NOTICE IS HEREBY GIVEN that National Highways Limited(a) has
made an Order on the A1 and the A421 Trunk Roads in the County of
Bedfordshire and the A428 Trunk Road in the County of
Cambridgeshire to enable major construction of a three-tier junction
and new dual carriageway between A1 Black Cat Roundabout and
Caxton Gibbet Roundabout, including routine maintenance and all
other associated works to be carried out in safety.
The works are expected last until December 2027, continuing on or
after, Friday 22 August 2025.
The works will be carried out in phases using a combination of lane
closures, traffic signals, full carriageway, slip road, footway and lay-by
closures, width restriction, no overtaking and contraflow. Temporary
mandatory speed limits will be in force at times in the interest of
safety.
The restrictions and prohibitions will be applied only to the extent that
is necessary for particular works to be undertaken and will only apply
during such times and to such extent as shall be indicated by traffic
signs.
For the purpose of this notice the A1 Black Cat Roundabout shall be
referred to as Black Cat Roundabout.
The effect of the Order will be to –
1. Impose, for 24 hours daily, with no overtaking, a speed restriction
of –
1.1 40 miles per hour, 50 miles per hour or 60 miles per hour on the –
• A421 eastbound carriageway from 1140 metres west of Woodend
Lane overbridge, Roxton to its junction with Black Cat Roundabout,
• A421 westbound carriageway from its junction with Black Cat
Roundabout to the entry slip road at Renhold Interchange,
• A1 northbound carriageway from Tempsford junction overbridge to
its junction with Black Cat Roundabout,
• A1 southbound carriageway from the exit slip road at Wyboston
junction to its junction with Black Cat Roundabout,
• A428 eastbound carriageway from its junction with the eastern side
of Barford Road (Tesco`s) Roundabout to the entry slip road at
Cambourne Interchange,
• A428 westbound carriageway from the exit slip road at Hardwick
Interchange to its junction with the eastern side of Barford Road
(Tesco`s) Roundabout,
• circulatory carriageway of the A428 Caxton Gibbet Roundabout,
1.2 40 miles per hour or 50 miles per hour on the –
• A1 southbound carriageway from Black Cat Roundabout to the exit
slip road leading to Barford Road, Tempsford,
• A1 northbound carriageway from Black Cat Roundabout to the entry
slip road at Wyboston junction,
• Circulatory carriageway of Black Cat Roundabout, and
all slip roads within the lengths of carriageway described at 1.1 and
1.2 above.
2. Close, in phases (8pm – 6am), and for some full weekend periods,
the –
• A421 eastbound carriageway between A603 Cardington Interchange
and Black Cat Roundabout,
• A421 westbound carriageway between Black Cat Roundabout and
Renhold Interchange,
• A1 northbound and southbound carriageways between Sandy
Roundabout, Sandy and Wyboston junction,
• A428 eastbound carriageway from Barford Road Roundabout, St
Neots to the entry slip road at Cambourne Interchange,
• A428 westbound carriageway from the exit slip road at Hardwick
Interchange to Barford Road Roundabout, St Neots,
• slip roads within the lengths of carriageway described at 2 above,
and
• (close for 24 hours daily) the footway adjacent to the A1 northbound
carriageway from 10 metres south of School Lane Roxton to 461
metres north of Chawston Lane, Chawston.

