THE BOROUGH COUNCIL OF CALDERDALE (HALIFAX TOWN
CENTRE) (HIGHWAY IMPROVEMENTS) (WEST YORKSHIRE PLUS
TRANSPORT FUND, A629 PHASE 2) (SIDE ROADS) ORDER 2020
The Borough Council of Calderdale (the “Council”) hereby gives notice
that it has made, and is about to submit to the Secretary of State for
Transport for confirmation, an Order made under section 14 and 125
of the Highways Act 1980, authorising the Council to:
(a) improve highways (including raising, lowering or otherwise
altering),
(b) stop up highways,
(c) construct new highways,
(d) stop up private means of access to premises,
(e) provide new means of access to said premises,
all, on or in the vicinity of the routes of the classified roads comprising
the A629 route from Orange Street to Hunger Hill; the C5951 route
from its junction with New Bank to its junction with Alfred Street East;
the C5954 route (as proposed to be improved) from its junction with
Northgate to Hunger Hill; and the C5955 route from its junction with
New Bank to its junction with Orange Street, in Halifax, West
Yorkshire, which the Council proposes to improve.

CALMING MEASURES
1. NOTICE IS HEREBY GIVEN that the Council, in accordance with
Sections 90A and 90C of the Highways Act 1980, the Highways (Road
Humps) Regulations 1999 as amended, proposes to:
(a) introduce raised speed tables:
i. at the junction intersection of Coppermill Lane (CL) and York Road
extending within: (1) Coppermill Lane - between a point 5 metres
south-west of the south-west kerb line of York Road and the common
boundary of Nos. 179 and 181 CL; (2) York Road E17 – between its
junction with CL south-east for a distance of 8 metres; and (3)
between the northern kerb line of CL northwards to the entrance of
Douglas Eyre Sport Centre; and
ii. at the junction intersection of Verulam Avenue (VA) – its north-east
to south-west arm and its north-west to south-east arm and Tudor
Court E17 (TC) - extending within: (1) Verulam Avenue - north-east to
south-west arm - between a point 4 metres north-east of the south-
west facing wall of No. 10 VA to a point in Tudor Court 10 metres
south-west of the north-east facing wall of No. 32 VA and (2) Verulam
Avenue - north-west to south-east arm - between its junction with TC
north-west to a point outside the common boundary of Nos. 31 and
32 VA;
(b) extend an existing raised speed table in Coppermill Lane (CL)
situated between Morland Road and Edward Road south-westwards
to a point outside the north-east facing wall of No. 163 CL (this will
connect to a proposed Copenhagen style crossing/entry/exit table in
Morland Road from its junction with CL south-east for a distance of
10 metres);
(c) to build Copenhagen style blended crossings/entry/exit tables over
double yellow line "at any time” (or as the case maybe single yellow
lines) waiting restrictions* in adjoining roads off Coppermill Lane
between the junction of those roads adjoining Coppermill Lane and a
point up to 12 metres within those adjoining roads (all roads between
Leucha Road and Rensburg Road (inclusive) including those roads -
except Edward Road)); and
(d) to build speed reducing entry/exit tables in adjoining roads off
Salop Road Lane between the junction of those roads adjoining Salop
Road and a point up to 10 metres within those adjoining roads (all
roads between Rensburg Road and York Road (inclusive) including
those roads)); and
(e) to build speed reducing entry/exit tables in Hazelwood Road and
Glenthorne Road, off Haroldstone Road between the junction of those
roads adjoining Haroldstone Road and a point up to 15 metres within
those adjoining roads;
STATE
NB/ The speed tables and Copenhagen style blended crossing (the
latter built over waiting restrictions*) would be elevated sections of
carriageway, between 75 and 100 millimetres higher at their highest
point than the surrounding carriageway, or at an equal level with the
surrounding pavement and extending across the full width of the
carriageway, including the gradients (under section 90 of the Highways
Act 1980). Parking on a Copenhagen styled crossing or on any raised
section of highway above the existing highway is a contravention and
is prohibited under section 86 of The Traffic Management Act 2004
(exceptions apply). All lengths mentioned in this Notice include the
gradients.
2. Any person desiring to object to or to make any other
representation with regards to the measures set out in item 1 above
should send a statement in writing of either their objection and the
grounds thereof or of their representation to Traffic Orders, Highways

