Associated zig-zag markings, on which vehicles would be prohibited from stopping at all times, will be placed on the carriageway either side of the crossing (extending westwards approximately 18 metres and eastwards to the junction of Hale End Road. The elevated section (raised) of the crossings with sinusoidal ramps measuring up to 2 metres in length mentioned in paragraph 1 above will extend across the full width of the carriageway. ENVIRONMENT & INFRASTRUCTURE 2. FURTHER NOTICE IS GIVEN that the Council proposes to make the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The general effect of the Orders to coincide with new and existing crossings and cycle improvement would be to provide double yellow line “at any time” waiting restrictions in: (i) Beech Hall Road – at its south-eastern extremity: i. the north-eastern sides for a distance of 5.6 metres and 5.3 metres; ii. the south-west side for a distance of 5.4 metres; iii. the south-east side for a distance of 7.7 metres; and (ii) Montalt Road - southernmost arm– both sides - from its junction with Chingford Lane in a westerly direction for a distance of 14 metres; 3. The Orders will provide that — (a) the operational hours for the free short stay parking place and the permit parking places throughout the GGE CPZ will be between 8 a.m. and 6.30 p.m. on Mondays to Fridays inclusive; and (b) virtual residents’ permits, business/charity permits, visitors’ permits, school parking permits, virtual and hard-copy residents’ foreign vehicle permits and essential user/carers permits may be issued, on payment of the appropriate charge, to a person who is the keeper of a passenger vehicle (having 8 passenger seats or less), certain goods carrying vehicles and invalid carriages, (motor cycles will be able to park in permit parking places free of charge, without the need of a parking permit) providing that in the case of — ENVIRONMENT & INFRASTRUCTURE (i) a virtual residents’ permit, they are a resident of a street or part of a street specified in paragraph 2(a) above, and their vehicle is UK registered to that address; (ii) a foreign vehicles residents’ permit (hard-copy/virtual), they are a resident of a street or part of a street specified in sub-paragraph 2(a) above, and their vehicle is registered outside of the UK; (iii) a business/charity permit/business visitor’s permit, they have a business in a street or part of a street specified in sub-paragraph 2(a) above, and that the permit is for a vehicle which is essential to the operation of that business/charity and is used in the purchase and sale of goods or services in connection with that business/charity; (iv)an essential users/carers permit, they are a doctor or carer who has a surgery in or works in the London Borough of Waltham Forest, or employed by or contracted to the Council, or employed by or contracted to a health authority, or employed by the Metropolitan Police, or employed by the London Fire and Civil Defence Authority, or a company that services fire fighting appliances and for whom the use of a vehicle is essential to the carrying out of their public service duties in a street or part of a street specified in sub-paragraph 2(a) above; (v) a visitors’ permit, they are a resident of a street or part of a street specified in sub-paragraph (i) above and that such permit is to be used by a bona fide visitor to their home; (vi) a schools parking permit, they are a parent of a student enlisted at a school situated in or near a street or part of a street specified in sub- paragraph 2(a) above; (vii) a school staff term-time only permit, they are a registered member of staff at a primary or secondary school situated in a street or part of a street specified in sub-paragraph 2(a) above, who has a bona fide reason to drive to that school; (c) vehicles displaying any valid permit displaying the letters GGE may use any of the permit parking places provided in the streets and parts of streets specified in paragraph 2(a) above; (d) other than in the permit parking places, free short stay parking places or loading places referred to in paragraphs 2 (b), (c) and (d) above, waiting by vehicles will generally be restricted between 8 a.m. and 6.30 p.m. on Mondays to Fridays inclusive in all other parts of streets within the GGE CPZ; except where at any time waiting restrictions currently apply or where they will apply at all road junctions within the CPZ and also in Francis Road E10 (FR) - north-east side, between Nos. 117 and 123 FR; in Murchison Road E10 (MR), northern side - opposite Nos. 157 to 159 MR and Nos. 285 to 287 MR; in Claude Road E10 (CR) southern side - opposite Nos. 69 to 71 CR and Nos. 119 to 121 CR, in Scotts Road E10/Morley Road E10, northern side, reduction of existing double yellow lines outside Nos. 91 and 93; in Newport Road E10 (NR) southern side, opposite Nos. 51 to 57 NR; in Richmond Road E11 – extention south-westwards between its junction with Grove Green Road and a point 10 metres south of the south-western kerb-line of Pretoria Road E11; and Norlington Road E10/E11 (NLR) – south-west side - between Murchison Road and Albert Road to accommodate permit parking places; Pretoria Road E11 (PR) – outside No. 51 and 53 PR extension of existing double yellow lines southwards. 4. Parking in signed bays only; and loading is ENVIRONMENT & INFRASTRUCTURE permitted in marked “loading only” bays when the Pedestrian Zone is not in operation); (iii) created a blue badge disabled parking place and a loading place operating 10pm to 10am (the next day) throughout the week; (iv) introduced eastbound one-way traffic operation (except pedal cycles) in a certain section; and (v) prevented any vehicle (except pedal cycles) entering Orford Road outside No. 41; (k) in Pembroke Road - reduced certain BA permit parking space and replaced it with double yellow lines waiting restrictions; (l) in Second Avenue* - (i) removed certain double yellow lines waiting restrictions and extended a free short stay parking place outside No. 241 Hoe Street; (ii) introduced westbound one-way traffic operation (except pedal cycles) between First Avenue and Hoe Street; and (iii) prevented any vehicle (except pedal cycles) entering Second Avenue at Hoe Street; (m) in Third Avenue* - (i) converted certain double yellow line waiting restrictions to free short stay parking space outside No. 261 Hoe Street; (ii) introduced eastbound one-way traffic operation (except pedal cycles), between Hoe Street and Orford Road; and (iii) prevented vehicles (except pedal cycles) entering Third Avenue at Orford Road. Notes: (i) *Copenhagen Style blended crossings (shared highway and footway space for moving vehicles and pedestrians) have been built over waiting restrictions at the junction of these roads adjoining either Lea Bridge Road or Hoe Street.
