Borough of Hackney proposes to make the above-mentioned orders
under the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the orders will be as follows;
a) Aden Grove - Remove disabled bay outside No. 91 Aden Grove and
replace sections of resident permit bay and disabled bay with 6.6
metres of personalised permit bay - 00199 outside No. 89.
b) Castlewood Road - Replace 6.6 metres of shared use bay outside
No. 102 with a personalised permit bay - 0019.
c) Clifden Road - Replace sections of resident permit bay and double
yellow lines, no waiting “at any time” restrictions with a 6.6 metre
personalised permit bay - 00201 outside No. 142.
d) Colberg Place; Introduce double kerb blips, no loading "at any
time" restrictions outside Nos. 23 to 25.
e) Darenth Road - Replace 6.6 metres of shared use bay bay with a
personalised permit bay - 00204 outside Nos. 7 to 12 Cromdale
Court.
f) Fleetwood Street - Introduce double kerb blips, no loading "at any
time" restrictions at the junction with Stoke Newington Church Street.
g) Gilda Crescent - Replace 6.6 metres of permit bay with a
personalised permit bay - 00202 outside No. 4.
h) Gunton Road - Replace the personalised disabled bay outside No.
92 with a permit bay.
i) Kent Street - (i) Extend the double yellow lines, no waiting “at any
time” restrictions to wrap around the cul de sac on Kent Street. (ii)
Introduce 11.3 metres of double kerb blips, no loading “at any time”
restrictions at the rear of Brunswick House on Kent Street.
j) Knightland Road - Replace 6.6 metres of permit bay outside Nos. 23
to 27 with a personalised disabled bay - 00196.
k) Linthorpe Road - Replace the disabled bay outside No.59 with a
personalised disabled bay - 00200.
l) Loddiges Road - (i) Replace 2.9 metres shared use parking bay with
double yellow lines, no waiting “at any time” restrictions outside Nos.
1 to 27 Lyme Grove House. (ii) Replace the single yellow line, no
waiting restrictions opposite No. 28 Loddiges Road with double
yellow lines, no waiting “at any time” restrictions.
m) Lordship Park - Replace sections of the permit bay outside Nos.
94 and 96 Lordship Park with double yellow lines, no waiting ”at any
time” restrictions.
n) Northchurch Terrace - (i) Introduce Resident Permit holder bays
outside Nos. 7 to 10 Northchurch Terrace and alongside St Peter’s
Church. (ii) Introduce single yellow lines, no waiting Mon-Fri
8am-6.30pm restrictions outside Nos. 6 to 8 Northchurch Terrace and
alongside St Peter’s Church.
o) Ravensdale Road - Replace 6.6 metres of permit bay outside No.
40 Ravensdale Road with a personalised permit bay - 00197.
p) West Bank - Introduce double kerb blips, no loading "at any time"
restrictions at the junction of West Bank with Dunsmure Road
(western side).

