NATIONAL HIGHWAYS LIMITED ROAD TRAFFIC REGULATION ACT 1984-SECTIONS 14(1)(A), 14(7) AND 15(2) AND PARAGRAPH 27(1) OF SCHEDULE 9 THE M42 AND M40 MOTORWAYS (M42 JUNCTION 2 TO JUNCTION 5) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 2023 NOTICE IS HEREBY GIVEN that National Highways Limited (Company no.9346363) has revoked an existing Order and made a new Order on the M42 and M40 Motorways, in the Metropolitan Borough of Solihull and in the Counties of Worcestershire and Warwickshire, to enable central reservation upgrading, gantry and emergency refuge area installation works to be carried out. The effect of the Order, will be to – (1) as indicated by traffic signs, impose a speed restriction of either 40 miles per hour, 50 miles per hour or 60 miles per hour on – (a) the eastbound carriageway of the M42 from a point 2120 metres west of the centreline of Lilley Green Road overbridge, west of M42 Junction 3, to its junction with the M40 at M42 Junction 3a; (b) the northbound carriageway of the M42 from its junction with the link road leading from the eastbound carriageway of the M42 at Junction 3a, to a point 100 metres northeast of the centreline of Widney Manor Road overbridge, south of M42 Junction 5; (c) the southbound carriageway of the M42 from a point 1057 metres northeast of the centreline of Widney Manor Road overbridge, south of M42 Junction 5, to its junction with the link road leading to the westbound carriageway of the M42 at Junction 3a; (d) the westbound carriageway of the M42 from its junction with the M40, to a point of 821 metres west of the centre of Lilley Green Road overbridge, west of the M42 Junction 3; (e) the northbound carriageway of the M40 from a point of 1300 metres southeast of the centreline of Tapster Lane overbridge, south of M40 Junction 16, to its junction with the M42 at Junction 3a; (f) the southbound carriageway of the M40 from its junction with the M42 at Junction 3a, to a point 100 metres southeast of the centreline of Tapster Lane overbridge, south of the M40 Junction 16; (g) the link roads connecting the M40 and M42 at Junction 3a; (h) any slip road leading to or from the M42 at Junction 3; (i) any slip road leading to or from the M42 at Junction 4; and (j) any slip road leading to or from the M40 at Junction 16; (2) close lanes of – (a) the eastbound carriageway of the M42 from a point 1225 metres west of the centreline of Lilley Green Road overbridge, west of M42 Junction 3, to its junction with the M40 at the tip of the nosing of the link road leading to the northbound carriageway of the M42 at Junction 3a; (b) the northbound carriageway of the M42 from the tip of the nosing at its junction with the link road leading from the eastbound carriageway of the M42 at Junction 3a, to a point 886 metres southwest of the centreline of Widney Manor Road overbridge, south of M42 Junction 5; (c) the southbound carriageway of the M42 from a point 100 metres northeast of the centreline of Widney Manor Road overbridge, south of M42 Junction 5, to the tip of the nosing at its junction with the link road leading to the westbound carriageway of the M42 at Junction 3a; (d) the westbound carriageway of the M42 from its junction with the M40 at the tip of the nosing at the junction with the link road leading from the southbound carriageway of the M42 at Junction 3a, to a point of 87 metres east of the centre of Lilley Green Road overbridge, west of the M42 Junction 3; (e) the northbound carriageway of the M40 from a point of 1695 metres southeast of the centreline of the A3400 overbridge, at M40 Junction 16, to its junction with the westbound carriageway of the M42 at Junction 3a; and (f) the southbound carriageway of the M40 from its junction with the eastbound carriageway of the M42 at Junction 3a, to a point 650 metres southeast of the centreline of the A3400 overbridge, at M40 Junction 16; (g) the link roads connecting the M40 and M42 at Junction 3a; (h) any slip road leading to or from the M42 at Junction 3; (i) any slip road leading to or from the M42 at Junction 4; and (j) the any slip road leading to or from the M40 at Junction 16; and allow traffic to run on the hard shoulder; and (3) prohibit any vehicle with an overall width of 2 metres from entering or proceeding in the offside lane of the lengths of motorway, link roads and slip roads described in (2) above. The work is expected to start on Monday 16 January 2023 and continue for approximately eighteen months. The speed restriction, width restriction and hard shoulder running will be in operation from 21:00 hours on Monday 16 January 2023 for 24 hours per day for the duration of the works. The Order will come into force on 9 January 2023. Vehicles being used for police, fire and rescue authority or ambulance purposes will be exempt from the speed restrictions and width restrictions. Vehicles being used for special forces purposes will be exempt from the speed restrictions, and vehicles being used for traffic officer purposes, in connection with the works or for winter maintenance purposes will be exempt from the width restriction.
