 1NH on Monday 29th April 2024 at 2:00pm for an
Order under section 116 of the Highways Act 1980 authorising the
stopping up of an area of the highway being part of Sea Road,
Cleethorpes shown hatched blue on the attached plan (Plan) on the
ground that the highway is unnecessary.
A copy of the draft Order and Plan may be inspected free of charge at
the Council Offices at Municipal Offices, Town Hall Square, Grimsby,

NOTICE IS HEREBY GIVEN that, pursuant to a block transfer order of
ICC Judge Greenwood dated 5 March 2024 (Order), Mark Phillips was
removed as Office Holder in the cases listed in the schedules annexed
to the Order (“the Schedules”) and Frederick Charles Satow (IP
number 8326), Paul Michael Davis (IP number 7805) and Paul Russell
Mallatratt (IP number 20630), each of Opus Restructuring LLP, 2
Manor Farm Court, Old Wolverton Road, Old Wolverton, Milton
Keynes, Buckinghamshire, England, MK12 5NN were appointed as
Office Holders in his place as specified below. All removals and
replacement appointments were mad with immediate effect.
It is ordered that:
1. Each of the County Court cases listed in Schedule A (attached to
this order) be treated as transferred to the High Court of Justice,
Chancery Division, for the purpose only of considering and making
this order. Immediately upon this order taking effect those County
Court cases shall be treated as transferred back to the relevant
County Court without any intervening administrative action pursuant
to rule 12.37(1)(a) and (b) of the Insolvency Rules 2016.
2. Mark Phillips of 8 Callender Walk, Cuckfield RH17 5HW (the
“Outgoing Officeholder”) be removed from office in respect of each of
the cases listed in Schedules B to E (attached to this order) (the
“Block Transfer Cases”) from the date of this order.
3. Frederick Charles Satow, Paul Russell Mallatratt and Paul Michael
Davis of Opus Restructuring LLP of 2 Manor Farm Court, Old
Wolverton Road, Old Wolverton, Milton Keynes, Buckinghamshire,
England, MK12 5NN, as the case may be, be appointed as
replacement officeholders in respect of each of the Block Transfer
Cases as set out in paragraphs 4 to 9 below, from the date of this
order.
4. The Outgoing Officeholder be removed from office as the sole
liquidator of the companies in creditors’ voluntary liquidation listed in
Schedule B(1) attached hereto with effect from the date of this order
pursuant to section 108 of the Insolvency Act 1986 (the “Act”).
Frederick Charles Satow and Paul Michael Davis be appointed as joint
liquidators, in respect of the said companies as specified in Schedule
B(1) with effect from the date of this order pursuant to section 108 of
the Act.
5. The Outgoing Officeholder be removed from office as the joint
liquidator of the companies in creditors’ voluntary liquidation listed in
Schedule B(2) attached hereto with effect from the date of this order
pursuant to section 108 of the Insolvency Act 1986 (the “Act”). Paul
Michael Davis be appointed as a joint liquidator, alongside the
remaining liquidator, Frederick Charles Satow, in respect of the said
companies as specified in Schedule B(2) with effect from the date of
this order pursuant to section 108 of the Act.
6. The Outgoing Officeholder be removed from office as the sole
liquidator of the companies in members’ voluntary liquidation listed in
Schedule C attached hereto with effect from the date of this order
pursuant to section 108 of the Act. Frederick Charles Satow and Paul
Michael Davis be appointed as joint liquidators in respect of the said
companies as specified in Schedule C(1) with effect from the date of
this order pursuant to section 108 of the Act.
7. The Outgoing Officeholder be removed from office as sole trustee
in bankruptcy of the bankrupt estates listed in Schedule D(1) attached
hereto with effect from the date of this order pursuant to section 298
of the Act. Frederick Charles Satow and Paul Russell Mallatratt be
appointed as joint trustees in bankruptcy, in respect of the bankrupt
estates, as specified in Schedule D(1), with effect from the date of this
order pursuant to sections 298 and 303(2) of the Act.
8. The Outgoing Officeholder be removed from office as joint trustee
in bankruptcy of the bankrupt estate listed in Schedule D(2) attached
hereto with effect from the date of this order pursuant to section 298
of the Act. Frederick Charles Satow and Paul Russell Mallatratt be
appointed as joint trustees in bankruptcy, in respect of the bankrupt