eastbound traffic via A428, A1, A14 and A1198 to re-join the A428 at
Caxton Gibbet Roundabout; eastbound A14 prohibited traffic via
A428, A1, B1514 eastbound, A1307 southbound and A1198
southbound to re-join the A428 at Caxton Gibbet Roundabout;
westbound vice versa,
• A428 Eltisley to Caxton Gibbet Roundabout – eastbound traffic via
B1040 and A1198 to re-join the A428 at Caxton Gibbet Roundabout;
westbound vice versa, and
• Caxton Gibbet Roundabout and Cambourne Interchange –
westbound traffic via A428, A1303 and M11 southbound to exit at J12
then via A603 and A1198 to re-join the A428, (non-motorway traffic
will continue via A1303, A1134, A603 and A1198) eastbound traffic
vice versa.
During the footway closure, pedestrians will be directed to follow
School Lane, High Street, Bedford Road and Roxton Road, then
either, Chawston Lane or continue via Roxton Road to the Lane and
vice versa.
Local diversions will be in place where necessary.
Contraflow will be in operation at times (for 24 hours daily) on the –
• A1 northbound and southbound carriageways between Black Cat
Roundabout and Wyboston junction, and
• A428 eastbound and westbound carriageways between Caxton
Gibbet Roundabout and Cambourne Interchange.
A vehicle width restriction of 2 metres will be in place at times on the
lengths of carriageway described at 1 above, excluding the A421
westbound which will be 3.2 metres. Wide loads will either be held in
a bay and escorted through or diverted via the diversions as above.
Access to property will be maintained at all times during the closures.
All lay-bys adjacent to the lengths of closed carriageway described
above will be closed for 24 hours daily for the duration of the works.
The Order will revoke The A1 Trunk Road (Sandy to Wyboston), the
A421 Trunk Road (Renhold Interchange to A1 Black Cat Roundabout)
(Bedfordshire) and the A428 Trunk Road (Wyboston, Bedfordshire to
Hardwick, Cambridgeshire) (Temporary Restriction and Prohibition of
Traffic and Pedestrians) Order 2025 No 0387.
The temporary mandatory speed limits (which will not apply to
emergency service or special forces vehicles) closures (which will not
apply to emergency service, traffic officer, works or winter
maintenance vehicles) and diversion routes will be clearly indicated by
traffic signs.
The Order will come into force on 22 August 2025 and may continue
in force until the works detailed above have been completed.

ROYAL BOROUGH OF KINGSTON UPON THAMES
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough
of Kingston upon Thames on 18 August 2025 made the following
Order The Kingston upon Thames (Moving Traffic Restrictions)
(Amendment No. 7) Experimental Order 2025 under section 9 and 124
(insofar as applicable) to the Road Traffic Regulation Act 19841, as
amended, and all other powers thereunto enabling.
2. The general effect of the Order which will come into force on 1
September 2025, will introduce on an experimental basis a
“Pedestrian and Cycle Zone” as part of the “School Streets” initiative.
The experimental zone, in Lime Grove, New Malden (Christ Church,
New Malden School) between Coombe Road and Poplar Grove and
will operate Monday to Friday during school term time only from
8.15am to 9.15am and 2.30pm to 3.30pm.
Motor vehicles will be prohibited from entering the “Pedestrian and
Cycle Zone” during the operational hours, except for residents,’
school staff vehicles and Blue Badge holder vehicles with a need to
gain access may apply for an exemption relating to Zone SS13 which
will be granted by the Council if approved.
3. In pursuance of section 10 of the Road Traffic Regulation Act 1984,
a person authorised by the Royal Borough of Kingston upon Thames,
may, if it appears essential in the interests of the expeditious,
convenient and safe movement of traffic, or of the provision of
suitable and adequate parking facilities on the highway, or for
improving the amenities of the area through which any road affected
by this Order runs, and after consulting the Commissioner of Police of
the Metropolis, modify or suspend any provision of this Order.
4. Copies of the Experimental Order, the Council’s Statement of
Reason for making the Order and map schedules showing the
location and the effects of the Order may be inspected as follows:-

5. Any person desiring to question the validity of the Order or of any

relevant requirements thereof or any relevant regulations made
thereunder have not been complied with in relation to the Order may,
within six weeks from the date on which the Order was made, make
application for the purpose to the High Court. The Council will
consider in due course whether the provisions of the Experimental
Order should be continued in force indefinitely by means of an Order
made under sections 6 and 124 (insofar as applicable) of the Road
Traffic Regulation Act 1984.
6. Any person may make comments to the making of an Order for the
purpose of such indefinite continuation within a period of six months
beginning from the date on which the Experimental Order came into
force, or if the Experimental Order is varied or modified, beginning
with the date on which such variation or modification came into force.

these restrictions at the original location with 4.5m of existing ‘timed’
waiting restrictions (single yellow lines) and reducing the existing
'permit' at the new location by 3.55m - this is an administrative
exercise to more closely match what is on the street, no physical
changes will be made to this existing cycle hangar and waiting
restrictions (yellow lines) in Bethwin Road.

