25th November 2016, has been abandoned; and
(b) the revocation of the banned right turn from Charing Cross Road
(northbound) into Shaftesbury Avenue, as detailed in the above-
mentioned Notice of Proposals, has been deferred.
4. The Orders, which will come into force on 27th November 2017,
and other documents giving more detailed particulars of the Orders

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 20th
November 2017 made the above Order under sections 6 and 124 of
and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as
amended.
2. The general effect of the Order is, in connection with the
introduction of the local safety scheme at the junctions of Harrow
Road with Woodfield Place and Woodfield Road, to:
(a) reverse the existing northbound one-way working in Woodfield
Place, so that it applies southbound (no entry from Woodfield Road);
(b) prohibit goods vehicles (the maximum gross weight of which
exceeds 7.5 tonnes) and buses from entering or proceeding in
Woodfield Place (except for access and permit holders); and
(c) remove the existing one-way working in Woodfield Road (to
restore two-way working) throughout.
Please note that Orders relating to the revised parking, waiting and
loading restrictions in connection with the scheme were made on 7th
August 2017. Further Orders relating to changes to access
arrangements from Harrow Road into Woodfield Road will be made in
due course.

2. The general effect of the Orders would be, in connection with the
introduction of public realm improvements in the vicinity of the St
James’s Palace Forecourt and in Cleveland Row, to revise permitted
traffic movements, parking, waiting and loading restrictions as
follows:
PALL MALL
(a) introduce one-way working in a general clockwise direction in the
carriageway surrounding the central island to be constructed in front
of St James’s Palace;
(b) relocate the existing motorcycle parking place north-east of the
entrance to Marlborough House to the north side of Cleveland Row
(adjacent to No. 88 St James’s Street);
(c) relocate the existing pay-by-phone parking bay on the south-east
side, north-east of its junction with Marlborough Road, to the north
side of Cleveland Row (adjacent to No. 88 St James’s Street);
(d) introduce double yellow line “at any time” waiting restrictions on
the outer kerb-lines of the carriageway surrounding the new central
island;
(e) introduce 10 metres of “at any time” loading restrictions outside
Nos. 59 and 60 Pall Mall; and
(f) introduce 5 metres of loading restrictions (applying between 7.00
a.m. and 10.00 a.m. and between 4.00 p.m. and 7.00 p.m.) on the
south east side of Pall Mall, north-east of its junction with
Marlborough Road.
CLEVELAND ROW
(a) extend the existing one-way working in Little St James’s Street
into Cleveland Row (westbound between Little St James’s Street and
the western edge of the extended footway to be constructed adjacent
to No. 7 Cleveland Row); and
(b) introduce double yellow line “at any time” waiting and loading
restrictions around the extended footways to be constructed adjacent
to Selwyn House and No. 7 Cleveland Row.
3. The Council also intends, in accordance with the provisions of
section 23 of the Road Traffic Regulation Act 1984, to:
(a) introduce a pedestrian “zebra” crossing in Marlborough Road, at
its junction with Pall Mall; and
(b) revise the layout of the existing pedestrian “zebra” crossing and
associated zig-zag “no stopping” markings in St James’s Street, at its
junction with Pall Mall.
4. The proposed Orders and other documents giving more detailed

the Orders were not made within the statutory two-year window

33 and 35 Marylebone Lane, as detailed in the above-mentioned
Notice of Proposals, has been superseded by a proposed length of
double yellow line “at any time” waiting restrictions (see paragraph

1. The London Borough of Hounslow hereby gives Notice that on 13
November 2017 it made the above Order under Section 9 of the Road
Traffic Regulation Act 1984 as amended.
ENVIRONMENT & INFRASTRUCTURE
2. The general effect of the Order, which comes into effect on 2
December 2017, will be to extend the hours of the controlled parking
zone in Paxton Road, Short Road and Sutherland Road, Chiswick
until 1 January 2018. The new hours or operation will be 9am to 9pm,
Monday to Friday, and 5pm to 9pm, Saturday to Sunday, excluding
public holidays.
3. Documents giving detailed information of the proposals can be
inspected:
(a) online at hounslow.gov.uk by typing in the term “traffic notices” in
the search bar; or
(b) at the Forms and Documents Counter, Civic Centre, Lampton
Road, Hounslow TW3 4DN between 9am and 4.15pm Mondays to
Fridays. Documents will be available for inspection until the date on
which the Order ceases to have effect.
4. The Order provides that the Head of Traffic & Transport, or a
person authorised by him, may, if it appears to him or that person
essential in the interests of the expeditious, convenient and safe
movement of traffic or for preserving or improving the amenities of the
area through which any road affected by the Order runs, modify or
suspend the Order or any provision thereof.
5. If any person wishes to question the validity of the Order or any of
its provisions on the grounds that it or they are not within the powers
conferred by the 1984 Act, or that any requirement of the Act, or of
any instrument made under the Act has not been complied with, that
person may, within 6 weeks from the date on which the Order is
made, apply for the purpose to the High Court.

parking, loading and unloading will be prohibited on the lengths of

of the crossing.

would be to update the waiting and loading restrictions in London

occasions as the Council may approve) for a period of up to 3 hours
to enable children to use them for play schemes. Vehicles would be

escorted by a steward to reach their destination.

The Department for the Economy has made a Statutory Rule entitled
the Trade Union Ballots and Elections (Independent Scrutineer
Qualifications) (Amendment) Order (Northern Ireland) 2017 (2017 No.
224) which comes into operation on 17th December 2017.
Provisions within the Trade Union and Labour Relations (Northern
Ireland) Order 1995 require certain ballots and elections that trade
unions are required to hold by statute to be supervised by a qualified
independent person appointed by the trade union, known as a
“scrutineer”. The ballots and elections in question are those relating to
the election of members of the executive committee and certain
officers, the maintenance of a political fund, mergers with another
union and the taking of industrial action.
