Roads & highways ROAD RESTRICTIONS COUNTY COUNCIL OF CUMBRIA THE COUNTY OF CUMBRIA (U6152 MANOR ROAD, BARROW-IN- FURNESS) (TEMPORARY PROHIBITION OF ALL TRAFFIC) ORDER 2021 NOTICE IS HEREBY GIVEN that due to the likelihood of danger to the public as a result of a damaged bridge structure and to enable any subsequent repair works to take place (“the Works”), the County Council of Cumbria intends to make an Order the effect of which is to prohibit all traffic (i.e. vehicles, pedestrians and cyclists) from proceeding along that section of the U6152 Manor Road, Barrow-in- Furness from a point approx. 150m south east of its junction with the U6152 Abbey Approach, extending in a north easterly direction for a distance of approx. 88m. UC will pay up to 85% of the claimant's childcare costs. Qualifying claimants are required to pay the bill themselves and then submit receipts to the Department before they will be reimbursed at the end of the assessment period in which the costs were paid and the childcare was provided. Childcare costs are paid in arrears, however, this can act as a barrier to employment as many claimants do not have the resources to pay upfront childcare costs which many providers require. Support may be provided in the form of the Department's Adviser Discretion Fund (ADF). However, it is current policy in calculating the UC childcare costs element to deduct from the person's account any 'relevant support payments' made by the Department including the ADF. Consequently, where there is an award of an ADF payment for upfront childcare costs (which is not refundable) a claimant will not be awarded the childcare costs element with their UC. They will then be faced with paying the second month of the costs themselves initially and subsequently have to claim it back in their UC claim in arrears. These regulations propose to amend regulation 35 of the Universal Credit Regulations (Northern Ireland) 2016 (S.R.2016 No.216) to include the ADF payment in the calculation of the claimant's childcare costs element, i.e. the ADF upfront childcare payment will be disregarded. As a consequence the claimant will receive the relevant amount of the childcare costs element in their UC award ensuring that they will have sufficient resources to pay the second and subsequent months of childcare in advance and then claim those costs in arrears from UC. Including the ADF payment in a claimant's UC award for upfront childcare costs is an essential part of ensuring the claimant remains in employment and does not face the choice of falling into debt or choosing to leave employment.
