THE COUNTY OF CUMBRIA (U6152 MANOR ROAD, BARROW-IN-
FURNESS) (TEMPORARY PROHIBITION OF ALL TRAFFIC)
ORDER 2021
NOTICE IS HEREBY GIVEN that due to the likelihood of danger to the
public as a result of a damaged bridge structure and to enable any
subsequent repair works to take place (“the Works”), the County
Council of Cumbria intends to make an Order the effect of which is to
prohibit all traffic (i.e. vehicles, pedestrians and cyclists) from
proceeding along that section of the U6152 Manor Road, Barrow-in-
Furness from a point approx. 150m south east of its junction with the
U6152 Abbey Approach, extending in a north easterly direction for a
distance of approx. 88m.
A suitable alternative route for vehicles will be signed and available via
the unrestricted sections of the U6152 Manor Road, U6116
Parkhouse Road, U6106 Newton Road, C6003 Long Lane, C6010
Barrow Road, C6010 Abbey Road and C6004 Rating Lane.
Nothing in the Order to which this notice relates shall:
1. Have the effect of preventing at any time access for pedestrians to
any premises situated on or adjacent to the road, or to any other
premises accessible for pedestrians from, and only from the road; and
2. Apply to personnel and vehicles being used in connection with the
Works.
3. Apply other than at such times and to such extent as is indicated
by the appropriate traffic signs.

The Order will come into operation on 21 October 2021 and may
continue in force until such time as any Works have been completed

THE SECRETARY OF STATE for Transport hereby gives notice that on
02 September 2021 he has confirmed the above Scheme which was
made by The Leeds City Council under section 106(3) of the
Highways Act 1980 and which, as confirmed, authorises the Council
to construct a bridge over the navigable waters of the River Aire, the
bridge specified in the Schedule to the Scheme between Sovereign
Street Square and Water Lane in the City of Leeds in the County of
West Yorkshire.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Islington (‘the Council’) on 16th September 2021 made the
above-mentioned Orders under sections 9, 10 and 124 of and Part IV
of Schedule 9 to of the Road Traffic Regulation Act 1984, as
amended.
2. The general effect of the Orders will be to suspend the existing
experimental scheme in the streets listed in this Notice and introduce
a new experimental scheme. The effect of the new experimental
scheme will be to: [Note: the measurements in this Notice are given to
the nearest 0.1 metres]
(a) prohibit the passage of all motor vehicles past a point at the
following locations:
(i) Lloyd Square, the north-western north-east to south-west arm, at a
point in line with the common boundary of Nos. 17 and 18 Lloyd
Square.;
(ii) Lloyd Square, the south-eastern north-east to south-west arm, at a
point in line with the common boundary of Nos. 6 and 7 Lloyd Square.
(b) in Margery Street, prohibit the passage of all motor vehicles past a
point in line with the south-western kerb-line of Wilmington Street;
[NOTE: an exemption will apply here for vehicles accessing premises
situated on Margery Street between Farringdon Road and Wilmington
Street]
(c) in Great Percy Street, prohibit the passage of all motor vehicles,
except local buses, past a point in line with the common boundary of
Nos. 33 and 35 Great Percy Street;
(d) introduce ‘at any time’ waiting restrictions in the following
locations: (i) Great Percy Street, on the north-west side:
(A) between a point 16.0 metres south-west of the common boundary
of Nos. 35 and 37 Great Percy Street and a point 3.0 metres north-
east of that common boundary; the south-east side
(B) between a point 4.4 metres north-east of the north-eastern kerb-
line of Cumberland Gardens and a point 27.0 metres north-east of
that kerb-line;
(ii) Lloyd Square, the north-west arm:
(A) on the south-east side, between a point 20.9 metres north-east of

(A) on the south-east side, from a point 2.5 metres south-west of the
common boundary of Nos. 6 and 7 Lloyd Square and a point 1.0
metre south-west of the common boundary of Nos. 9 and 10 Lloyd
Square;
(B) on the north-west side, between its junction with the south-west
arm of Lloyd Square and its junction with Lloyd Street
(iv) Wilmington Street, on the south-west side between its junction
with Margery Street and a point 1.5 metres south-east of the north-
western wall of No. 25 Wilmington Square.
(e) formalise ‘CPZ A’ waiting restrictions to apply between 8:30am
and 6:30pm, Monday to Friday and between 8:30am and 1:30pm on
Saturday in Lloyd Square, the north-west arm, on the north-western
side:
(i) between its junction with Wharton Street and a point 1.6 metres
north-east of the common boundary of Nos. 19 and 20 Lloyd Square;
and
(ii) between a point 1.5 metres north-east of the common boundary of
Nos. 16 and 17 Lloyd Square and a point 6 metres south-west of the
south-western kerb-line of Lloyd Street.
(f) amend parking places as follows:
(i) in Great Percy Street, shorten the shared use (CPZ ‘A’ permit
holders and pay-by-phone) parking place on the north-west side,
outside No. 31 Great Percy Street by 5.5 metres;
(ii) in Great Percy Street, shorten the CPZ ‘A’ residents permit holders
parking place on the north-west side, outside No. 37 Great Percy
Street by 5.5 metres;
(iii) in Great Percy Street, remove the shared use (CPZ ‘A’ permit
holders and pay-by-phone) parking place on the south-east side,
outside Nos. 28 and 30 Great Percy Street by 9.1 metres;

5 Lloyd Square to allow the dedicated disabled bay in item (j) below;
(x) in Wilmington Street, remove the CPZ ‘A’ residents permit holders
parking place on the south-west side, at the junction with Margery
Street.
(g) suspend the operation of the width restriction in Great Percy Street
between its junctions with Lloyd Street and Amwell Street and on
Lloyd Baker Street between its junctions with Lloyd Street and Amwell
Street.

