Notice is hereby given that ESB Asset Development UK Limited, (“the
Company”) with company registration number 06925667, having its
registered office at Fora, 16-19 Eastcastle, London, W1W 8DY has
applied to the Scottish Ministers for consent under section 36 of the
Electricity Act 1989 to construct and operate a wind farm known as
West Torrisdale Wind Farm on land approximately 4 km southwest of
Carradale, Argyll and Bute, in Scotland (Central Grid Reference NR
76731 36486). The installed capacity of the proposed generating
station would be over 50 MW comprising up to 9 turbines with a
ground to blade tip height of 149.9 metres. The proposed generating
station also includes a proposed battery energy storage system
(BESS) of approximately 20 MW. The Proposed Development is
subject to Environmental Impact Assessment (EIA) and an EIA Report
has been produced.
The Company has also requested a direction under section 57(2) of
the Town and Country Planning (Scotland) Act 1997 that planning
permission for the proposed generating station be deemed to be
granted.
A copy of the application, with a plan showing the land to which it
relates, together with a copy of the EIA Report discussing the
Company’s proposals in more detail and presenting an analysis of the
environmental implications, are available for public inspection in

Notice is hereby given that ESB Asset Development UK Limited,
company registration number 06925667, with its Registered Office at
Tricor Suite 4th Floor, 50 Mark Lane, London, EC3R 7QR, has applied
to the Scottish Ministers for consent under Section 36 of the
Electricity Act 1989 to construct and operate a renewable energy
development, known as Millmoor Rig Wind Farm, located at
Wauchope Forest, south of Bonchester Bridge in the Scottish Borders
(Central Grid Reference: NGR ND 362654,606752).
The installed capacity of the proposed generating station would be
over 50MW comprising up to 13 turbines, five with a maximum tip
height of 180 metres (m), two with a maximum tip height of 200 m,
four with a maximum tip height of 210 m and two with a maximum tip
height of 230 m, as well as a battery energy storage facility of
approximately 20MW. The Proposed Development is subject to
Environmental Impact Assessment (EIA) and an EIA Report has been
produced to accompany the application for consent.
ESB Asset Development UK Limited has also applied for a direction
under Section 57(2) of the Town and Country Planning (Scotland) Act
1997 that planning permission for the development be deemed to be
granted.

THE STOPPING UP OF HIGHWAYS (LOUISA PLACE, BUTETOWN,
CARDIFF) ORDER 202-
The Welsh Ministers, in accordance with sections 252 and 253 of the
Town and Country Planning Act 1990 (“the 1990 Act”), propose to
make an Order under section 247 of the 1990 Act to authorise the
stopping up of the lengths of highway described in Schedule 1 to this
Notice. The stopping up will be authorised only in order to enable the
development described in Schedule 2 to be carried out if planning
permission is granted.
The Stopping Up of Highways (Louisa Place, Butetown, Cardiff) Order
202- (“the Order”), if made, will take effect upon the implementation of
the planning permission and shall cease to have effect if planning
permission in respect of the development expires or is revoked.
During 28 days from 6 December 2022 copies of the draft Order and
the deposited plan may be inspected free of charge during normal

NOTIFICATION OF DESIGNATION OF KYNNERSLEY
CONSERVATION AREA
Notice is hereby given that in accordance with section 69 of the
Planning (Listed Buildings and Conservation Areas) Act 1990, Telford
& Wrekin Council did, on 2 August 2022, and after public consultation,
determine that the area described in the Schedule to this Notice is an
area of special architectural or historic interest, and that it is desirable
to preserve or enhance its character or appearance. It has accordingly
designated the area as a “conservation area”.
The principal effects of this area being designated as a conservation
area are as follows:
1. The Council is under a duty to prepare proposals to ensure the
preservation or enhancement of the area.
2. Planning permission must be obtained from the Council for the
demolition of certain buildings in the area. It is now a criminal offence
to carry out relevant demolition in a conservation area without
planning permission.
3. Special publicity must be given to planning applications for
development in the conservation area.
4. In carrying out any functions under the planning Acts (and, in
particular, for determining applications for planning permission and
listed building consent), the Council and the Secretary of State are
required to take into account the desirability of preserving or
enhancing the character or appearance of the area.
5. Six weeks' notice must be given to the Council before works are
carried out to any tree in the conservation area. The carrying out of
certain works to any tree in the area without either the consent of the
Council or the giving of six weeks’ notice to the Council, is a criminal
offence.
6. Certain permitted development rights under the Town and Country
Planning (General Permitted Development) Order 2015 are more
restricted in a conservation area than in other areas.

Conservation Area and simultaneously re-designated the Thurso

Notice is hereby given that East Ayrshire Council, as required by
Section 20B of the Town and Country Planning (Scotland) Act 1997
(as amended), has prepared a Development Plan Scheme which sets
out its programme for the preparation of local development plans for
East Ayrshire. The Development Plan Scheme 2022 comprises a
proposed timetable for the preparation of the plans, details of what is
likely to be involved at each stage of preparation of the plans and a
participation statement stating when, how and with whom
consultation on the plans will take place and the authority’s proposals
for public engagement in the plan preparation process.
Comments are invited on the participation statement and can be
made by emailing them to localdevelopmentplans@east-
ayrshire.gov.uk. Comments should be made by 29 April 2022.
The Development Plan Scheme has been posted on the Council’s
website and can be viewed at www.east-ayrshire.gov.uk.

DIVERSION ORDER (NO.1) 2022
NOTICE is hereby given that The Fife Council have made the above
Order under Section 208 of the Town and Country Planning (Scotland)
Act 1997 (hereinafter referred to as “the Planning Act”) authorising the
diversion of a section of existing public path on land to the west of
Andrew Melville Hall, North Haugh, St Andrews and it is about to be
submitted to the Scottish Ministers for confirmation or confirmed as
an unopposed order if no objections are received.
The Fife Council is satisfied that the Order is necessary to enable the
development specified in the Schedule to the Order to be carried out
in accordance with the planning permission granted under Part III of
the Planning Act.
Copies of the Order and the relevant plan together with the statement
of reasons for the making of the order are available by applying by
email to [email protected] or by post to Legal Services, Fife
House, North Street, Glenrothes, Fife KY7 5LT during the period of 28
days from publication of this Notice.
Within that period any person may by written notice addressed to the
Head of Legal and Democratic Services, Fife Council, Fife House,
North Street, Glenrothes, KY7 5LT object to the making of the Order
and should state the grounds on which it is made.
