JUPP ROAD WEST, E15 (TEMPORARY PROHIBITION OF TRAFFIC
AND PARKING RESTRICTIONS), ORDER 2016
Coming into force: Monday 9th May 2016
WHEREAS the Council of the London Borough of Newham (“the
Council”) being the traffic authority, in the said London Borough, is
satisfied that vehicular traffic on lengths of road(s) shown within
Schedule 1 below, should be prohibited or restricted, to prevent
danger to the public, whilst major construction works are carried out.
NOW, THEREFORE, the Council in exercise of the powers conferred
by Section 14(1) and s15(2) of the Road Traffic Regulation Act 1984
(a) (“The Act”) as amended by the Road Traffic (Temporary
Restrictions) Act 1991 (b), and of all other enabling powers, hereby
intends to make the following Order no less that 21 days from the
date of this notice, the Council being satisfied that these works will
not be completed until December 2018, and having been advertised
in the London Gazette and local newspapers.:-
ENVIRONMENT & INFRASTRUCTURE
1. The Order may be cited as the London Borough of Newham, Jupp
Road West, E15 (Temporary Prohibition of Traffic and Parking
Restrictions), Order 2016, and shall come into force on Monday 9th
May 2016 and expire on Saturday 8th December 2018
2. No person shall cause any vehicle to park or remain on the sections
of roads specified in Schedule 1 below, at such times when
appropriate traffic signs are displayed in accordance with the Traffic
Signs Regulations and General Directions 2002(c).
3. Without prejudice to the validity of anything done or to any liability
incurred in respect of any act or omission before the coming into
force of this Notice, the Newham (Waiting and Loading Restriction)
(Special Parking Area) Order 2011 (d) shall apply to the roads or parts
of roads mentioned in paragraph 2 above as if, for the purposes of the
application of Article 5(1) of that Order to the said lengths of street,
the prescribed hours were “at any time” or as displayed.
4. Nothing in this Order shall apply to vehicles being used for Fire,
Ambulance or Police purposes, or with the permission or at the
direction of a Police Constable in uniform, or a Traffic Warden.
Nothing in paragraph 2 of the Order shall apply to vehicles necessarily
used in connection with the works.
5. Reasonable access will be maintained to all adjoining property. A
diversion route will be via Carpenters Road, Gibbins Road, Kennard
Road and Jupp Road.
6. The Order will expire on Saturday 8th December 2018 or on
completion of the works, whichever is earlier.

2. The general effect of the proposed Orders will be:-
(a) to introduce Car Club parking places to operate “at any time” at