Notice is hereby given that the Council of the London Borough of

THE CAMDEN (PRESCRIBED ROUTES) (NO. 9) TRAFFIC ORDER
Notice is hereby given that the Council of the London Borough of
Camden proposes to make the above Order under Sections 6 and
124 and Part IV of Schedule 9 to the Road Traffic Regulation Act
1984, as amended. The general nature and effect of the order will be
to designate one-way working, reverse one-way working or reinstate
two-way working in sections of certain streets, to prescribe
movements at certain junctions, prohibit entry to sections of certain
streets and to permit contraflow cycling in certain streets where one-
way working otherwise applies.
STREATHAM STREET - section between Bloomsbury Street and
Dyott Street ; vehicles to proceed from east to west only. Vehicles to
proceed straight ahead into Bainbridge Street on reaching the
junction with Dyott Street.
BUCKNALL STREET - vehicles to proceed from west to east only in
both sections, lying between Earnshaw Street and Dyott Street, and
between Dyott Street and Shaftesbury Avenue, vehicles must not turn
left on reaching the junction with Dyott Street.
DYOTT STREET - section between Great Russell Street and
Streatham Street – vehicles to proceed from north to south only,
vehicles must turn right into Bainbridge Street on reaching that
junction; section between Shaftesbury Avenue and the section of
Bucknell Street running between Dyott Street and Shaftesbury
Avenue – vehicles to proceed from south to north only, vehicles must
turn right into the section of Bucknell Street running between Dyott

NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Barnet have made on 17th December 2020 the above-mentioned
Orders under Sections 6, 45, 46, 49, 51 to the Road Traffic Regulation
Act 1984 and all other enabling powers. As part of in-process and
completed public highway adoptions in the borough and on-going
regeneration development works it is considered that certain lengths
of public highway should be kept clear of parked vehicles to ensure
motorists and pedestrian safety, prevent obstructive parking, and
allow adequate traffic flow. The general effect of the Free Order will be
to introduce new or formalise existing waiting restrictions and loading
restrictions as follows:
a) ‘At any time’ waiting restrictions along certain length of Kings Drive,
Lacey Drive and Barnwell Close, Kings Drive and Cambourne Road,
Skye Lane and Farnsworth Drive HA8 and between No.25 to No.29
Bedford Road NW7, will be formalised.
b) The Monday to Saturday 7am to 7pm waiting restrictions situated
on the north-east side of A5 Edgware Road NW2 between Oxgate
Gardens NW2 and Dollis Hill Avenue NW2 that were upgraded to ‘at
any time’ waiting restrictions will be formalised.
c) The existing Monday to Saturday 7am to 7pm loading restrictions
situated on the northeast side of A5 Edgware Road NW2 between
Oxgate Gardens NW2 and Dollis Hill Avenue NW2 will be upgraded to
‘at any time’ loading restrictions.
In order to accommodate the introduction of a ‘dropped kerb’ vehicle
crossover to enable access to an existing off-street parking facility for
a new development, the general effect of the Orders will be to
formalise the removal of the existing payment parking bay outside
Swan Court, No.243 Golders Green Road NW11 (opposite No.17
Russell Parade, Golders Green Road) operating between the hours of
9am to 5.30pm Monday to Sunday. The introduction of a length of ‘at
any time’ waiting restrictions that was introduced as a result of the
measure mentioned above will be formalised. In order to improve the
existing short stay parking provision on street at Golders Green Road
the Orders will formalise the increase the length of the existing
payment parking bay operating between the hours of 9am to 5.30pm
Monday to Sunday outside No.243 Golders Green Road NW11
(Opposite No.20 Russell Parade, Golders Green Road) by
approximately 12 metres. As a result of the measure mentioned
above, the removal of a length of ‘at any time’ waiting restrictions will
be formalised.
In order to accommodate the introduction of a ‘dropped kerb’ vehicle
crossover to enable access to off-street facilities, the general effect of
the Orders will be to formalise the removal of the existing parking
spaces and replace with yellow line waiting restrictions which will
operate for the same time as the corresponding Controlled Parking
Zone (CPZ), as follows:

proposals dated 11th June 2020) to introduce a free personalised
parking place outside No. 11 Compton Avenue (and for which notice
was given on 17th August 2020 that the Council had deferred making
a decision) made the above mentioned Order under sections 45, 46,