CHANGES TO PARKING CONTROLS, TAXI RANKS AND COACH
PARKING
IN BELVEDERE ROAD, CHICHELEY STREET AND HERCULES

(NOTE: This notice is about providing new parking places in Belvedere
Road for coaches, car club and disabled person’s vehicles whilst
revising the layout of the existing parking places for coaches in
Belvedere Road. In Chicheley Street, the existing “no stopping on taxi
rank” restriction will be removed with a new taxi rank created in
Hercules Road, also the layout of the pay and display and disabled
person’s parking places in Chicheley Street will be revised with the
provision of a new solo motor cycle parking place in Chicheley Street.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Lambeth on the 19th October 2022 made the Lambeth
(Car Club) (Parking Places) (No. 2) Order 2022, the Lambeth (Free
Parking Places) (Buses) (No. 1) Order 2022, the Lambeth (Free Parking
Places) (Disabled Persons) (No. 11) Order 2022, the Lambeth (Free
Parking Places) (Motor Cycles) (No. 3) Order 2022, the Lambeth
(Prohibition of Stopping on Taxi Ranks) (No. 1) Order 2022, the
Lambeth (Waiting and Loading Restriction) (Amendment No. 327)
Order 2022, and the Lambeth (Waterloo) (Parking Places) (No. 6)
Order 2022 under sections 6, 45, 46, 49 and 124 of and Part IV of
Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the Orders which will come into force on 24th
October 2022 will be to:-
(1) provide 2 new car club parking places on the east side of
Belvedere Road, outside Shell Tower (these parking places will
operate at any time and be for the use of vehicles displaying a car
club permit);
(2) provide a new disabled person’s parking place on the east side of
Belvedere Road, outside Shell Tower (this parking place will operate
at any time and be for the use of vehicles displaying a disabled
person’s “blue badge”);
(3) provide new parking places for buses/coaches on the east side of
Belvedere Road (a) outside Shell Tower, and (b) between Shell Tower
and Concert Hall Approach (these parking places will operate at any
time and buses/coaches will be limited to a parking time of 15
minutes, no return within 1 hour);
(4) revise the layout of the existing parking places for buses/coaches
on the west side of Belvedere Road adjacent to Jubilee Gardens (the
operational hours of these parking places and the time limits for
parking will not be changed);
(5) provide a new parking place for a London Cycle Hire pedal cycles
on the footway on the southern kerb of Chicheley Street;
(6) remove the existing ban on stopping on the taxi rank on the south
side of Chicheley Street (this will happen when the taxi rank is
removed) and replace with a single motor cycle parking place and two
pay and display parking bays relocated from their current position on
Chicheley Street (the operational hours of the relocated parking
places and time limits for parking will not be changed);
(7) ban stopping by all vehicles, except taxis, on new taxi ranks to be
provided on Belvedere Road and Hercules Road;
(8) ban waiting by vehicles at any time (to be indicated by double
yellow lines) in any part of Chicheley Street and any part of Belvedere
Road, between Chicheley Street and Concert Hall Approach, which is
not already subject to such a ban and is not occupied by parking
places or taxi ranks as described above.
(Note: There will also be changes to the location of bus stops and bus
stands in Belvedere Road and Chicheley Street that are not included
in the Orders.)

TO INCLUDE PARTS OF HILLSIDE ROAD AND PALACE ROAD

[Note: This notice is about, the extension of the Streatham Hill East
“M” CPZ to include part of Hillside Road, part of Palace Road and the
whole of Tredwell Close and to formalise the disabled persons parking
places in Palace Road outside the Palace Road Surgery. On-street
parking places and new double yellow line waiting restrictions will be
introduced in the extended CPZ. There will be no changes to the
existing disabled persons’ parking places or the existing cycle hangar
on site in Hillside Road.]
1. NOTICE IS HEREBY GIVEN that the Council of the London

(b) the north-east side, between its north-western extremity and the
south-eastern boundary wall of No. 3 Palace Road, Nos.1 to 3 (odd
numbers inclusive) and Nos. 6 to 18 (even numbers inclusive);
(iii) Tredwell Close, all properties;
(b) to provide new parking places in:
(i) Hillside Road, between Downton Avenue and Amesbury Avenue
(Nos. 7 to 23 (odd numbers inclusive) and Nos. 26 to 118 (even
numbers inclusive): (
a) the south-east and north-west sides, which would be shared use
pay by phone or residents’ parking places, for vehicles where the
driver has paid the parking charge by phone or for vehicles in respect
of which a resident’s “MR” permit has been granted;

residents’ and business parking places for vehicles where the driver
has paid the parking charge by phone or for vehicles in respect of
which either a resident’s “MR” permit or a business “MB” permit has