3. FURTHER NOTICE IS HEREBY GIVEN that the Council of the
London Borough of Waltham Forest on 18th April 2016 made the
above-mentioned permanent Orders under sections 6, 45, 46, 49 and
124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act
1984. The Orders will come into force from 18th April 2016.
4. The general effect of the permanent Orders will be:
(a) to continue indefinitely: The Waltham Forest (Walthamstow Market
East CPZ) (Parking Places) (Amendment Nos. 4, 6 (and associated
modification No. 1), 7, 8 and 11) Experimental Orders of 2014/2015
and The Waltham Forest (Waiting and Loading Restrictions)
(Amendment Nos. 62 (and associated modification No. 1) and 69)
Experimental Orders of 2015 so that the hours for single yellow line
waiting restrictions and permit parking controls are amended from
between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive
to 8 a.m. to 9.30 p.m. on Mondays to Saturdays inclusive and on
Sundays 10 a.m. to 9.30 p.m. inclusive in various roads east and west
of Hoe Street in the ME CPZ zone on a permanent basis and to make
space for the provision of secure bicycle parking structure and build
outs for the planting of trees in Cleveland Park Avenue.
(b) in Cleveland Park Avenue E17 - formalise as permanent Orders
the existing double yellow line “at any time” waiting restrictions (after
their expiration as temporary restrictions) on (1) both sides, of its
junction with Hatherley Road (11.5 metres on the east side and 10
metres on the west side of the junction); reinstate to their pre-
temporary Order arrangement, double yellow lines on (2) the west
side,
(i) outside No. 8, extending these by 0.3 metres, formalising the
existing “No Loading” “at any time” restriction at the same location
and extending ME permit parking space by 6.5 metres outside No. 6;
(ii) outside Nos. 10, extending these by 1.1 metres, formalising the
“No Loading” “at any time” restriction at the same location and
extending ME permit parking space by 5.9 metres outside No. 12; and
(iii) outside No. 26, reducing by 2.5 metres, formalising the “No
Loading” “at any time” restriction at the same location and extending
ME permit parking space by 2.5 metres outside No. 26;
NB/ The original single yellow line waiting restrictions outside Nos. 6,
12 and 26 Cleveland Park Avenue before the temporary Order
arrangement will be removed to allow for the extension of ME permit
parking space. The operational hours for the extension of permit
parking space will be between 8 a.m. and 9 p.m. Mondays to
Saturdays and Sundays 10 a.m. to 9.30 p.m. inclusive;
(c) in Cleveland Park Crescent E17 - formalise as permanent Orders
the existing “No Loading” “at any time” restrictions (after their
expiration as temporary restrictions) on (1) both sides of the
northernmost arm, from its junction with Cleveland Park Avenue for
a distance of 5.5 metres (adjacent Nos. 8 and 10 Cleveland Park
Avenue) and (2) both sides of the southernmost arm, from its
junction with Cleveland Park Avenue for a distance of 4.6 metres
(adjacent Nos. 24 and 26 Cleveland Park Avenue).
5. Documents giving more detailed particulars of the permanent

on which this notice is published until the end of a period of 6 weeks

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Waltham Forest on 18th April 2016 made the above-
mentioned Order under sections 6 of the Road Traffic Regulation Act
1984, as amended.
2. The general effect of the Order, as part of the “Play Street” events
scheme will be to prohibit all vehicles (other than for access purposes)
from entering Oakfield Road E17 between its junctions with
Cumberland Road and Mount Pleasant Road between the hours of
9.00 a.m. and 1.00 p.m. on the last Sunday of every month between
October and February and between 2.00 p.m. and 6.00 p.m. on the
last Sunday of every month between March and September.

In order to improve parking opportunities for residents of the section
of East Barnet Road EN4 between Margaret Road and Victoria Road,
the general effect of the Orders will be to introduce a resident permit
scheme for use in the East Barnet Road “northern” and East Barnet
Road “southern” car parks, which would entitle vehicles displaying a
valid permit to park in designated resident permit holders only bays in
the aforementioned car parks between their operational periods of
9am to 5pm, Monday to Friday.
Residents of the address range outlined in Schedule 1 to this Notice
will be eligible to purchase a permit at a cost of £200 per permit per
annum, up to a maximum of 4 permits per household. Each permit will