EXPERIMENTAL TRAFFIC ORDER 2020
1. Southwark Council hereby GIVES NOTICE that on 17 December
2020 it has made the above experimental Orders under sections 9
and 10 of the Road Traffic Regulation Act 1984.
2. The effects of the experimental Orders, the intention of which is to
improve local air quality, promote social distancing, exercise local to
home, and sustainable travel (walking and cycling), and to deter motor
vehicle through traffic in the Brunswick Park area, as part of the Guy's
and St Thomas' Charity programme, will be:-
(a) to introduce point road closures prohibiting the movement of motor
vehicles, with certain exemptions including that of emergency
services access, which will be physically enforced with traffic signs
and the installation of planters and flexible bollards, in the following
locations:- (i) HAVIL STREET, at its junction with Southampton Way
(no access to Havil Street from SOUTHAMPTON WAY or RAINBOW
STREET), and (ii) ELMINGTON ROAD, at the common boundary of
Nos. 146 and 148 Elmington Road;
(b) to introduce part road closures prohibiting the movement of motor
vehicles, with certain exemptions including that of emergency
services access, which will be physically enforced with traffic signs
and the installation of planters and flexible bollards, at the following
locations:- i) that part of BENHILL ROAD which lies between the
south-eastern kerb-line of Elmington Road and a point 10 metres
south of that kerb-line (no access from ELMINGTON ROAD to the part
of Benhill Road south of its junction), and (ii) that part of DALWOOD
STREET which lies between the north-eastern kerb-line of Havil Street
and a point 15.5 metres north-east of that kerb-line (no access to
Dalwood Street from HAVIL STREET); and
(c) in ELMINGTON ROAD within CPZ ‘EC’, on both sides from a point
1.5 metres north-east of the common boundary of Nos. 142 and 144

metres per side of existing permit holders’ parking places splitting
existing parking bays, and (ii) to add new ‘at any time’ waiting
restrictions (30 metres in total).
3. Southwark Council hereby GIVES FURTHER NOTICE that, in
conjunction with the above measures, it intends to construct a
‘shared-use’ cycle track for use of both pedal cycles and pedestrians
under section 65(1) of the Road Highways Act 1980, at the following
location:- SOUTHAMPTON WAY at LIDGATE ROAD – a two-way
cycle track comprising the full width of the north-eastern footway of
Southampton Way extending from the north-eastern kerb-line of
Southampton Way to the south-western carriageway extremity of
Lidgate Road, and is bounded on the north-west by a line extended
from the north-western kerb-line of Lidgate Road and on the south-
east by a line extended from the south-eastern kerb-line of Lidgate

(e) ALBERTA STREET and AMBERGATE STREET (i) formalises
existing ‘no entry’ point in the south-westernmost north-west to
south-east arm of Ambergate Street at its junction with the south-
westernmost north-west to south-east arm of Alberta Street, (ii)
formalises and makes permanent all 'one-way’ operations throughout
Ambergate Street;
(f) within the Bermondsey Spa area: (i) consolidates all existing
prescribed routes, with certain exemptions for contraflow pedal cycle
traffic, in: FREAN STREET, GRANGE WALK, GRIGG'S PLACE,
MARINE STREET, NECKINGER, NESS STREET, SPA ROAD, (ii)
consolidates and formalises the prohibition of motor vehicles from
entering part of MARINE STREET, with exemption for loading and
unloading by goods vehicles only, and (iii) consolidates, formalises
and makes permanent prescribed routes with certain exemptions for
contraflow pedal cycle traffic, in OLD JAMAICA ROAD, SUN
PASSAGE and THURLAND ROAD;
(g) BRANDON STREET formalises and makes permanent no access
into Charleston Street from Brandon Street;
(h) CHARLESTON STREET formalises and makes permanent the
‘one-way’ north-eastbound operation in that part of Charleston Street
between its junctions with Cotham Street and Brandon Street;
(i) DAWES STREET formalises and makes permanent no access into
Wooler Street from Dawes Street;
(j) MORLEY STREET (i) consolidates the existing prescribed routes in
the length of Morley Street, (ii) formalises and makes permanent the
north-eastbound ‘one-way’ operation between its junctions with
Emery Street and Westminster Bridge Road, and (iii) formalises and
makes permanent an existing south-westbound contraflow mandatory
cycle lane restriction;
(k) OAKHURST GROVE formalises and makes permanent a point road
closure that prohibits the movement of all vehicles except pedal
cycles, in Oakhurst Grove (between its junctions with Solway Road
and Kelmore Grove);
(l) PECKHAM RYE and THE GARDENS formalises and makes
permanent a part road closure that prohibits all vehicles except pedal
cycles, from entering or proceeding in that part of the southern-most
east to west arm of The Gardens which lies between its junction with
Peckham Rye and a point 7 metres west of that junction;
(m) VILLA STREET formalises and makes permanent ‘right turn only’
at its junction with Wooler Street; and
(n) WOOLER STREET formalises and makes permanent ‘one-way’
north-eastbound operation throughout Wooler Street.
3. The general effect of the cycle tracks order, in conjunction with the
powers conferred by section 65(1) of the Highways Act 1980, is to:-
(a) formalise and make permanent two-way segregated cycle tracks
for use of pedal cycles only in (i) ONTARIO STREET north-east of its
junction with London Road and (ii) PRINCESS STREET south-west of
its junction with London Road; and
(b) formalises and makes permanent a shared-use area for pedal
cycles and pedestrians only comprising of part of the footpath linking
LONDON ROAD and ONTARIO STREET.

