The DCO would authorise works to the national electricity transmission system between Hinkley Point in Somerset and Seabank near Avonmouth (“the Project”). The Project is required to provide sufficient transmission capacity to enable the connection of new electricity generation projects in the region including the consented Hinkley Point C nuclear power station that is being developed by EDF Energy. The Application was accepted for examination by PINS on 19 June 2014. The Project is “EIA development” for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. This means that the proposed works constitute development for which an Environmental Impact Assessment is required. Accordingly, the application was accompanied by an Environmental Statement, containing information about the environmental effects of the Project. Following receipt of an application by EDF Energy to modify the terms of the Bilateral Connection Agreement which contains the Project connection date and determines the overall construction programme, National Grid submitted a revised connection offer to EDF Energy on 19 August 2014. In light of these developments, on 1 October 2014 National Grid submitted additional information relating to the potential change to the overall construction programme for the Project to PINS. On 9 January 2015 National Grid wrote to PINS to advise that EDF Energy had formally accepted the revised connection offer, resulting in a change to the overall construction programme for the Project. On 29 January 2015, the Examining Authority appointed to examine the Application requested that National Grid advertise the details of the revised construction programme in newspapers, on a non- statutory basis, but in the same manner as under Regulation 17 of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 (as amended). Notice is hereby given that the connection date for the Project has moved from October 2019 to October 2022. Comments are invited on the additional information as explained below. Additional Information The additional information submitted to PINS is in the form of an Environmental Statement Sensitivity Test (Volumes 5.29.1 and 5.29.2). This contains an analysis of the impact of the revised construction programme on the information provided within the submitted Environmental Statement.