1 to 4 inclusive to this Notice would be revoked;
(i) to make minor drafting amendments to the existing waiting
restrictions in The Green to conform with the current on-site layout.
3. The prohibitions referred to in sub-paragraph 2(a) to (e) inclusive
above would not apply in respect of anything done with the
permission or at the direction of a police constable in uniform or in
certain circumstances, e.g., the picking up or setting down of
passengers; the carrying out of statutory powers or duties; the taking
in of petrol, etc., from roadside petrol stations; to licensed street
traders, etc. The usual exemption relating to vehicles displaying a
disabled person’s “Blue Badge” would apply.
4. The general effect of the ‘Parking Places Amendment’ Order would
be to:—
(a) increase in length the existing permit holders only parking place in
Harvist Road to enable the removal of ‘8.00 a.m. to 6.30 p.m. Monday
to Friday inclusive’ single yellow line waiting restriction;
(b) shorten in length the existing Wembley Event Day parking places
in Church Lane, Thirlmere Gardens and Windermere Avenue to enable
the installation of at any time waiting restrictions.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Brent propose to make the above mentioned Orders
under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to
the Road Traffic Regulation Act 1984, as amended by section 8 of
and Part I of Schedule 5 to the Local Government Act 1985, the
Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
2. The general effect of the ‘Disabled Persons Parking Places’ Order
would be to:—
(a) designate parking places in certain lengths of the streets specified
in Schedule 1 to this Notice in which vehicles authorised by the Order
may be left for any period without charge;
(b) provide that the parking places would operate “at any time”;
(c) specify, in respect of the parking places, that disabled persons’
vehicles displaying in the relevant position a disabled person’s badge
(commonly referred to as “the Blue Badge”) issued by any local
authority under the provisions of the Disabled Persons (Badges for
Motor Vehicles) (England) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in
certain circumstances, e.g., to allow persons to board or alight
(maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the existing disabled parking places outside No. 3 Ardley
Close, NW10 0HE; No. 16 Belton Road, NW2 5PE; No. 20 District
Road, HA0 2LD; No. 213 Dollis Hill Lane, NW2 6EY; No. 91 Mortimer
Road, NW10 5TN and No. 52 Norton Road, HA0 4RF.
3. The general effect of the ‘Free Permit Parking Places’ Order would
be to:
(a) re-designate existing free parking places for vehicles displaying a
disabled person’s badge (commonly referred to as “the Blue Badge”)
in the streets specified in Schedule 2 to this Notice to free
personalised parking places for vehicles displaying a Brent issued
personalised disabled persons parking places permit issued under the
Order;
(b) designate further free personalised parking places for vehicles
displaying a Brent issued personalised disabled persons parking
places permit issued under the Order in the streets specified in
Schedule 3 to this Notice;
(c) provide that the parking places specified in Schedules 2 and 3 to
this Notice would operate “at any time”;
(d) provide that a permit may be issued by the Council on application
being made by a disabled person in possession of a Brent issued blue
badge and:
(i) in receipt of the Disability Living Allowance with the higher rate of
mobility component for an indefinite period; or
(ii) in receipt of the higher rate of Attendance Allowance for applicants
aged 65 or over; or
(iii) where the applicant does not drive and has appointed a
nominated carer to drive for them, the carer is in receipt of the Carer’s
Allowance award;
(e) revoke the existing personalised disabled parking place outside
No. 15 Brooksville Avenue, NW6 6TH.
4. The general effect of the ‘Parking Places Amendment’ Orders
would be to:—
(a) shorten in length existing permit holders only parking places in
Hiley Road and Victoria Road to enable the installation of a disabled
persons parking place;
(b) shorten in length existing shared use parking place in High Street,
Harlesden to enable the installation of a doctor’s only place;
(a)shorten in length the existing Wembley Event Day parking place in
Woodheyes Road to enable the installation of a disabled persons
parking place;
(b) increase in length the existing Wembley Event Day parking place in
Norton Road following the revocation of the no longer required
disabled persons parking place;
(c) increase in length existing permit holders only parking place in
Belton Road following the revocation of the no longer required
disabled persons parking place.
5. The general effect of the ‘Doctor Parking Places’ Order would be
to:—
(a) designate a parking place in High Street, Harlesden for No190
High Street, Harlesden;
(b) provide that:
(i) vehicles displaying a permit issued under the Order may be left in
the parking place;
(ii) the parking place would be in operation between 7.30 a.m. and
8.00 p.m. on any day of the week;
(iii) a permit may be issued by the Council on application being made
by legally qualified medical practitioners;
(iv) the charge in connection with the issue of permits for the use of
the parking place (which consists of one parking bay) would be £150
and that the permits would be valid for a period of 12 months.
6. A copy of the proposed Orders, of relevant Orders of 2001, 2004,
2008 and 2012 (and of any Orders which have amended those
Orders), of the Council’s statement of reasons for proposing to make
the Orders and of maps which indicate each length of road to which
the Orders relate can be inspected during normal office hours on
Mondays to Fridays inclusive until the end of a period of 6 weeks from
the date on which the Orders are made or the Council decides not to
make the Orders at Brent Customer Services, Brent Civic Centre,