(ii) Palace Road, the north-east side between its north-western
extremity and No. 3 Palace Road, which would be shared use pay by
phone, residents’ and business parking places for vehicles where the
driver has paid the parking charge by phone or for vehicles in respect
of which either a resident’s “MR” permit or a business “MB” permit
has been granted;
(c) to formally designate the disabled persons parking places in
Palace Road on the north-east side, outside the Palace Road Surgery
(i) opposite No. 16 Palace Road; and (ii) opposite No. 18 Palace Road;
(d) that, unless otherwise specified, the parking places in the
extended Streatham Hill East “M” CPZ will operate from 10 am to 12
noon on Mondays to Fridays inclusive, and they will not operate on
Christmas Day, Good Friday or Bank Holidays (these operational
hours are known as “the zone hours”);
(e) to ban waiting by vehicles at any time in parts of the streets in the
extended Streatham Hill East “M” CPZ;
(Note: The ban on waiting described above will not apply in any
housing estate road or private road.)
(f) provide that residents of the following properties and businesses
within the extended Streatham Hill East “M” Zone may apply for a
permit to park in the permit holders parking places, which have traffic
signs indicating the permit identifier “MR” or “MR”/“MB”, within the
extended Streatham Hill East “M” Controlled Parking Zone, subject to
certain conditions and on payment of a charge:
(a) Hillside Road, Nos. 7 to 23 (odd numbers inclusive) and Nos. 26 to
118 (even numbers inclusive);
(b) Palace Road, Nos.1 to 3 (odd numbers inclusive) and Nos. 6 to 18
(even numbers inclusive); and
(c) Tredwell Close, all properties;

(g) that visitors’ permits will be available to residents to enable their
visitors to park within the extended zone, teachers’ permits will be
available for teachers who are employed at a school within the
extended zone, trade permits will be available to tradespersons
carrying out building, maintenance or similar such work at properties
within the extended zone;
(Note: The parking places for vehicles that have been granted a
residents’ permit may also be used by vehicles that have been
granted an appropriate car club permit, a visitors’ permit or a trade
permit; parking places for vehicles that have been granted a business
permit may also be used by vehicles that have been granted a
teachers’ permit, and parking places that may be used after paying by
phone may also be used by vehicles that display a health care permit.)
(h) that the charge for the use of a parking place by the pay by phone
method will be £3.94 per hour, or pro rata for periods of more or less
than 1 hour (a maximum parking period of 1 hour, no return within 1
hour, will apply and that where the charge includes the surcharge for
certain diesel vehicles the charge will be £5.91 per hour;
(i) that the charges for residents’ permits for vehicles other than
motorcycles will be according to their carbon dioxide emissions or
their engine size, and generally range from £39.90, £74.03 and
£140.18 for 3, 6 and 12 months respectively (minimum) up to £91.09,
£175.35 and £340.73 for 3, 6 and 12 months respectively (maximum),
except where a vehicle is registered on or after 1st March 2001 and its
carbon dioxide emissions are 100g/km or less when the charge will
generally range from £50.14, £93.45 and £178.76 for 3, 6, and 12
months respectively (minimum) up to £91.09, £175.35 and £340.73 for
3, 6 and 12 months respectively (maximum), and there will be an
additional charge for diesel cars of £18.38, £25.73 or £42.79 for 3, 6
and 12 months respectively;
(j) that the charges for other types of permits will be as follows: for
residents’ personal carers permits £20.00, £35.00 and £60.00 for 3, 6
and 12 months respectively there will be an additional charge for
diesel cars of £17.50, £24.50 and £40.75 for 3, 6 and 12 months
respectively, residents’ motorcycles £21.79, £32.03 and £52.50 for 3,
6 and 12 months respectively, for business permits £717.15 for 12
months for one Lambeth CPZ and £1,792.88 for all Lambeth CPZs,
for teachers’ permits £395.85 for 12 months, for residents’ visitor
permits £6.04 per day or £26.25 for a book of five one- day permits,
for trade permits £23.10 per day or £108.15 for a book of five one-day
permits and for health care permits £119.70 for 12 months.
3. The Orders are necessary to improve safety and the flow of traffic
(which is currently hindered by the uncontrolled parking of vehicles) in
the streets referred to above and to protect the available on-street
parking space for residents, their visitors and local businesses. A ban
on waiting by vehicles is necessary to discourage parking (mainly at
road junctions, vehicle access ways and on a bend), so as to improve
road safety and vehicular access.