CALMING MEASURES
1. NOTICE IS HEREBY GIVEN that the Council, in accordance with
Sections 90A and 90C of the Highways Act 1980, the Highways (Road
Humps) Regulations 1999 as amended, proposes to:
(a) introduce raised speed tables:
i. at the junction intersection of Coppermill Lane (CL) and York Road
extending within: (1) Coppermill Lane - between a point 5 metres
south-west of the south-west kerb line of York Road and the common
boundary of Nos. 179 and 181 CL; (2) York Road E17 – between its
junction with CL south-east for a distance of 8 metres; and (3)
between the northern kerb line of CL northwards to the entrance of
Douglas Eyre Sport Centre; and

lines) waiting restrictions* in adjoining roads off Coppermill Lane
between the junction of those roads adjoining Coppermill Lane and a
point up to 12 metres within those adjoining roads (all roads between
Leucha Road and Rensburg Road (inclusive) including those roads -
except Edward Road)); and
(d) to build speed reducing entry/exit tables in adjoining roads off
Salop Road Lane between the junction of those roads adjoining
Salop Road and a point up to 10 metres within those adjoining roads
(all roads between Rensburg Road and York Road (inclusive) including
those roads)); and
(e) to build speed reducing entry/exit tables in Hazelwood Road and
Glenthorne Road, off Haroldstone Road between the junction of
those roads adjoining Haroldstone Road and a point up to 15 metres
within those adjoining roads;
NB/ The speed tables and Copenhagen style blended crossing (the
latter built over waiting restrictions*) would be elevated sections of
carriageway, between 75 and 100 millimetres higher at their highest
point than the surrounding carriageway, or at an equal level with the
surrounding pavement and extending across the full width of the
carriageway, including the gradients (under section 90 of the Highways
Act 1980). Parking on a Copenhagen styled crossing or on any raised
section of highway above the existing highway is a contravention and
is prohibited under section 86 of The Traffic Management Act 2004
(exceptions apply). All lengths mentioned in this Notice include the
gradients.