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Brent on 11 July 2016 made the above-mentioned Orders

the lengths of streets specified in Schedules 1 to this Notice;
(d) the sale or offer for sale of goods from a vehicle will be prohibited
(except on Sundays in the lengths of streets specified in Schedules 1
to 2 inclusive to this Notice) unless there is in force a valid licence
issued by the Brent Borough Council or the goods are immediately
taken into or delivered at premises adjacent to the vehicle from which
the sale is effected;
(e) the use of any vehicle or of any animal or the wearing of fancy
dress or other costume, wholly or mainly for the purpose of
advertising will be prohibited in the lengths of streets specified in
Schedules 1 to 2 inclusive to this Notice;
(f) any existing prohibition on the waiting by vehicles, the sale or offer
for sale of goods from a vehicle or the use of any vehicle or animal or
the wearing of fancy dress or other costume wholly or mainly for the
purpose of advertising in the lengths of streets specified in Schedules
1 to 2 inclusive to this Notice will be revoked.
3. The prohibitions referred to in sub-paragraph 2(a) to (c) inclusive
above will not apply in respect of anything done with the permission
or at the direction of a police constable in uniform or in certain
circumstances, e.g., the picking up or setting down of passengers;
the carrying out of statutory powers or duties; the taking in of petrol,
etc., from roadside petrol stations; to licensed street traders, etc. The
usual exemption relating to vehicles displaying a disabled person’s
“Blue Badge” will apply.
4. The general effect of the ‘City Car Club’ Order will be to:—
(a) provide a parking place for car club vehicles in Leghorn Road, the
north-east side, from a point 3.00 metres south-east of the north-
western extremity of Leghorn Road south-eastward for a distance of
10.50 metres;
(b) revoke the existing City Car Club free parking place in Rucklidge
Avenue.
5. The general effect of the ‘Parking Places Amendment’ Order will be
to make minor drafting amendments to the existing pay and display
only parking place in Leghorn Road following the installation of a City
Car Club free parking place.
6. Copies of the Orders, which will come into operation on 25 July
2016, of maps of the relevant areas and of the above-mentioned
Orders of 1979 and 2010 (and of any Orders which have amended
those Orders) can be inspected during normal office hours on
Mondays to Fridays inclusive until the end of six weeks from the date
on which the Order were made at Brent Customer Services, Brent
Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.
7. Copies of the Orders may be purchased from the address

8. Any person desiring to question the validity of any of the Orders or
of any provision contained therein on the grounds that it is not within

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Harrow proposes to make the above mentioned orders
under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the
Road Traffic Regulation Act 1984 as amended by the Local
Government Act 1985 and all other enabling powers.
ENVIRONMENT & INFRASTRUCTURE
2. The general effect of the orders would be to include the entirety of
West Avenue in the existing Controlled Parking Zone L (CPZ). The
additional extent of West Avenue proposed to be included in the
zone, are addresses 47a to 63 and 56 to 80, between the junctions of
Hillcroft Avenue and Church Avenue.
The proposed hours of operation of the CPZ extension are the same
as those of the existing Zone L, which are 10am to 11am Monday to
Friday. Designated permit holder only parking places would be
provided in West Avenue to allow Zone L permit holders and visitor
permit holders to park during the controlled hours. Permit parking
places are proposed where it is safe to do so, without causing
obstruction to dropped kerbs.
3. Permits if required would cost the following per household: 1st
vehicle £70, 2nd vehicle £105, 3rd vehicle £140, 4th and subsequent
vehicles £175 each. Visitor permits would cost £17.50 per quantity of
ten, 50% discount for OAP’s.
4. The general effect of the waiting and loading restriction amendment
order would be to further amend The Harrow (Waiting and Loading
Restriction) Traffic Order 2014, by providing waiting restrictions for
the proposed operational zone time across driveways or opposite
parking places.
5. The general effect of the parking places amendment order would
be to further amend The Harrow (Parking Places) Traffic Order 2014,
so as to make provision for all the proposed designated on-street
permit parking places in West Avenue.
6. The restrictions referred to in this notice would not apply in respect
of anything done at the direction of a police constable in uniform or
with the permission of a civil enforcement officer or other person
authorised by the Council or in certain circumstances, such as the
picking up or setting down of passengers, or the carrying out of
statutory powers or duties. The usual exemption relating to vehicles
lawfully displaying a disabled person’s “Blue Badge” would apply.

