under the DSU scheme. In so doing, Electricity Exchange Ltd. will not
supply electricity to any of its customers.

necessary for powers under Schedule 3 (compulsory acquisition of
land etc.) and under Schedule 4 (other powers etc) to the Order to be
given through the licence for which he is applying, together with a
statement of any specific purposes for which those powers are felt to

Not applicable: Electricity Exchange Ltd. submits this license
application to operate as a demand side unit (DSU) aggregator in
Northern Ireland. As a DSU aggregator, we will contract individual
demand sites (IDS) dispersed across Northern Ireland and aggregate
their demand response energy capacity to provide back to the TSO
under the DSU scheme. In so doing, Electricity Exchange Ltd. does
not consider it necessary for powers under schedule 3 or schedule 4.

21st 2016, Electricity Exchange applied for another Supply License
which is currently under review. In parallel with this application,
Electricity Exchange Ltd will apply for a generation license in Northern
Ireland as required for DSU licensing in Northern Ireland.

Exchange Ltd will not build or otherwise establish generating stations.
To enable a site to participate in demand response, Electricity
Exchange Ltd may install metering and controls equipment to allow
for the measure of a site’s consumption and curtailment activation as
required by the TSO
9. The date when any proposed generating stations are expected to
be commissioned.
Not applicable: In its activity as a DSU aggregator, Electricity
Exchange Ltd will not build or otherwise establish generating stations.
Electricity Exchange Ltd expects its first demand side unit to be
available to the TSO following the finalisation of DSU registration
procedure by the system operators.
10. The capacity and type of each unit within the generating station
(MW).
Not applicable: In its activity as a DSU aggregator, Electricity
Exchange Ltd, will not build or otherwise establish generating
stations. Types of assets which may be utilised at individual demand
sites may include pumps, rotors, fans, back up generators etc. Note
this is not exhaustive, as it each site’s decision regarding which
assets they wish to utilised for demand response. Each single site can
range from a few 100kW to a few MW of either back-up generation or
demand turn-down.

applicant in respect of the generation, participation in transmission or
supply of electricity.
Electricity Exchange Ltd, does not hold any licenses in respect to
generation or participation in transmission. On October 21st 2016,
Electricity Exchange applied for another Generation License which is
currently under review. In parallel with this application, Electricity
Exchange Ltd will apply for a supply license in Northern Ireland as
required for DSU licensing in Northern Ireland.

Northern Ireland Authority for Utility Regulation, Queens House, 14
Queen Street, BELFAST BT1 6ED between 10.00am and 4.00 pm on
any working day.
UTILITY REGULATOR
PUBLIC NOTICE UNDER ARTICLE 10(4) OF THE ELECTRICITY
(NORTHERN IRELAND) ORDER 1992 (THE ORDER)
Pursuant to Article 10(4) of the Order the Northern Ireland Authority
for Utility Regulation (the Authority), hereby gives notice as follows:
1. It proposes, in accordance with Article 10 (1) of the Order, to grant
an electricity supply licence and a licence to generate electricity to
Electricity Exchange Limited a limited company having its registered
office at Unit 62, Eastlink Business Park, Ballysimon Road, Limerick
(the “Proposed Licensee”).
2. Such licences would enable the Proposed Licensee to operate as a
Demand Side Unit Operator in the Single Electricity Market.
3. The Authority considers that the grant of the proposed licences
would be an appropriate course of action for it to take as such grant
is in keeping with the Authority’s principal statutory objective in that it
protects the interests of consumers of electricity supplied by
authorised suppliers, wherever appropriate by promoting effective
competition between persons engaged in, or in commercial activities
connected with, the generation, transmission, distribution or supply of
electricity.
4. The Authority further considers that the applications made by the
Proposed Licensee have been made in the prescribed manner and
that the appropriate fee has been submitted.
5. The purpose of this public notice is to bring to the attention of
persons likely to be affected by the grant of the proposed licences
referred to above and to invite representations or objections in
connection thereto. Any representations or objections with respect to
the proposed licence may be made on or before 13 January 2017.
