BEFORE INSOLVENCY AND COMPANIES COURT JUDGE JONES
NOTICE IS HEREBY GIVEN that by an Order of the Business and
Property Courts of England and Wales Insolvency and Companies
Court, dated 29 March 2020, the following changes in officeholders
were made to the cases scheduled below;
1) James Alexander Snowdon (IP No. 9457) (“Outgoing Officeholder”)
be removed from office in respect of each of the cases listed below in
Schedules A, B, C and D from the date of this order.
2) Joseph Walter Colley (IP No. 21712) be appointed as replacement
officeholder to the Outgoing Officeholder in respect of cases in
Schedule A from the date of this order.
3) Robin Hamilton Davis (IP No. 8800) be appointed as replacement
officeholder to the Outgoing Officeholder in respect of cases in
Schedule B from the date of this order.
4) John Anthony Dickinson (IP No. 9342) be appointed as replacement
officeholder to Outgoing Officeholder in respect of cases in Schedules
C and D from the date of this order.
The Outgoing Officeholder is released from liability pursuant to the
relevant sections of the Insolvency Act 1986 in relation to his conduct
as office-holder of the companies as are listed in the Schedules of
Cases below from 56 days after filing notice of his removal with the
Registrar of Companies or the giving of notice to creditors of the
relevant estate in accordance with this Order, save that such release
may be subject to further order in the event of an application by any
creditor / member referred to below for the specific case subject to
that application.
Any creditor (or in the case of any members’ voluntary liquidations,
any member) and/or debtors (where they have a financial interest in
the outcome of the insolvency proceedings) in respect of any of the
companies listed in the Schedules of Cases below who has an
objection to this Order, and/or in respect of Outgoing Officeholder’s
release, shall have 56 days from the date of the advertisement to
apply to the Court to set aside or vary this Order. Such application
shall not affect the transfer of that specific case until further or other
order by the Court.
In the cases of each liquidation, the costs of complying with a request
of the committee or creditor for an account of the Outgoing
Officeholder’s administration of the relevant estate should be an
expense of the insolvency proceedings.

The Department for Communities has made a Statutory Rule entitled
The Social Fund Funeral Expenses Payment (Coronavirus)
(Amendment) Regulations (Northern Ireland) 2020 (S.R. 2020 No. 62),
which comes into operation on 08 April 2020.
These Regulations amend the Social Fund Maternity and Funeral
Expenses (General) Regulations (Northern Ireland) 2005 (S.R. 2005
No. 506) to increase the amount paid for funeral expenses additional
to those listed in the Regulations from £700 to £1,000 for deaths
which occur on or after 8th April 2020.

REGULATIONS (NORTHERN IRELAND) 2020
The Department of Health has made a Statutory Rule entitled "The
Establishment and Agencies (Fitness of Workers) Regulations
(Northern Ireland) 2020”, (S.R. 2020 No. 60), which comes into
operation on 2nd April 2020.
The Statutory Rules gives effect to temporary changes to pre-
employment vetting policy for health and social care roles to enable
employers to start a worker in advance of full pre-employment vetting,
but subject to certain conditions, including supervision.

THE DOUBLE TAXATION RELIEF AND INTERNATIONAL TAX
ENFORCEMENT (GIBRALTAR) ORDER 2020 (SI 2020 NO. 275)
UK/GIBRALTAR DOUBLE TAXATION AGREEMENT
The Double Taxation Agreement between the UK and Gibraltar, which
was agreed by an exchange of letters on the 1st and 15th October
2019, entered into force on 24 March 2020. The text of the Double
Taxation Agreement has been published as the Schedule to the
Double Taxation Relief and International Tax Enforcement (Gibraltar)
Order 2020 (Statutory Instrument 2020 No. 275), copies of which can
be obtained from The Stationery Office. The text of the Order can also
be accessed on the Internet at http://www.legislation.gov.uk/.
The provisions of the Double Taxation Agreement take effect in the UK
from 1 May 2020 for taxes withheld at source (including PAYE on
employment income), 1 April 2020 for corporation tax and from 6 April
2020 for income and capital gains tax, and in Gibraltar the provisions
apply from 1 May 2020 for taxes withheld at source and from 1 July
2020 for income and corporation taxes.
The provisions of Article 25 (Exchange of Information) and Article 26
(Assistance in the collection of taxes) of the Agreement have effect in
both the UK and Gibraltar from the entry into force date of the
Agreement, without regard to the taxable period to which the matter
relates.

THE COMMON AGRICULTURAL POLICY (DIRECT PAYMENTS TO
FARMERS) (MISCELLANEOUS AMENDMENTS) REGULATIONS
(NORTHERN IRELAND) 2020
Notice is hereby given that the N.I. Assembly has approved, on 16
March 2020, the Statutory Rule entitled “The Common Agricultural
Policy (Direct Payments to Farmers)(Miscellaneous Amendments)
regulations (Northern Ireland) 2020” (S.R. 2020 No. 22), which was
made by the Department of Agriculture, Environment and Rural Affairs
on 24 February 2020 and was subject to the confirmatory procedure
before the Assembly on the 16 March 2020. This Statutory Rule came
into operation on the 24 February 2020.
This Rule amends the Common Agricultural Policy Basic Payment and
Support Schemes Regulations (Northern Ireland) 2015 and the
Common Agricultural Policy (Control and Enforcement) Regulations
(Northern Ireland) 2015 to ensure they continue to operate effectively
in Northern Ireland for the Direct Payments Scheme Year 2020 now
that Northern Ireland is no longer in the European Union.

that the Trustees are winding-up the Plan.