The Council proposes to make changes to the following Orders under
the Road Traffic Regulation Act 1984 (as amended)
THE TOWER HAMLETS (WAITING, LOADING AND STOPPING
RESTRICTIONS) (MAP BASED) ORDER 2020 - THE TOWER
HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2020
1. The effect of these proposals is as follows:
PTO (2044) changes:
On Leven Road:
i) relocate the existing bus stand to opposite no.242-250 by removing
5 permit holder parking spaces.
ii) remove a single resident parking space outside no.206 and replace
with double yellow lines.
iii) reduce the existing permit holder parking bay opposite no. 200-204
by removing 5 Permit holder parking spaces at the eastern end and 1
parking space at the western end and replace with double yellow
lines.
iv) remove 5 shared use parking spaces (opposite Leven Road spur
road) and replace with double yellow lines.
Introduce parking bays by removing single yellow lines:
i) resident parking bay outside no.134-138 (4 spaces)
ii) resident parking bay outside East Thames House (6 spaces)
iii) Extend the existing resident parking bay outside no.128-130 by 5m
to outside no.132.
iv) Extend the existing shared use bay outside no.110-120 by 21m (4
spaces) in an easterly direction.
Convert existing single yellow lines to double yellow lines on both
sides of the road on Leven road (between Oban Street and St. Ives
place), Leven road spur road and Darnaway Place.
PTO (2045) - Various Waiting and Loading changes:
Convert existing single yellow lines to double yellow lines on:
a) Rounton Road (both sides) – Between the flank wall of no.46/47
and a point 40m north thereof (the entrance to the Miami no.1 car
wash)
b) Cleveland Way outside no.56 for 8m.
c) Amoy Place.
d) Pace Place (both sides) also with no loading at any time on the east
side.
e) Kay Street, west side between Goldsmiths Row and Teale Street.
f) Stoneyard Lane (both sides) as well as revoking the Friday off -peak
parking bay.
g) Ben Jonson Road (both sides) between Duckett Street and Candle
Street.
h) Harford Street (both sides) between Ben Jonson Road and Dongola
Road.
i) Violet Road and Morris Road (both sides) between Yeo Street and
Barchester Street and introduce no loading at any time restrictions.
j) Barchester street – north side between Balladier Walk and Morris
Road.
k) Cable Street – between no.446-450 with no loading at any time.
l) Blount Street – (i) East side - including its junctions with Repton
Street, Parnham Street and Salmon Lane, (ii) West side - only at its
junctions with Salmon Lane and Repton Street.
PTO (2045) - Various Parking Places changes:
m) Jane Street –split the existing Business permit holder bay into two
separate parking spaces by inserting 4m of double yellow lines for a
dropped kerb access.
n) Brownfield Street: reduce resident parking space by (i) 8m opposite
no.10 and (ii) 4m outside no.4 and replace with double yellow lines.
o) Hay Currie Street - extend the existing shared use bay by 10m in a
northerly direction by removing single yellow line.
p) Cobb Street (outside no.10) – remove a single business parking
space and replace with double yellow lines for a dropped kerb
access.
2. The Regulations, fees and usual exemptions imposed by the
governing Traffic Management Orders would apply to the proposals
referred to in paragraph 1 above.
3. A copy of each of the proposed Orders and all relevant documents
can be obtained by emailing [email protected] until
the expiration of a period of 21 days from the date on which this
notice is published.
4. Any objections or other representations about the proposed Orders
should be sent by email to the above email address in paragraph 3 or
in writing to Parking & Mobility Services Offices, 585-593 Commercial
Road, London E1 0HJ within 21 days from the date on which this
Notice is published. All objections must specify the grounds on which
they are made.

PROHIBITION OF VEHICULAR TRAFFIC

• THE WANDSWORTH (PRESCRIBED ROUTES) (OAKMEAD
ROAD) EXPERIMENTAL ORDER 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Wandsworth on 16 December 2020 made the above-
mentioned Order under sections 9 and 10 of and Part IV of Schedule
9 to the Road Traffic Regulation Act 1984 as amended by the Local
Government Act 1985 and the Traffic Management Act 2004.
2. The general effect of the Prescribed Routes Order will be to
introduce a prohibition of vehicular traffic entering Oakmead Road at
its junction with Bedford Hill. The restriction will not apply to pedal
cycles.
3. Copies of the Order, which will come into operation on 24
December 2020, and of documents and plans giving more detailed
particulars of the Order, can be inspected during normal office hours
on Mondays to Fridays inclusive until the end of a period of six
months from the date on which the Order was made in The Customer
Centre, The Town Hall, Wandsworth High Street, London, SW18 2PU
4. Whilst the Order remain in force, the Assistant Director – Traffic and
Engineering, or some person authorised by him, may modify or
suspend the Order or any provision contained in it if it appears to him
or that other person essential in the interests of the expeditious,
convenient and safe movement of traffic or of the provision of suitable
and adequate parking facilities on the highway or for preserving or
improving the amenities of the area through which any road affected
by the Order runs.
5. The Council will consider in due course whether the provisions of
the Order should be reproduced and continued in force indefinitely by
means of Order under sections 6 and 124 of the Road Traffic
Regulation Act 1984. Any person wishing to object to the making of
the Order for the purpose of such reproduction and continuation may,
within the above mentioned period of six months, send a statement in
writing of their objection and the grounds on which it is made to the
Director of Environment and Community Services at the address
below (quoting the reference ES/TMO1830).
6. Any person desiring to question the validity of the Order or of any
provision contained therein on the grounds that it is not within the
relevant powers of the Road Traffic Regulation Act 1984 or that any of
the relevant requirements of that Act or of any relevant regulations
made under that Act have not been complied with in relation to the
Order may, within six weeks from the date on which the Order was
made, make application for the purpose to the High Court.
