HIGHWAYS ENGLAND COMPANY LIMITED ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 THE A1(M) MOTORWAY (JUNCTION 42 TO JUNCTION 43) (TEMPORARY PROHIBITION OF TRAFFIC) NOTICE IS HEREBY GIVEN that Highways England Company Limited has made an Order on the A1(M) Motorway, in the City of Leeds, to enable abnormal load movement works to be carried out in safety. The works are expected to start on 21 September 2019 for 1 night, or until completed, and will take place between 11:30pm and 5am. The effect of the Order will be to close, at times during the works, the A1(M): (i) southbound carriageway from the exit slip road at Junction 43 (Hook Moor) to the entry slip road at Junction 42 (Selby Fork), a distance of 6900 metres; (ii) northbound carriageway from the exit slip road at Junction 42 to the entry slip road at Junction 43; and (iii) southbound exit and northbound entry slip roads at Junction 42. During the closures suitably signed alternative routes will be available at all times. Traffic signs will indicate the extent of the prohibitions (which will not apply to emergency service vehicles or vehicles being used in connection with the said works or for winter maintenance or traffic officer purposes). The times of operation are 8am to 6.30pm, Monday to Saturday, maximum stay of 3 hours. The tariff is 10p per 20 minutes, or 20 minutes free. 4. The Harrow (Waiting and Loading Restriction) (Amendment No. 92) Traffic Order 2019 creates minor changes to waiting and loading restrictions, to maintain vehicle movements at pinch points and junctions with the service road. This includes no waiting and no loading at any time restrictions opposite No. 343 Uxbridge Road (north side), outside Tesco on the public highway (both sides), opposite and outside Nos. 429 and 431 Uxbridge Road, and outside Nos. 521 and 523 Uxbridge Road, directly opposite the service road junction with Uxbridge Road. 5. The Harrow (Loading Places) (Amendment No. 8) Traffic Order 2019 introduces two dedicated loading places outside Nos. 370 and 320 Uxbridge Road. The order also revokes, consolidates and continue in force the provisions of The Harrow (Loading Places) Traffic Order 2016. 6. The Harrow (Ambulance Parking Places) Traffic Order 2019 revokes and replaces The Harrow (Prohibition of Stopping on Ambulance Parking Places) Traffic Order 2011, by making minor adjustments to the positioning of the bay outside of No. 523 Uxbridge Road. 7. The Harrow (Free Parking Places)(Disabled Persons)(Non- residential)(Amendment No. 3) Traffic Order 2019 amends the locations of existing disabled parking places, with the addition of one new disabled parking place outside 364/366 Uxbridge Road. Individual disabled parking places operating 7am to 7pm, Monday to Sunday, with a max stay of three hours are proposed outside the following addresses; Nos. 343, 369, 375, 381, 413, 433/435, 465/467, 519 and 364/366 Uxbridge Road. Three disabled parking bays are retained outside No. 523 Uxbridge Road, with no max stay. The disabled bays are now distributed more evenly throughout the parade of shops to facilitate better access. 8. The Harrow (Prescribed Routes) (Amendment No. 12) Traffic Order 2019 amends The Harrow (Prescribed Routes) Traffic Order 2015 by formalising the one way system in the service road fronting Nos. 339 to 523 Uxbridge Road. Traffic is permitted to travel down the service road in a south-westerly direction from its junction with Anselm Road, to its junction with Wellington Road. 9. The restrictions referred to in this notice shall not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Blue Badge” shall apply. 10.