under Sections 6, 124 and Part IV of Schedule 9 of the Road Traffic
Regulation Act 1984 as amended by the Local Government Act 1985
and all other enabling powers.
2. The general effect of the order would be to amend the Harrow (Free
Parking Places) (Disabled Persons) Traffic Order 2012 so as to:—
(a) introduce free parking places for disabled persons lawfully
displaying disabled person’s badges in the length of street specified
in schedule 1 to this notice (these spaces to operate at any time);
(b) to remove the existing disabled person’s parking spaces in the
roads listed in schedule 2 to this notice.
3. The prohibitions referred to in paragraph 2 (a) above would not
apply in respect of anything done at the direction of a police
constable in uniform or with the permission of a civil enforcement
officer or other person duly authorised by the council or in certain
circumstances, including when:—
(a) the vehicle is used for fire brigade, ambulance or police purposes
or, not being a passenger vehicle, is being used in the service of a
local authority in pursuance of statutory powers or duties provided
that in all the circumstances it is reasonably necessary in the exercise
of such powers or the performance of such duties for the vehicle to
wait in the parking place in which it is waiting; or
(b) the vehicle is waiting while postal packets addressed to premises
adjacent to the parking place in which the vehicle is waiting are being
unloaded from the vehicle or, having been unloaded therefrom, are
being delivered, or while postal packets are being collected for
loading on the vehicle from premises or posting boxes adjacent to the
parking place in which the vehicle is waiting or, having been so
collected, are being loaded thereon.

The Scottish Ministers hereby give notice that they have determined
that their proposal to resurface a stretch of the A78 southbound
carriageway between Sharphill Roundabout and Pennyburn
Roundabout on the A78 trunk road is—
(a) not a project which falls within Annex I of Council Directive No.
85/337/EEC on the assessment of the effects of certain public and
private projects on the environment as amended by Council Directive
No. 97/11/EC and Council Directive No. 2003/35/EC of the European
Parliament and Council;
(b) is a relevant project within the meaning of Sections 20A(9) and
55A(7) of the Roads (Scotland) Act 1984, and falls within Annex II of
the said Directive but that having regard to the selection criteria
contained in Annex III of the Directive it should not be made subject
to an environmental impact assessment in accordance with the
Directive,
and accordingly the project does not require the publication of an
Environmental Statement.

the Council or its authorised agent;

The Council of the Royal Borough of Greenwich, after consulting the
Commissioner of Police of the Metropolis, in exercise of the powers
conferred by section 84 of the Road Traffic Regulation Act 1984a, and
of all other powers thereunto enabling, hereby makes the following
Order:
ENVIRONMENT & INFRASTRUCTURE
1. This Order may be cited as the Greenwich (20 MPH Speed Limit)
(No. 5) Traffic Order 2017 and shall come into force on 26th June
2017.
2. (1) In this Order:
“enactment” means any enactment, whether public general or local
and includes any order, byelaw, rule, regulation, scheme or other
instrument having effect by virtue of an enactment;
“motor vehicle” has the same meaning as that given in section 136 of
the Road Traffic Regulation Act 1984;
“speed limit” has the same meaning as that given in Schedule 1 to the
Traffic Signs Regulations and General Directions 2016b ; and
“special forces” means those units of the home forces the
maintenance of whose capabilities is the responsibility of the Director
of Special Forces or which are for the time being subject to the
operational command of that Director.
(2) Any reference in this Order to any enactment shall be construed as
a reference to that enactment as amended, applied, consolidated, re-
enacted by or as having effect by virtue of any subsequent
enactment.
3. No person shall cause or permit any motor vehicle to proceed at a
speed exceeding 20 miles per hour in a road specified in column 2 of
the Schedule to this Order.
4. Nothing in Article 3 shall apply to motor vehicles used for naval,
military or air force purposes if being driven by a person for the time
being subject to the orders of a member of the armed forces of the
Crown on an occasion when:
(a) the person driving the vehicle is a member of the special forces;
and
(b) the vehicle is being driven:
(i) in response, or for practice in responding, to a national security
emergency by a person who has been trained in driving vehicles at
high speeds; or
(ii) for the purpose of training a person in driving vehicles at high
speeds.
5. Without prejudice to the validity of anything done, or to any liability
incurred in respect of any act or omission before the coming into
force of this Order, the Greenwich (20 MPH Limit) (No. 3) Traffic Order
2016 is hereby revoked.

