STAMFORD DECOMMISSIONING PROJECT
Centrica North Sea Gas Ltd has submitted, for the consideration of
the Secretary of State for Energy and Climate Change, draft
Decommissioning Programmes for the Stamford installation and
associated pipelines in accordance with the provisions of the
Petroleum Act 1998. It is a requirement of the Act that interested
parties be consulted on such decommissioning proposals.
The facilities covered by the Decommissioning Programmes are:
• The Stamford field, 140km offshore UK, block 49/10c in the
southern North Sea, including the wellhead, wellhead protection
structure and tree.
• The flowline, umbilical and flexible riser connecting Stamford to the
nearby Markham platform offshore Netherlands.
• The concrete mattresses, grout bags and rock dump used as
subsea pipeline stabilisation features offshore UK and offshore
Netherlands.
Centrica North Sea Gas Ltd hereby gives notice that a summary of
the Stamford Decommissioning Programmes can be viewed at the

ASSESSMENT)(SCOTLAND) REGULATIONS 2000
Notice is hereby given that Creggan Wind Farm Limited (a wholly
owned subsidiary of Burcote Wind Limited), company registration
number 06850758, 15 Pitreavie Court, Queensferry Road,
Dunfermline, Fife, KY11 8UU has applied to the Scottish Ministers for
consent to construct and operate a wind farm to north-east of
Glenbarr on the Kintyre Peninsula within the Argyll and Bute Council
area (central grid reference NR 693 381) and for a direction under
Section 57(2) of the Town and Country Planning (Scotland) Act 1997
that planning permission for the development be deemed to be
granted. The installed capacity of the proposed generating station
would be around 54 MW, comprising 18 wind turbines with a ground
to blade tip height of up to a maximum of 110 meters.
Creggan Wind Farm Limited has now submitted to Scottish Ministers
further information in the form of an addendum including the updated
Environmental Impact Assessment relative to the revised layout and
reduced and amended scheme, to the Creggan Wind Farm
Environmental Statement.
Copies of the addendum supplementing the Environmental Statement
have been provided explaining the Company’s proposals in more
detail and are available for inspection during normal office hours at:

THE LOWER WYE AND CALDICOT AND WENTLOOGE INTERNAL
DRAINAGE DISTRICTS (ABOLITION) ORDER 2015
Notice is hereby given that Welsh Ministers in exercise of the powers
conferred upon them by section 3(5) of the Land Drainage Act 1991,
propose to make an Order confirming a Scheme submitted by Natural
Resources Wales under section 3(1) and 4(3) of the Act.
The scheme makes provision for:
i) Abolition of the Lower Wye Internal Drainage District and Board
ii) Abolition of the Caldicot and Wentlooge Internal Drainage District
and Board
iii) The creation of a new Internal Drainage District; and
iv) The transfer of functions to the Natural Resources Body for Wales
v) Matters supplemental thereto or consequential thereon.
A copy of the Order, together with a copy of the Scheme has been
deposited at the offices of the Natural Resources Body for Wales at

NOTICE OF OPPORTUNITY TO COMMENT IN RELATION TO A
REVISED CONSTRUCTION PROGRAMME
On 28 May 2014 National Grid Electricity Transmission plc (“National
Grid”) of 1-3 Strand, London WC2N 5RH applied to the Secretary of
State, c/o The Planning Inspectorate (“PINS”), for a development
consent order (“DCO”) under the Planning Act 2008 (“the
Application”). The DCO would authorise works to the national
electricity transmission system between Hinkley Point in Somerset
and Seabank near Avonmouth (“the Project”). The Project is required
to provide sufficient transmission capacity to enable the connection of
new electricity generation projects in the region including the
consented Hinkley Point C nuclear power station that is being
developed by EDF Energy. The Application was accepted for
examination by PINS on 19 June 2014.
The Project is “EIA development” for the purposes of the
Infrastructure Planning (Environmental Impact Assessment)
Regulations 2009. This means that the proposed works constitute
development for which an Environmental Impact Assessment is
required. Accordingly, the application was accompanied by an
Environmental Statement, containing information about the
environmental effects of the Project.
Following receipt of an application by EDF Energy to modify the terms
of the Bilateral Connection Agreement which contains the Project
connection date and determines the overall construction programme,
National Grid submitted a revised connection offer to EDF Energy on
19 August 2014. In light of these developments, on 1 October 2014
National Grid submitted additional information relating to the potential
change to the overall construction programme for the Project to PINS.
On 9 January 2015 National Grid wrote to PINS to advise that EDF
Energy had formally accepted the revised connection offer, resulting
in a change to the overall construction programme for the Project.
On 29 January 2015, the Examining Authority appointed to examine
the Application requested that National Grid advertise the details of
the revised construction programme in newspapers, on a non-
statutory basis, but in the same manner as under Regulation 17 of the
Infrastructure Planning (Environmental Impact Assessment)
Regulations 2009 (as amended).
Notice is hereby given that the connection date for the Project has
moved from October 2019 to October 2022.
Comments are invited on the additional information as explained
below.
Additional Information
The additional information submitted to PINS is in the form of an
Environmental Statement Sensitivity Test (Volumes 5.29.1 and
5.29.2). This contains an analysis of the impact of the revised
construction programme on the information provided within the
submitted Environmental Statement.

within the additional information National Grid submitted to PINS on 1
October 2014. This information was published on the National
