ROADS (SCOTLAND) ACT 1984
The City of Edinburgh Council proposes to make an Order under
sections 1(1) and 152(2) of the Roads (Scotland) Act 1984
redetermining the roads described in the Schedules hereto. The title
of the Order is "The City of Edinburgh Council (Oxgangs Farm Drive
and Redford Road, Edinburgh) (Redetermination of Means of Exercise
of Public Right of Passage) Order 202_” - RSO/24/04. A copy of the
proposed Order and of the accompanying plan showing the roads
over which the means of exercise of the public right of passage is to
be redetermined, together with a statement of the reasons for making
the Order can be viewed free of charge, between 9:30 to 15:30 Mon-
Fri from 17/05/2024 to 14/06/2024 at Waverley Court Reception or
online during the same period at www.edinburgh.gov.uk/trafficorders
and www.tellmescotland.gov.uk. Any person may, within 28 days from
17/05/2024 object to the making of the Order by notice, quoting

1) NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Islington proposes to make the above-mentioned Orders
under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to
the Road Traffic Regulation Act 1984 as amended, and of all other
powers thereunto enabling.
2) The general effect of the Orders would be to:
a) Reduce the extent of the resident permit holder bay on the south-
west side of Turle Road outside No. 53 Tollington Park, to allow for the
relocation of the bike hangar on Tollington Park opposite No. 92.
b) On the north-west side of Tollington Park:
i) Replace two resident permit parking places and a bike hangar
(relocated as per 2(a)) with no waiting or loading at any time
restrictions, north-east of its junction with Turle Road. The introduced
no loading at any time restriction will extend up to Turle Road to a
point 6.5 metres north-west of its junction with Tollington Park;
ii) Introduce no waiting or loading at any time restrictions from a point
opposite a point 4 metres north-east of the common boundary of
Nos. 98 and 100 Tollington Park up to the south-western extent of the
shared use bay outside No. 59 Tollington Park.
iii) Reduce the extent of the shared use parking place outside No. 59
Tollington Park by 1.5 metres.
c) On the south-east side of Tollington Park:
i) Remove the three resident parking places outside Nos 102-106
Tollington Park and replace with at any time waiting and loading
restrictions.
ii) Make the waiting restriction outside No. 106 Tollington Park apply
at any time and additionally prohibit loading at all times;
iii) Make the waiting restriction outside Nos. 90-94 Tollington Park
apply at any time and additionally prohibit loading at all times;
iv) Reduce the resident permit parking place outside Nos. 84-88
Tollington Park by 1 metre at its north-eastern extent, replacing the 1
metre with no waiting or loading at any time restrictions.

f. Goldsmiths Row - (i) replace sections of single yellow line waiting
restrictions outside No. 147 with double yellow lines, no waiting “at
any time” restrictions to give 10 metres of junction protection and (ii)
replace 20 metres of single yellow line waiting restrictions outside No.
151 with cashless shared use bay.
g. Gopsall Street - extend the permit bay opposite No. 43 estwards by
10.7 metres.
h. Hackney Road - (i) replace the section of double yellow lines, no
waiting “at any time” restrictions outside No. 49 with cashless shared
use bay, (ii) replace 5 metres of double yellow lines, no waiting “at any

3. The London Borough of Hackney statement of reasons for
undertaking experimental orders are as follows;
Following the implementation of motorcycle charges through both
informal and formal consultations, the Council received a significant
number of requests for extra solo motorcycle bays in Hackney. After a
thorough review of existing motorcycle bay locations throughout the
borough, the Council made the decision to introduce additional
dedicated motorcycle bays in areas that were identified as high-
demand locations by motorcycle users. These chosen locations are
conveniently situated near public amenities, train stations connecting
to the city, as well as commercial and residential areas. These
designated bays will be dedicated shared-use solo motorcycle bays,
accessible to both motorcycle zone permit holders and motorcycle
visitors to the borough.
The dedicated bays will be installed on an experimental order basis
and each have their own RingGo parking code.
The implementation of additional solo motorcycle bays will address
the needs of motorcycle users, facilitate a smooth transition to paid
parking for motorcycles, and ensure that users have sufficient parking
options available. The introduction of these bays is expected to be
positively received by motorcyclists and motorcycle advocacy groups,
who have raised concerns about the limited availability of motorcycle
parking spaces. These dedicated shared-use solo motorcycle bays
will be offered at a reduced pay and display rate compared to other
shared-use and pay and display bays. By installing these bays ahead
of the scheduled launch date of June 10th, the Council will be better
prepared to accommodate a potential surge in requests for additional
motorcycle bays.
Throughout the 18-month trial period, the Council will analyse RingGo
and permit data during the initial 6 months to assess bay usage.
Based on this data and input from parking design engineers, the
Council will determine whether to remove the bays or proceed with
establishing a permanent traffic order.
4. The London Borough of Hackney will in due course be considering
whether the provisions of the ETOs should be continued in force
indefinitely. Accordingly, these changes are being introduced for a trial
period before consideration is given to whether the provisions of the
ETOs should be made permanent.
5. The ETOs will continue in force for a period of 18 months, during
which time a permanent Orders will be considered. Within a period of
6 months from the date on which the ETOs come into force, any
person may object to the making of permanent orders. Should the
ETOs be varied or modified, the 6 month period will begin with the
day on which the variation or modification (or, as appropriate, the
latest variation or modification) comes into force. Any objection
should be made in writing, giving the grounds on which it is made and
should be emailed to [email protected]. Any
comments in support of the ETOs are also invited during this period.
6. Section 10(2) of the RTRA 1984 provides that an experimental
traffic orders may include provision empowering a specified officer of
the Council who made the orders (or another person authorised by
that specified officer) to modify or suspend the operation of the orders
or any provision of it if it appears to him or her to be essential in the
interests of the expeditious, convenient and safe movement of traffic;
in the interests of providing suitable and adequate on-street parking
facilities; and/or for preserving or improving the amenities of the area
through which any road traffic affected by the order runs. Such
provision has been included in the ETOs.

