THE ROAD TRAFFIC (VEHICLE EMISSIONS) (FIXED PENALTY)
(SCOTLAND) REGULATIONS 2003/212
NOTICE OF DESIGNATION
The Scottish Ministers have named East Renfrewshire Council as a
designated local authority in terms of The Road Traffic (Vehicle
Emission) (Fixed Penalty) (Scotland) Regulations 2003/212 (the
Regulations), to help East Renfrewshire Council manage the quality of
the air within its area.
The effect of the designation of East Renfrewshire Council in terms of
the Regulations is for East Renfrewshire Council to exercise powers
contained within the Regulations to issue fixed penalty notices to
users of vehicles that contravene or fail to comply with the provisions
of The Road Vehicles (Construction and Use) Regulations 1986 in
relation to offences specified in the Road Traffic (Vehicle Emission)
(Fixed Penalty) (Scotland) Regulations 2003/212.
Vehicle Emission Testing and Stationary Idling Checks will take place
in East Renfrewshire during the calendar year from the date of
publication of this notice. The reason for conducting the Vehicle
Emission Testing and Stationary Idling Checks is to improve local air
quality for the benefit of people’s health.
Drivers of vehicles failing the Emission Test will be issued with a Fixed
Penalty Notice of £60 which will be waived if the motorist can show
that the vehicle has passed an MOT test within the preceding year
and if the emissions defect is rectified within 14 days. For vehicles
under 3 years old, the Fixed Penalty Notice will be waived if the
motorist can demonstrate that all reasonable steps had been taken
prior to the test to maintain the emissions performance of the vehicle
within standards and limits required by the legislation, and if the
emissions defect is rectified within 14 days.
CHURCH
Drivers of parked vehicles who refuse to cooperate when asked to
switch off the vehicle engine (when there are no mitigating
circumstances) will be considered to have committed a Stationary
Idling Offence and will be issued with a Fixed Penalty Notice of £20.

OWNERS OF LAND FOR THE ADJUSTMENT OF THE
BOUNDARIES OF CENTENARY WAY, BIRMINGHAM
HIGHWAYS ACT 1980 SECTION 256
NOTICE is given, in accordance with the provisions of the Highways
Act 1980 Section 256, for the purpose of straightening or otherwise
adjusting the boundaries of the highway maintainable at public
expense located at Centenary Way, Birmingham. Birmingham City
Council (“the Council”) proposes as the highway authority for and
freehold proprietor of the highway to enter into an agreement with
Paradise Circus Limited Partnership of 6th Floor 125 London Wall,
London, EC2Y 5AS (“the Developer”) who is the leasehold proprietor
of the land adjoining or lying near to the highway.
The particulars of the proposed agreement are as follows:
1. There shall be surrendered by the Developer to the Council an area
of leasehold land of approximately 49.1 square metres the area of
land shown coloured green on the plan appended hereto (“the Plan”);
2. There shall be transferred by the Council to the Developer the
freehold interest in the following areas of land:
a. approximately 59.5 square metres shown coloured yellow on the
Plan; and
b. approximately 2.7 square metres shown coloured blue on the Plan.
3. No consideration shall be payable by either party to the other under
the proposed agreement. Any person who objects to the proposed
agreement may appeal to the magistrates’ court sitting at Birmingham
before the expiration of 2 months from the date of publication of this
notice. Any person claiming an estate or interest in, or right over, or
charge on, the land to be transferred by the Council to the Developer
may be entitled to claim compensation under the Highways Act 1980
Section 256(5).

agreement and described above will be open for inspection free of

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Islington on the 12th of January 2023 made the above
mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV
of Schedule 9 to the Road Traffic Regulation Act 1984 as amended,
and of all other powers thereunto enabling.
2. The general effect of the Orders would be to:
(a) introduce dedicated disabled bays in the following locations:
i. outside No. 12 Benwell Road;
ii. outside Nos. 19-24 Sebbon Street;
iii. outside No. 115 Fairbridge Road;
iv. outside No. 6 Ormond Road.
(b) amend existing parking places to allow for the introduction of
dedicated disabled bays in the locations described in item 2(a).
3. A copy of the Orders, which will come into force on the 13th of
January 2023, and of other documents giving more detailed
particulars are available for inspection. Copies of these documents

1. The London Borough of Hounslow proposes to make the above
Orders and install a Zebra Crossing on a road hump, under the Road
Traffic Regulation Act 1984 and the Highways Act 1980.
2. The new Zebra Crossing would be situated in Heath Road
approximately 20 metres south-west of its junction with Atcham
Road. The Zebra Crossing would be on a flat-top road hump, with a
maximum plateau length of 3.0 metres, a maximum height of 75mm
and a maximum ramp gradient of 1 in 20. The existing road hump
outside No.101 Heath Road would be removed.
3. The general effect of the Waiting and Loading Order would be to
introduce “No waiting at any time” restrictions on the south-east side
of Heath Road outside No.109 (in place of a “permit holder only”
parking place).
4. The general effect of the Parking Places Order would be to
introduce a “permit holders only” parking place on the south-east side
of Heath Road outside Nos.101-103, in place of “no waiting”
restrictions.

