A2070 TRUNK ROAD – FINBERRY, ASHFORD TEMPORARY
TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited
intends to make an Order on the A2070 Trunk Road in the County of
Kent, under Sections 14(1)(a) and 15(2) of the Road Traffic Regulation
Act 1984 because works are proposed to be executed on the road.
The effect of the Order would be:-
1) to authorise, as required, the overnight and 24-hour closure of:-
a) both carriageways of the A2070 and A2042 between Jet
Roundabout and Flanders Field Roundabout (A2042);
b) all of the slip roads leading to and from the carriageways in a)
above at Park Farm Interchange (A2042);
c) all of the side roads at junction with the carriageways in a) above;
d) the gap in the central reservation at the junction of the
carriageways in a) above with Church Road (thereby preventing right
turns into Church Road); and
e) the cycle tracks
i) adjacent to the westbound carriageway of the A2070 between
Waterbrook Avenue and Avocet Way; and
ii) adjacent to the eastbound carriageway of the A2070 between a
point opposite Avocet Way and the northbound carriageway of the
Boulevard;
2) to impose, over 24-hour periods, a mandatory 40 mph speed
restriction on:-
a) the eastbound carriageway of the A2042 and A2070 between
Flanders Field Roundabout (A2042) and a point 230 metres south-
west of the centreline of Church Road junction;
b) the westbound carriageway of the A2070 between a point 230
metres south-west of the centreline of Church Road junction and its
divergence from the off-slip at Park Farm Interchange (A2042);
c) the northbound carriageway of Avocet Way between its junction
with the A2070 and a point 60 metres south;
d) both carriageways of Waterbrook Avenue between its junction with
the A2070 and a point 20 metres south; and
e) the southbound carriageway of the Boulevard between its junction
with the A2070 and a point 20 metres north; and
3) to operate a 24-hour contraflow alternately westbound and
eastbound as required on either carriageway of the A2070 between a
point 220 metres east of the centreline of Park Farm Interchange
underbridge and a point 130 metres west of Jet Roundabout.
Lane closures and carriageway closures under traffic light control
would also be operated.
These measures would be in the interests of road safety while
contractors undertake junction improvement works, to include the
conversion of the Orbital Park Roundabout into a signalised junction,
and any and all necessary and associated works.
It is expected that the work would last for approximately 13 months
starting on or after Monday 28th June 2021.
The Order would come into force on 26th June 2021. Although the
work is proposed to take 13 months to complete, its location may
cause suspension of work owing to circumstances beyond the
project’s control, and under the terms of the Road Traffic Regulation
Act Section 15(2), Highways England accepts therefore that the
overall period of work may exceed 18 months and the order will
continue in force as necessary and be revoked under the terms of that
section.
Traffic affected by the carriageway and slip closures would be
diverted using the A28, A2042, A2070, North Street and Canterbury
Road. Traffic wishing to join the westbound A2070 from Church Lane
would be diverted using Cheesemans Green Lane, Finn Farm Road,
Church Hill, and Ashford Road to join the A2042. Traffic affected by
the Church Road right turn ban would continue northbound on the
A2070 to Jet Roundabout and return. Light vehicles (only, owing to
low bridges on route) affected by the closure of the Boulevard at
junction with the roundabout / works would be diverted northbound
on the Boulevard, Crowbridge Road, and Newtown Road to join the
above carriageway diversion.
The cycle tracks would be closed alternately so pedestrian and
cyclists would use the available alternative on the other side of the
road, or use a segregated area of the carriageway as available.
The temporary closures, speed restrictions, contraflow, and diversion
routes would be clearly indicated by traffic signs when they are in
operation during the works period.

NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Barnet propose to make the above-mentioned Orders under
Sections 6, 45, 46, 49 and 51 to the Road Traffic Regulation Act 1984
and all other enabling powers.
In order to deter all-day commuter-type parking from taking place in
certain lengths of Etchingham Park Road, Park Avenue, Park
Crescent and Park View Road N3 thus improving resident parking
opportunity and reducing traffic congestion in those roads, it is
proposed to extend the Church End ‘CE’ Controlled Parking Zone into
Etchingham Park Road (between Holdenhurst Avenue and Squires
Lane), Park Avenue, Park Crescent and Park View Road N3.
1. The general effect of the Charged-for Parking Places Order would
also be to:
(a) introduce parking places for the use of residents and their visitors
in Etchingham Park Road N3 (between Holdenhurst Avenue and
Squires Lane), Park Avenue N3, Park Crescent and Park View Road
N3 which would operate between 2pm and 3pm Monday to Friday.
(b) provide that the parking places referred to in (a) above would
operate between 2pm and 3pm Monday to Friday, during which
vehicles would be required to have a valid resident permit associated
with their vehicle or visitor voucher displayed in their vehicle, to be
entitled to be parked in the parking places.
(c) introduce parking places for the use of residents and businesses
on Etchingham Park Road and Park View Road N3.
(d) Provide that the parking places referred to in (c) above would
operate between 2pm and 3pm Monday to Friday, during which
vehicles would be required to have a valid resident permit associated
with their vehicle or business permit or visitor voucher displayed in
their vehicle, to be entitled to be parked in the parking places.
(e) provide that residents residing in the range of addresses detailed in
Schedule 1 below would be eligible to obtain/purchase residents
permits and visitor vouchers which would enable that motorist to park
their vehicle without limitation during the controlled hours in the
parking places referred to in 1(a) and 1(c) above.
(f) provide that retail-trade businesses operating in the range of
addresses detailed in the Schedule 1 to this notice would be eligible
to purchase business permits which would enable the motorist to
park their vehicle without limitation during the controlled hours in the
parking places referred to in 1(c) above.
(g) provide that vehicles displaying a valid disabled badge or
motorcyclists would be able to park in the parking places during the
controlled hours without need to display a permit or voucher.

2. The general effect of the Free Parking Places, Loading Places,
Waiting, Loading and Stopping Restrictions Order would be to
introduce Monday to Friday 2pm to 3pm waiting restrictions along
certain lengths of Etchingham Park Road (between Holdenhurst
Avenue and Squires Lane), Park Avenue, Park Crescent and Park
View Road N3 where parking places and other existing waiting
restrictions or disabled bays are not provided with the exception of
the following additional restrictions:

and Park Crescent, Etchingham Park Road and Park View Road,
Etchingham Park Road and Park Avenue, Park Crescent and
Woodlands Avenue and Park Crescent and Queens Avenue.
The Free Order would also introduce length of ‘at any time’ waiting
restrictions opposite No.55 to No.59 Etchingham Park Road, outside
No.20 to No.21 Park Avenue and outside No.9 to No.13 Park Avenue
N3. Loading would be permitted in parking places referred to in 1
above, and on waiting restrictions referred to in 2 and 3 above, for up
to 40 minutes provided that the loading/unloading activity was seen to
be actively taking place. A copy of the proposed Orders, associated

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Brent propose to make the above-mentioned Order under
sections 29, 31 and 124 of and Part IV of Schedule 9 to the Road
Traffic Regulation Act 1984, as amended.
2. The general effect of the Order would be to further amend the Brent
(Prohibition of Traffic) (Play Streets) (No. 1) Order 2016, so as to
prohibit vehicles from entering or proceeding in the length of road
specified in column 1 of the table in the Schedule to this Notice on the
dates and times specified in columns 2 and 3 respectively of the table
in the said Schedule in relation thereto.
3. Nothing in Article 2 of this Notice would apply in relation to:-

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Merton, on 25 May 2021, made the above-mentioned
Orders under sections 6 and 124 of and Part IV of Schedule 9 to the
Road Traffic Regulation Act 1984, as amended.
2. The general effect of the “Waiting and Loading” Order will be to
further amend the Merton (Waiting and Loading Restriction) Order
1977 so that:-
(a) waiting by vehicles (otherwise than for the purpose of delivering or
collecting goods or loading or unloading a vehicle for 40 minutes) will
be prohibited at any time in the roads or lengths of roads described in
Schedule 1 to this Notice;
(b) waiting by vehicles (otherwise than for the purpose of delivering or
collecting goods or loading or unloading a vehicle for 40 minutes) will
be prohibited between the hours of 10am and 4pm Mondays to
Fridays inclusive in the road or length of road described in Schedule 2
to this Notice;
(c) the waiting restrictions in Morden Road, Mitcham, on the north-
side in the vicinity of the Surrey Arms, will be updated to match the
existing road layout;