The Department for Infrastructure (DfI) has made a Statutory Rule
entitled “The Prohibition of Waiting (Schools) (Amendment) Order

operation on 10 June 2024.
The Rule will amend the times of existing restrictions on a length of
Cheltenham Park and Knockbreda Road, Belfast at Rosetta Primary
School. In addition, the Rule will prohibit vehicles waiting at certain
times, Monday to Friday inclusive between 31 August and 30 June on
certain lengths of road at: Belfast; Botanic Primary School, Dundela
Infants’ School, St. Michael’s Primary School, and Strandtown
Primary School; Comber; Andrews Memorial Primary School; and
Larne; Roddensvale School. Vehicles are excepted from the
prohibitions in certain circumstances.

member, in respect of any of the companies or persons listed in the
Schedules who has an objection to this order shall have 28 days from
the date of the Advertisement (as required at the paragraph above) to
apply to court to set aside or vary the terms of this order. Such
application shall not affect the transfer of the Block Transfer Cases
listed in the Schedules until further or other order by the court.
The Replacement Officeholders shall notify the Secretary of State
and, in the case of companies, the Registrar of Companies in respect
of the relevant insolvency proceedings listed in the Schedules of the
terms of this order as soon as reasonably practicable.
The Outgoing Officeholder shall file a copy of this order with each of
the courts listed in the Schedules.
The Outgoing Officeholder shall receive his release and be discharged
from liability as liquidator and administrator (as specified in the
Schedules) 28 days after the Advertisement save that such release
may be subject to further order in the event of an application by any
creditor or member to set aside or vary the terms of the Order.
Pursuant to rules 18.6, 18.7 and 18.8 of the Insolvency (England and
Wales) Rules 2016, and in respect of the Block Transfer Cases listed
in the Schedules, the time by which progress reports are required to
be delivered by any officeholder of the Block Transfer Cases shall be
unaffected by the change in officeholder.
The Replacement Officeholders have liberty to apply to Court to
amend this order to include any appointments held by the Outgoing
Officeholder which have been inadvertently omitted from this
Application.

To: BENJAMIN GRAY
You must obey the terms of this Order. If you do not obey, you will
be guilty of a contempt of the court and you, Benjamin Gray, may
be sent to prison or fined
UPON an application by the Attorney General for an order pursuant to
section 42 of the Senior Courts Act 1981;
AND UPON HEARING counsel for the Attorney General, and Mr Gray,
in person at the Royal Courts of Justice on 13 March 2024;
AND UPON the handing down of a reserved judgment with neutral
citation reference number [2024] EWHC 718 (Admin) on 26 March
2024;
IT IS ORDERED THAT:
1. The General Civil Restraint Order made against the Respondent on
7 July 2023 by Mr Justice Ritchie is discharged.
2. An all proceedings order is made in respect of Mr Gray pursuant to
the power in section 42 of the Senior Courts Act 1981 (“the SCA”).
3. Mr Gray’s name shall be added to the list of vexatious litigants
published by Her Majesty’s Courts and Tribunal Service.
4. No civil proceedings shall be instituted in any court or tribunal by
Mr Gray without the leave of the High Court under section 42(3) of the
SCA
5. Any civil proceedings instituted by Mr Gray in any court or tribunal
before the making of this order shall not be continued by him without
the leave of the High Court under section 42(3).
6. No application (other than one for leave under section 42(3) shall be
made by Mr Gray, in any civil proceedings instituted in any court or
tribunal by any person, without the leave of the High Court under
section 42(3).
7. Any applications for leave under section 42(3) under paragraphs
4-6 above shall be made to the judges named in paragraph 14 below.
OTHER NOTICES
8. No information shall be laid before a justice of the peace by Mr
Gray without the leave of the High Court under section 42(3A) of the
SCA.
9. No application for leave to prefer a bill of indictment shall be made
by Mr Gray without the leave of the High Court under section 42(3A)
of the SCA.
10. Any applications for leave under section 42(3A) under paragraphs
8-9 above shall be made to the judges named in paragraph 14 below.
11. In seeking leave under any of paragraphs 4-6 or 8-9 above, Mr
Gray shall not send more than five messages (whether by
correspondence or email) in respect of any such request.
12. Save as provided for at paragraph 11 above (or by any further
order of the Court), Mr Page 3 of 3 Gray shall not send any
correspondence or emails or communicate with Her Majesty’s Courts
and Tribunals Service (that expression including for this purpose any
judge of any court or tribunal or any judge’s clerk) in relation to any
claim, application or prosecution pursued by Mr Gray.
13. Any requests or messages sent in breach of paragraphs 11 or 12
above will not receive any response nor be placed on the court file.
14. The judges in question are (i) Mr Justice Calver; (ii) if unavailable,
Mrs Justice Cutts or Mr Justice Ritchie; and (iii) if unavailable, another
High Court Judge identified by the Listing Officer of the King’s Bench
Division.
15. This order is to remain in force indefinitely.
16. Mr Gray shall pay the Attorney General’s costs of and occasioned
by the Attorney General’s application, to be assessed on the standard
basis if not agreed.