The Welsh Ministers propose to make an Order in exercise of their
powers under section 84(1)(c), (1A) and (2) of the Road Traffic
Regulation Act 1984.
The effect of the proposed Order will be to introduce a part-time 20
mph speed limit on the length of the A44 trunk road at Penweddig,
Aberystwyth, Ceredigion that extends from a point 45 metres north-
west of the centre-point of its junction with Padarn Crescent to a
point 11 metres south-east of the centre-point of its junction with St
David’s Road in order to reduce the speed of traffic and promote
pedestrian safety near Penweddig Comprehensive School, St
Padarn’s Catholic Primary School, Ysgol Gymraeg Aberystwyth and
Plascrug Community Primary School. This reduced speed limit is only
expected to apply for limited periods of the day during school term
time.

The Welsh Ministers propose to make an Order in exercise of their
powers under section 84(1)(c), (1A) and (2) of the Road Traffic
Regulation Act 1984.
The effect of the proposed Order will be to introduce a part-time 20
mph speed limit on the length of the A487 trunk road described in
Schedule 1 to this Notice in order to reduce the speed of traffic and
promote pedestrian safety near Penparc Community Primary School
at Penparc, Ceredigion. It is only expected to apply for limited periods
of the day during school term time.
A 40 mph speed limit will also be introduced on the lengths of the
A487 trunk road described in Schedule 2 to reduce the speed of
traffic on the approaches to the school.
During a period of 21 days from 21 June 2017 a copy of the proposed