1. NOTICE is hereby given that on 13th January 2023, the London
Borough of Hackney (in agreement with LLDC) made an Experimental
Traffic Order under the Road Traffic Regulation Act 1984 ("the Act")
and all other enabling powers.
2. The effect of the Experimental Traffic Order (ETO), which comes
into operation on 20th January 2023, will be to introduce a ‘Pedestrian
and Cycle Zone’ in the following locations, operating Monday - Friday,
between 8.30am - 9.30am and 3pm – 4pm (during school term times
only).
a. Mossbourne Riverside Academy (SS49) – East Bay Lane - from the
junction with Parkes Street to the junction with Copper Street.
• Access will be permitted for vehicles that are registered for a School
Street exemption, including residents/businesses within the affected
zone, Blue Badge holders who register, Vehicles that are registered for
a standard or special exemption from School Street zone SS49.
• Any vehicle being used for Police, Fire Brigade or Ambulance
purposes
• Patient transport vehicles
• Dial-a-Ride buses
• TFL public buses
• Shuttle buses servicing routes to Here East
• Some LB Hackney vehicles or contracted vehicles providing
transport to school for SEND pupils
• LB Hackney waste services vehicles
• Pedal cycles
3. The London Borough of Hackney statement of reasons for
undertaking an experimental order are as follows;
a) Enable the real-world impacts of the scheme to be monitored.
b) Enable flexibility to make changes to mitigate unanticipated traffic
impacts.
c) Enable the testing of the proposed scheme design, to determine
whether it succeeds in achieving the objectives given above, whilst
monitoring for unanticipated impacts during the experimental period,
before a decision is made to amend, keep or remove the scheme.
d) Enable residents to comment on the scheme after seeing its real
world impacts and inform the decision to amend, keep or remove the
scheme with feedback based on actual experience rather than
speculation.
e) As this is the first School Street on London Legacy Development
Corporation (LLDC) land the experimental period will also be used as
an opportunity to assess the success of delivering and operating a
scheme on a highway not owned by Hackney Council.
4. The London Borough of Hackney and LLDC will in due course be
considering whether the provisions of the ETO should be continued in
force indefinitely. Accordingly, these changes are being introduced for
a trial period before consideration is given to whether the provisions
of the ETO should be made permanent.
5. The ETO will continue in force for a period of 18 months, during
which time a permanent Order will be considered. Within a period of 6
months from the date on which the ETO comes in force, any person
may object to the making of a permanent order. Should the ETO be
varied or modified, the 6 month period will begin with the day on
which the variation or modification (or, as appropriate, the latest
variation or modification) comes into force. Any objection should be
made in writing, giving the grounds on which it is made and should be
emailed to [email protected]. Any comments
in support of the ETO are also invited during this period.
6. Section 10(2) of the RTRA 1984 provides that an experimental
traffic order may include provision empowering a specified officer of
the Council who made the order (or another person authorised by that
specified officer) to modify or suspend the operation of the order or
any provision of it if it appears to him or her to be essential in the
interests of the expeditious, convenient and safe movement of traffic;
in the interests of providing suitable and adequate on-street parking
facilities; and/or for preserving or improving the amenities of the area
through which any road traffic affected by the order runs. Such
provision has been included in the ETO.

(d) make all motor vehicles, except for local buses turning onto Bath
Street, proceeding on Old Street to continue in the same direction of
travel upon reaching Old Street’s junction with Bath Street and Bunhill
Row;
(e) relocate the existing bike hangar on Peerless Street (nearest to the
junction with Bath Street), to a location 20 metres to the north-east;
(f) reduce the existing resident permit parking place on the south-east
kerb of Peerless Street, by 5.3 metres at the south-western end;
(g) remove the ‘no waiting’ restriction on the south-east kerb of
Peerless Street at its junction with Bath Street;
(h) introduce a ‘no waiting at any time’ restriction on the south-east
kerb of Peerless Street at its junction with Bath Street, for a distance
of 18 metres; and

Notice is given that at 12:00 hours on Monday 9th January 2023 at
M61 Rivington Services Northbound, Horwich, Greater Manchester by
virtue of powers under regulation 3 of the Goods Vehicles
(Enforcement Powers) Regulations 2009 (“the 2009 Regulations”), the
Driver and Vehicle Standards Agency detained the following vehicle:

The vehicle was laden with scaffolding equipment. Any person having
a claim to the vehicle is required to establish their claim in writing on
or before 3rd February 2023 by sending it by post to the Office of the

Golborne, Warrington, WA3 2SH (regulations 9,10 and 22 of the 2009