estate, as specified in Schedule D(2), with effect from the date of this
order pursuant to sections 298 and 303(2) of the Act.
9. The Outgoing Officeholder be removed from office as sole
liquidator of the companies listed in Schedule E attached hereto with
effect from the date of this order pursuant to section 172(2) of the Act.
Frederick Charles Satow and Paul Michael Davis be appointed as joint
liquidators in respect of the said companies, as specified in Schedule
E, with effect from the date of this order pursuant to sections 168(3) of
the Act.
10. In the cases listed in Schedules B to E (inclusive) the Outgoing
Officer (as the case may be) shall be released by application to the
Secretary of State, not to be made before 28 days from the date of
the Advertisement below.
11. Where the appointments referred to in this Order are joint
appointments, any act required or authorised under any enactment to
be done by joint appointees may be done by all or any one or more of
the persons at the time being holding office. No functions are required
to be undertaken by both joint appointees acting together and no
functions are specifically the responsibility of either joint appointee.
12. Frederick Charles Satow shall file a copy of this order with each of
the relevant County Courts, hearing centres and District Registries
listed in Schedule A.
13. The creditors in each of the cases listed in Schedules B to E shall
be notified of this order by way of one composite notice (the
“Advertisement”) to be published in the Gazette within 14 days of
receipt of the sealed order.
14. Each creditor of each voluntary liquidation case who has an
objection to this Order has liberty to apply to vary or discharge this
Order. Creditors shall have 56 days from the date of the
Advertisement to apply to court to set aside or vary the terms of this
Order. Such application shall not affect the transfer of the cases listed
in Schedules B to E until further or other order by the court.
15. Frederick Charles Satow shall file any appropriate notices in
respect of the removal of the Outgoing Officeholder and the
appointment of the Frederick Charles Satow, Paul Russell Mallatratt
and Paul Michael Davis appointed pursuant to paragraphs 4 to 9 of
this Order with the Registrar of Companies and the Secretary of State
for Business Energy Innovation and Skills (Insolvency Service) as
appropriate and as soon as reasonably practicable.
16. Where a sole appointee is replaced by joint appointees the costs
and expensed incurred by joint appointees shall not exceed those
which would be incurred by a sole appointee.
17. In the event that, as a result of the implementation of the Order,
the replacement officeholders incur any additional cost in respect of
the administration of those estates where the Outgoing Officeholder
and Frederick Charles Satow (as the case may be) were the
officeholder (that is to say over and above those costs incurred in the
ordinary course of the administration of those estates), those costs
shall be borne by Opus Restructuring LLP of 2 Manor Farm Court, Old
Wolverton Road, Old Wolverton, Milton Keynes, Buckinghamshire,
England, MK12 5NN and shall not be charged as an expense of the
administration of those estates.
18. The costs of this Application (plus VAT) shall be met by SKSI
Limited.
19. Liberty to apply.
20. Such further or other order or direction as the court thinks fit.

officer within the meaning of S.297A(6) of Proceeds of Crime Act 2002
(POCA) am satisfied that the cash (plus any accrued interest) or part
of it is :
a) recoverable property; or
b) is intended by any person for use in unlawful conduct
as per s297A(2) POCA.
Any person may object to the proposed forfeiture within 30 days,
starting with the day after the notice is given. Accordingly, the period

SCHEME NOTICE UNDER SECTION 27 OF THE TRUSTEE ACT
In accordance with section 27 of the Trustee Act 1925, notice is
hereby given that the Tindle Newspapers Defined Benefit Pension
Scheme (the “Scheme”) commenced winding up on 27 February
2024.
The Trustee of the Scheme wishes to contact any person who
believes they may be entitled to benefits from the Scheme and who
has not already received written correspondence from the Trustee in
relation to the full buyout of the Scheme with an insurer and
subsequent winding up of the Scheme. The Trustee requests that any
such member, other beneficiary, creditor or anyone else having any
claim against, or claiming to be beneficially interested in, any assets