NORTH KEW CONTROLLED PARKING ZONE- KC

1. The Council of the London Borough of Richmond upon Thames on
19 October 2022 made the above Orders under sections 6, 45, 46 and
49 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the North Kew Parking Places Order is to
introduce the North Kew Controlled Parking Zone to include lengths
of Bush Road, Bushwood Road, Cambridge Cottages, Cambridge
Road, Forest Road, Gloucester Road, Hanover Close, Haverfield
Gardens, Kent Road, Kew Green, Maze Road, Priory Road and
Watcombe Cottages. The zone will operate between 10am and
4.30pm on all days of the week including bank and public holidays.
The North Kew Event Day Zone will also operate on Event Days
between 10am and 11pm for which either a valid KC zone permit
should be displayed within any parking place within the zone.
3. The general effect of the Waiting and Loading Restriction Order is
to introduce waiting restrictions in various lengths of the roads within
the zone operating at any time or between 10am and 4.30pm on
Mondays to Sundays inclusive.
4. The general effects of the Prohibition of Stopping on Cab Ranks
Order will be to introduce a Cab Rank on Kew Green, opposite
Elizabeth Gate.
5. The general effect of the On-Street Parking Charges Order is to set
the tariffs of the pay by phone bays in the zone, as detailed in
Schedule 1 to this Notice.
6. Further details of the Orders which come into force on 22 October
2022:-
(a) can be inspected, quoting Reference 21/054, at the Civic Centre
(Central Reception, ground floor), 44 York Street, Twickenham

The Department for Infrastructure (DfI) has made a Statutory Rule
entitled “The Waiting Restrictions (Gulladuff) Order (Northern Ireland)
2022.” (S.R. 2022 No. 249) which comes into operation on 10
November 2022.
The Rule will introduce no waiting at any time restrictions (loading and
unloading permitted) on lengths of Hall Lane, Gulladuff, Magherafelt.
Vehicles are excepted from the restriction in certain circumstances.

a) amend the operational times of Ennismore Avenue, Mayfield
Avenue, Thornton Avenue and Upham Park Road in the East Chiswick
Controlled Parking Zone (CPZ) from Monday-Saturday, 9am–7pm to
Monday–Saturday, 9am–9pm & Sunday, 5pm–9pm; and
b) introduce “no waiting at any time” restrictions where parking is
likely to be obstructive and reduce the general safety of road users.

1. NOTICE IS HEREBY GIVEN that on the 14th October 2022 the
Council of the London Borough of Hackney made the above-
mentioned Orders under the Road Traffic Regulation Act 1984 as
amended.
2. The general effect of the orders will be as follows;
a) Ashtead Road - Replace 6.6 metres of permit bay outside No. 65
with a personalised disabled bay – 00191.
b) Bethune Road - Replace 6.7 metres of permit bay opposite No. 150
with a personalised permit bay – 00195.
c) Evering Road - Replace the disabled bay outside No. 187 Evering
with a personalised disabled bay – 00193.
d) Fairholt Road - Replace the existing disabled bay outside No. 24
with a personalised permit bay – 00194.
e) Fairholt Road and St. Andrew’s Grove - Introduce no loading "at
any time" restrictions at the junction of Fairholt Road and St.
Andrew's Grove to prohibit vehicles from parking on double yellow
lines, no waiting “at any time” restrictions obstructing visibility for
drivers.
f) Geldeston Road - Replace 6.6 metres of permit bay outside Nos.
36A and 36B with personalised disabled bay – 00192.
g) Howard Road - Introduce no loading "at any time" restrictions
outside and opposite No. 18 and outside Nos. 7 and 8 Fletcher House
to facilitate the waste collection.
h) Millfields Road - Introduce no loading "at any time" restrictions to
the side of Nos. 154 and 156 Millfields Road to prevent obstructive
parking.
i) Reighton Road - Replace the disabled bay outside No. 67 with a
permit bay;
j) Sharon Gardens - Replace the disabled bay outside No. 21 Sharon
Gardens with a permit bay.
k) Wallis Road - (i) Replace 19 metres of single yellow line waiting
restrictions opposite No. 115 Wallis Road with a 4 hour shared use
parking bay (ii) Replace 10 metres of single yellow line waiting
restrictions (No waiting Mon-Fri 8.30am-6.30pm) opposite No. 117
Wallis Road with a 4 hour shared use parking bay and (iii) Convert the
remaining single yellow line waiting restrictions (No waiting Mon-Fri
8.30am-6.30pm) opposite Nos. 115 and 117 with double yellow lines,
no waiting "at any time" restrictions.
l) Correcting anomalies between on-street restrictions and existing
Traffic Orders in Benn Street, Chatham Place, Lea Bridge Road,
Radley Square, Skipworth Road and Well Street.
3. Copies of the Orders, which will come into force on 31st October
2022, other relevant Orders, and other documents giving more
detailed particulars of the Orders, can be inspected for a period of six
weeks from the date on which the Orders are made by email request
to [email protected]. Alternatively such
documents can be inspected during normal office hours on Mondays
to Fridays, in the visitor’s reception area, London Borough of
Hackney, Hackney Service Centre, 1 Hillman Street, London, E8 1DY
by appointment only.
4. If any person wishes to question the validity of the Orders, or of any
provision contained therein on the grounds that it is not within the
powers conferred by the Road Traffic Regulation Act 1984 or that any
requirement of the Act or of any instrument under the Act has not
been complied with, that person may, within six weeks of the date on
which the Orders are made, apply for the purpose to the High Court.

