MOOIR VANNIN OFFSHORE WIND FARM LIMITED Notice is hereby given pursuant to Regulation 28 of the Marine Infrastructure (Consenting Process) Regulations 2024 and Sections 10 and 24 of the Management Act 2016 of a public consultation being held in respect of an application for Marine Infrastructure Consent. An application for Marine Infrastructure Consent under the Marine Infrastructure Management Act 2016 (“the Act”) was made to the Isle of Man Department of Infrastructure by Mooir Vannin Offshore Wind Farm Limited for the Mooir Vannin Generation Project (“the Proposed Development”). This application was subsequently referred to the Isle of Man Government Council of Ministers who have determined that the application has been accepted for examination and has been allocated a reference number of MIMA/2025/01. During the application process, the applicant provided a summary of the main proposals which specifies the location or route of the proposed controlled marine activity, which is the subject of the application, which is available for viewing below: “The Proposed Development comprises a proposed fixed-foundation offshore wind farm and associated transmission infrastructure. For the purposes of seeking consent under the Marine Infrastructure Management Act 2016, these are controlled marine activities and associated marine activities to be carried out in the controlled marine area.” The Proposed Development will be constructed, operated and maintained, and decommissioned within the “Order Limits”. The Order Limits comprise of the following: (a) Offshore Array: This is the area within which the generation (up to 87 Wind Turbine Generators and array cables) and transmission (interlink cables, offshore export cables and up to three offshore platform(s)) asset infrastructure will be located. This area is approximately 211 km² and will be located approximately 11 km east of the Isle of Man; (b) Offshore Electrical Connection Cable (OECC) Corridor: This is the corridor through which the OECC(s) will travel from the offshore substation(s) or offshore converter station located within the Offshore Array, approximately south-west from the Offshore Array to the Transition Joint Bay(s) in the Landfall Zone(s) on the Isle of Man. The OECC Corridor is approximately 28 km in length; and (c) Landfall Zones: These are the areas within 250 m landward of mean high water that contain the Landfall Assets, comprising the: OECC(s), Transition Joint Bay(s), temporary construction compound and temporary and permanent access routes. In the event that two OECCs are utilised to transport power to the Isle of Man, either: i. both OECCs will make landfall at one of the two Landfall Sites at Groudle Bay; or ii. one OECC will make landfall at Port Skillion and the other will make landfall at one of the two Landfall Sites at Groudle Bay.” An electronic copy of the application and its accompanying documents, plans and maps may be found on mima.gov.im/mooir- vannin/document-library/ or can be viewed in person at Douglas City Library. This consultation opened on 26 August 2025 and will run for a period of 60 working days. Responses must be received by the Council of Ministers by midnight on 18 November 2025. Responses to the consultation can be provided at mima.gov.im or by completing the downloadable form and returning by email or by post to the Case Manager, Offshore Energy Programme, Third Floor Government Offices, Bucks Road, Douglas, IM1 3PN. Any response to the consultation must be in writing, state the respondent’s name and address, and describe their interest in the proposed controlled marine activity. Should your response exceed 1,500 words respondents are required to provide a summary as required by Regulation 28 (3) (d) of the Marine Infrastructure (Consenting Process) Regulations 2024. The Council of Ministers may require any person who has submitted a response to provide a specified number of additional copies of a response and any such further information about the matters contained as specified. After the consultation period has closed the application will be referred for examination to the examining body as soon as is reasonably practicable and will subsequently begin the examination phase.