1. NOTICE IS HEREBY GIVEN that the LBWF (the Council) on 14th
August 2025 made the above-mentioned Orders under sections 6, 45,
46, 49 and 124 of and Part IV of schedule 9 to the Road Traffic
Regulation Act (RTRA) 1984.
ENVIRONMENT & INFRASTRUCTURE
2. The general effect of the Orders will be to continue indefinitely the
provisions of The Waltham Forest (Charged-For Parking Places)
(Amendment No. 200) Experimental Order 2024, The Waltham Forest
(Free Parking Places, Loading Places and Waiting, Loading and
Stopping Restrictions) (Amendment No. 195) Experimental Order
2024, and The Waltham Forest (Prescribed Routes) (Cecil Road E11)
Experimental Traffic Order 2024 the effects of which in: Cecil Road
E11:
a. suspended a whole permit parking place (bay) and provided double
yellow line "at any time" waiting restrictions, (dyls) on its west side
immediately south of No. 17 Cecil Road (Rd); and
b. closed to all motorised vehicular traffic the full width of the highway
between the south-west facing boundary wall of No. 17 Cecil Rd and
its junction with Harrow Rd and provide dyls on the north side of the
closure at 90 degrees to the kerb lines.
3. Copies of the Orders, which will come into operation from 26th
August 2025, and all other relevant documents can be inspected until
the expiration of a period of 6 weeks from that date on request by
either emailing [email protected] or visiting (*by
appointment) the Highways and Traffic Management office, Low Hall.
Argall Avenue E10 7AS during normal office hours on Mondays to

Borough of Tower Hamlets on 21st August 2025 made the above-
mentioned Orders under the Road Traffic Regulation Act 1984 and the
Traffic Management Act 2004 (as amended)
The effect of these orders is as follows (PTO 2230):
2. a) To introduce parking restrictions, by way of an off- Street parking
places order, in the Bethnal Green East Ward in LB Tower Hamlets (to
operate ‘at all times’) as detailed in the schedule below.
b) The above-mentioned parking controls will include Permit holder
bays, blue badge bays, Visitor bays, Contractor bays and Motorcycle
bays.
c) For Permit holder parking bays, vehicles must be parked wholly
within permitted individual numbered parking bays with a valid permit
commensurate to that bay,
d) ‘At any time’ waiting restrictions (double-yellow lines) will be
provided on all kerbside not designated as parking, in these off-street
areas (car parks), vehicles would be prohibited from waiting other than
in marked out parking bays.
e) The charges for the bay holder parking permits are £100 per year
and free for Disabled Residents.

Notice is hereby given that a virtual meeting of the creditors of the
above-named Company is being convened by Sally Anne
Subramaniam, to be held on 25 July 2023 at 11:15 AM for the
purpose provided for in section 100 of the Insolvency Act 1986 and to
consider a resolution specifying the terms on which the appointed
Liquidator is to be remunerated.
Creditors entitled to attend and vote at the virtual meeting may do so
personally or by proxy. A creditor can attend the virtual meeting in
person and vote, and is entitled to vote if they have delivered proof of
their debt by no later than 4 p.m. on the business day before the
meeting. If a creditor cannot attend in person, or does not wish to
attend but still wishes to vote at the meeting, they can either nominate
a person to attend on their behalf, or they may nominate the Chair of
the meeting, who will be a director of the Company, to vote on their
behalf. Creditors must deliver their proxy by no later than the
commencement of the meeting. Creditors must deliver all proofs of