1. The Council of the London Borough of Richmond upon Thames on
19 October 2022 made the above Order under section 45 of, and Part
IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as
amended.
2. The general effect of the Parking Places Order will be to introduce
scooter and cycle hire parking places for the leaving of electric
scooters being used in a trial or the leaving of pedal cycles (including
electric-assist pedal cycles) being used in a public hire scheme
operated in accordance with an agreement with the Council. The
parking area will be sited on Kew Green, adjacent to the rear of No. 57
Ferry Lane, and at the eastern end of the Herbarium Library.
3. Further details of the Order, which will come into operation on 22
October 2022: -
(a) can be inspected, quoting Reference 21/055, at the Civic Centre
(Central Reception, ground floor), 44 York Street, Twickenham
between 9.15am and 5pm on Mondays to Fridays, except for Bank
and other public holidays; and
(b) may be viewed on the Council’s web-site at http://

of their provisions on the grounds that they are not within the powers

2. The general effect of the Prescribed Routes Order will be to
introduce banned left turns Monday to Friday 7am -10am except

STATUTORY RULE
PARKING AND WAITING RESTRICTIONS – BALLYMENA
The Department for Infrastructure (DfI) has made a Statutory Rule
entitled "The Parking and Waiting Restrictions (Ballymena)
(Amendment) Order (Northern Ireland) 2022", (S.R. 2022 No. 251),
which comes into operation on 10th November 2022.
The Rule will prohibit vehicles waiting at any time on a length of
Springwell Street, Ballymena (loading and unloading permitted) and
on a length of Springwell Street, Ballymena (loading and unloading
not permitted. Vehicles are excepted from the prohibition in certain
circumstances.

of Schedule 9 to the Road Traffic Regulation Act 1984 as amended,
and of all other powers thereunto enabling.
2) The general effect of the Orders would be:
a) to introduce a Taxi Stopping Area on the north-east side of Turnmill
Street. The Taxi Stopping Area would be from a point 3 metres north-
west of the common boundary of Nos. 100 and 101 Turnmill Street,
running north-westward for 11.5 metres. The restriction would operate
at any time.
b) to reduce the extent of an existing resident permit parking place
outside Nos. 94-100 Turnmill Street by 11.5 metres.
c) to make various other amendments to the map schedules so that
they accurately reflect the on-street parking layout. These
amendments will not result in changes on-street.

THE SCOTTISH MINISTERS hereby give notice that they propose to
make the above Order under sections 1(1)(a), 2(1) and (2) of the Road
Traffic Regulation Act 1984 to prohibit traffic on that length of the A96
Craibstone – Inverness Trunk Road from a point of 822 metres or
thereby west of its junction with the centre line of the road known as
the B979 to Tyrebagger, Aberdeenshire, in a generally easterly
direction to a point of 504 metres or thereby west of the point where it
meets the circulation lanes of the Craibstone Roundabout, a distance
of 2.2 kilometres or thereby from making the following turns:
1. All right turns from the eastbound carriageway of the A96
Craibstone – Inverness Trunk Road to the road known as the B979 to
Tyrebagger, Aberdeenshire.
2. All right turns from the road known as the B979 to Tyrebagger,