(h) suspend the operation of the one way system in Lloyd Baker Street
between its junctions with Amwell Street and the south-western
north-west to south-east arm of Lloyd Square
(j) Introduce a 6.6 metre length dedicated disabled bay outside No 4
Lloyd Square
3. The Order provides that in pursuance of section 10(2) of the Road
Traffic Regulation Act 1984, the Director of Environment &
Commercial Operations at the London Borough of Islington, or some
person authorised by him, may, if it appears to him or that person
essential in the interests of the expeditious, convenient and safe
movement of traffic or for preserving or improving the amenities of the
area through which any road affected by the Orders extends, modify
or suspend any of the Orders or any provision thereof.
4. A copy of the Orders, which will come into force on 24th
September 2021 and remain in force until 1st April 2022 at the latest,
and other documents giving more detailed particulars of the Orders,
are available for inspection by the public until the Orders cease to
have effect, during normal office hours at 222 Upper Street, London,
N1 1XR. Copies of these documents may also be obtained either by

may object to the making of the permanent Orders within a period of
six months beginning with the day on which the experimental Orders
come into force or, if the Orders are varied by another Order or
modified pursuant to section 10(2) of the 1984 Act, beginning with the
day on which the variation or modification or the latest variation or
modification comes into force. Any such objection must be in writing
and must state the grounds on which it is made and be sent to Public
Realm, 1 Cottage Road, London N7 8TP or
[email protected]. Any objection may be communicated to,
or be seen by, other persons who may be affected.
6. Any person who wishes to question the validity of the Orders, or of
any provisions contained therein on the grounds that it or they are not

Notice is hereby given that the City Council has made the following
Temporary Road Traffic Order
ORDER NO. MCC00012599:
The City of Manchester (BENDIX STREET, PICCADILLY) (Temporary
Prohibition of Vehicular Traffic) Order 2021 under s14 of the Road
Traffic Regulation Act 1984. The effect of the Order shall be to prohibit
traffic on BENDIX STREET from its junction with Oldham Road to its
junction with Chadderton Street. The Council is satisfied that this
prohibition is necessary in order to facilitate the adjacent development
work. The diversion routes will be: THOMPSON STREET, CROSS
KEYS STREET, GOULDEN STREET. It is expected that the works will
be in progress between 20.09.2021 & 03.10.2023. The order shall
come into operation on 20.09.2021 and may remain in force for a
maximum period of eighteen months. If all necessary works are
completed within a shorter period, the Order shall cease to have
effect at the end of that shorter period.

1. Transport for London hereby gives notice that on 13th September
2021 it made the above named Orders, under section 6 of the Road
Traffic Regulation Act 1984. The Orders will come into force on 18th
September 2021.
2. The general nature and effect of the Orders will be to:
(1) reduce the length of the loading, unloading and disabled persons’
vehicles bay outside Nos 116 to 118 Tanner Street from 33 metres to
13.5 metres, extending the double red line (no stopping at any time)
restrictions to accommodate the change;
(2) introduce double red line (no stopping at any time) restrictions at
the north-western kerb-line of Tanner Street between its junctions

THE WELFARE REFORM (NORTHERN IRELAND) ORDER 2105
THE UNIVERSAL CREDIT (CHILDCARE COSTS) (AMENDMENT)
REGULATIONS (NORTHERN IRELAND) 2021 (S.R.2021 NO.249)
Support for the costs of childcare care is available to lone parents or
couples in receipt of Universal Credit (UC) who are in work or treated
as being in work regardless of the hours worked. UC will pay up to
85% of the claimant's childcare costs. Qualifying claimants are
required to pay the bill themselves and then submit receipts to the
Department before they will be reimbursed at the end of the
assessment period in which the costs were paid and the childcare
was provided.
Childcare costs are paid in arrears, however, this can act as a barrier
to employment as many claimants do not have the resources to pay
upfront childcare costs which many providers require.
Support may be provided in the form of the Department's Adviser
Discretion Fund (ADF). However, it is current policy in calculating the
UC childcare costs element to deduct from the person's account any
'relevant support payments' made by the Department including the
ADF. Consequently, where there is an award of an ADF payment for
upfront childcare costs (which is not refundable) a claimant will not be
awarded the childcare costs element with their UC. They will then be
faced with paying the second month of the costs themselves initially
and subsequently have to claim it back in their UC claim in arrears.
These regulations propose to amend regulation 35 of the Universal
Credit Regulations (Northern Ireland) 2016 (S.R.2016 No.216) to
include the ADF payment in the calculation of the claimant's childcare
costs element, i.e. the ADF upfront childcare payment will be
disregarded.
As a consequence the claimant will receive the relevant amount of the
childcare costs element in their UC award ensuring that they will have
sufficient resources to pay the second and subsequent months of
childcare in advance and then claim those costs in arrears from UC.
Including the ADF payment in a claimant's UC award for upfront
childcare costs is an essential part of ensuring the claimant remains in
employment and does not face the choice of falling into debt or
choosing to leave employment.

These Regulations amend the Housing Benefit Regulations (Northern
Ireland) 2006 (S.R. 2006 No. 405) and the Universal Credit Regulations
(Northern Ireland) 2016 (S.R. 2016 No. 216) to make an exception to
exclude individuals in the social rented sector from under-occupancy
deductions where domestic violence has been inflicted upon or
threatened against the claimant or a member of that claimants
household and they are consequently living in a property that is
adapted under a sanctuary scheme.