Notice that will operate between the hours of 8.30am and 6.30pm
Mondays to Saturdays inclusive;
(b) introduce the free parking place specified in Schedule 4 to this
Notice that will operate between the hours of 12 noon and 6.30pm on
Mondays and between 8.30am and 6.30pm Tuesdays to Saturdays
inclusive;
(c) specify that the parking places may be used, subject to the
provisions of the Order, for the leaving during the permitted hours of
such vehicles as are passenger vehicles, goods vehicles, invalid
carriages or motor cycles;
(d) specify that vehicles may be left for a maximum period of 4 hours,
no return in 2 hours;
(e) specify there will be no charge for parking in the parking places.
4. The general effect of the Merton (Free Parking Places) (Martin Way)
Order 2021 will be to introduce the free parking places specified in
Schedule 5 to this Notice that will operate between the hours of 7am
and 7pm Mondays to Saturdays inclusive and specify that:
(a) the parking places may be used, subject to the provisions of the
Order, for the leaving during the permitted hours of such vehicles as
are passenger vehicles, goods vehicles, invalid carriages or motor
cycle;
(b) vehicles may be left for a maximum period of 2 hours, no return in
1 hour;
(c) there will be no charge for parking in the parking places.
5. A copy of the Orders, which will come into force on 7 June 2021,
and other documents giving more detailed particulars of the Orders,
including plans specifying the lengths of roads affected by the Orders,
can be inspected during normal office hours on Mondays to Fridays
inclusive until the end of six weeks from the date on which the Orders
were made at Merton Link, Merton Civic Centre, London Road,
Morden, Surrey, SM4 5DX. The documents have also been made
available for inspection at https://www.merton.gov.uk/streets-parking-
transport/traffic-management/consultations .
6. Any person desiring to question the validity of the Orders or of any
provision contained therein on the grounds that it is not within the
relevant powers of the Road Traffic Regulation Act 1984, or that any
of the relevant requirements thereof, or of any relevant regulations
made thereunder has not been complied with in relation to the Orders
may, within six weeks from the date on which the Orders were made,
make application for the purpose to the High Court.

(a) the charge for residents parking permits would depend on the
permit group, set by the Council based on the CO2 emissions of the
vehicle for which the permit is issued (see the Schedule to this
Notice) allocated to the vehicle for which the permit is issued, as set
out in the following table –

Additional residents permits may be issued at the standard charge
shown above, plus a surcharge of £25 for a second permit and £50
for a third, in respect of a household. Where the CO2 emissions of a

3 charges would apply. Wholly electric vehicles (EV’s) would be
exempt from any charge. A maximum of 3 resident’s permits would be
issued in respect of any household at any one time.
(b) residents visitors vouchers would be available free of charge to
residents up to a maximum of 50 hours per household in any one
year. Additional hours thereafter may be purchased at a charge of £61
per 100 hours.
(c) carer permits for essential care visits would be available at the
following charges: (A) £35 per year for an individual permit, which
allows a carer to park in any permit holders parking place; or (B) £50
per year for each organisational permit, which allows an organisation
to park in any permit holder’s parking place for up to 3 hours
maximum per day.
(d) child care permits which allow a person providing child care to
park in any permit holders parking place specific to the relevant
permit parking area for which it is issued would be available at a
charge of £35 per year.
(e) There would be a £25 administrative charge for any alteration to a
permit.
4. Copies of the Orders, which will come into force on 2 August 2021
and of the Orders that will be revoked or amended by these Orders,
the Council’s Statement of Reasons for making the Orders may be
inspected at the Council’s Civic Offices, St Nicholas Way, Sutton,
Surrey, SM1 1EA between 9am and 5pm on Monday to Friday.

ENVIRONMENT & INFRASTRUCTURE
2. The general nature and effect of the Order will be to:
1) Transfer authority status to Transport for London on Ermine Road
between A10 GLA main road - High Road and a point 32 metres
westwards;
2) Formalise the 11 metre Red Route Parking bay on the southeast
side, operating ‘Parking at any time’ and the ‘No Stopping at any
time’ double red lines restrictions in Ermine Road between its junction
with the A10 High Road and a point 32 metres westwards.
3. The roads which would be affected by the Order are the A10 GLA
Side Road – Ermine Road in the London Borough of Haringey.

Notice is given that on 19:08 hours on Thursday 21st May 2021 at
Boughton, Stokers Hill, Canterbury in the county of Kent, by virtue of
powers under regulation 3 of the Goods Vehicles (Enforcement
Powers) Regulations 2009 (“the 2009 Regulations”) the Driver and
Vehicle Standards Agency detained the following vehicle:

At the time the vehicle was detained it was carrying scaffolding
equipment and was displaying livery in the name of Technical
Scaffolding Ltd. Any person having a claim to the vehicle is required
to establish their claim in writing on or before 17th June 2021 by
sending it by post to the Office of the Traffic Commissioner, Ivy
House, 3 Ivy Terrace, Eastbourne, BN21 4QT (regulations 9,10 and 22
of the 2009 Regulations). If on or by the date given in this notice, no
person has established that he is entitled to the return of the vehicle,
the Driver and Vehicle Standards Agency shall be entitled to dispose
of it as it thinks fit (Regulations 14 and 15 of the 2009 Regulations).