THE WELSH MINISTERS PROPOSE TO MAKE AN ORDER IN
EXERCISE OF THEIR POWERS UNDER SECTION 84(1), (1A) AND
(2) OF THE ROAD TRAFFIC REGULATION ACT 1984.
The effect of the Order will be to impose a 30 mph speed limit on the
length of the A487 trunk road described in Schedule 1 to this Notice.
A part-time 20 mph speed limit will also be imposed on the length of
the A487 trunk road described in Schedule 2 to this Notice in order to
minimise the likelihood of danger to the public in connection with
pedestrian movements near Ysgol Gynradd Eglwyswrw, Crymych,
Pembrokeshire. The part-time 20 mph speed limit is only expected to
apply for limited periods of the day during school term time and at all
other times the existing 30 mph speed limit will remain in force.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Enfield on 9th October 2017 made the Enfield (Off-Street
Parking Places) (Housing Estates and Other Residential Properties)
Order 2017, the Enfield (On-Street Parking Places) (Housing Estates
and Other Residential Properties) Order 2017, the Enfield (Free
Parking Places) (Disabled Persons) (No. 7) Order 2017 and the Enfield
(Waiting and Loading Restriction) (Amendment No. 141) Order 2017,
under sections 6, 35, 45, 46, 49 and 124 of and Part IV of Schedule 9
to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to introduce parking
controls in the parking areas relating to the properties specified in
items 1 to 4 of the Schedule to this Notice and in the road specified in
item 5 of that Schedule. The parking controls will be enforced under
the provisions of the Traffic Management Act 2004 which means that
Penalty Charge Notices could be issued by the Council’s Civil
Enforcement Officers to vehicles that contravene the parking controls
and vehicles may be towed away, in the same way as on the public
highway. The same rights of appeal to an adjudicator will also apply.
ENVIRONMENT & INFRASTRUCTURE
3. The parking controls referred to in paragraph 2 above, will operate
at all times and as follows –
(a) all the existing parking bays and double yellow lines in the parking
areas and road will remain;
(b) new double yellow lines, on which vehicles will be prohibited from
waiting at any time, will be introduced in some parts of the parking
areas and road;
(c) where an existing parking bay is not currently indicated as being
for the use of a particular vehicle, then in future only vehicles
displaying the appropriate resident’s parking permit for that parking
area or road (or a contractor’s permit or a staff permit) will be
permitted to park in these parking bays;
(d) where an existing parking bay is indicated as being for the use of a
disabled person’s vehicle, then only a vehicle displaying a disabled
person’s blue badge will be permitted to use that bay;
(e) where an existing parking bay is indicated as being for the use of
motor cycles, then only motor cycles will be permitted to use that bay;
(f) vehicles will have to be parked wholly within the marked parking
bays at all times;
(g) resident’s parking permits will only be issued to residents living at
a property or in the road specified in the Schedule to this Notice, they
will be limited to one permit per household and each permit will allow
one vehicle to park in the parking area or road where the resident
lives;
(h) contractor’s parking permits and staff parking permits will only be
issued to eligible contractors and Council staff working at properties
or in the road specified in the Schedule to this Notice (this will include
staff working for Christian Action Housing Association in the case of
Dover House and Calais House);
(i) in addition, parking permits will only be issued in respect of
passenger vehicles or commercial vehicles/vans that are not more
than 2 metres high, or motor cycles and provided the vehicle does not
have a SORN made in respect of it;
(j) the charge for a resident’s parking permit will be £50 for 1 year, the
charge for a contractor’s parking permit will be £10 for 1 week and
the charge for a staff parking permit will range from £55 for 1 year for
a vehicle of 1000cc or less up to £330 for 1 year for a vehicle of
3000cc or more.
4. The Orders, as originally proposed, would have introduced the
above parking controls in Warley Road and in the parking area
relating to Nos. 109 to 219 (odd numbers, inclusive) and Nos. 229 to

parts of the original proposals will not be introduced at this time.

This Notice is given by The Mayor & Burgesses of the London
Borough of Barking and Dagenham, Town Hall, 1 Town Square,

The intention of the London Borough of Barking and Dagenham
to demolish flats at the eastern end of Gascoigne Estate

The Council is required, by Schedule 5A of the Housing Act 1985, to

• The Council intends to demolish the following buildings:

• The demolition of the blocks of flats is necessary for the
regeneration of the eastern end of Gascoigne Estate (Gascoigne East)
and is integral to the scheme which will deliver an improvement in
both the quality and number of homes in the Borough.
• The Council intends to demolish the blocks of flats by 16 October
2019.
• The Council has served initial demolition notices upon the tenants of
the flats. These notices will remain in force until 16 October 2019,
unless revoked or otherwise terminated under or by virtue of
paragraph 3 of Schedule 5A of the Housing Act 1985.
OTHER NOTICES
• This initial demolition notice is an extension of the initial demolition
notice dated 17 October 2012 and permission to do so has been
granted by the Secretary of State under powers conferred by
paragraph 15 of Schedule 5 of the Housing Act 1985.
• Whilst this Notice is in force the Council will not be under an
obligation to make such a grant as is mentioned in section 138(1) of
the Housing Act 1985 in respect of any claim to exercise the right to
buy in respect of any of the flats.
• There may be a right to compensation under section 138C of the
Housing Act 1985 in respect of certain expenditure incurred in relation
to any existing right to buy claim.

1. The London Borough of Barnet (“the Council”) has submitted the
above named compulsory purchase order to the Secretary of State for
MHCLG for confirmation. If confirmed, it will authorise the purchase of
land (“the Order Land”) and new rights over land (“the Rights Land”)
which forms part of an open space, as defined in the Act; that is, land
laid out as a public garden, or used for the purposes of public
recreation, or a disused burial ground.
2. The order will be subject to special Parliamentary procedure unless
the Secretary of State for Housing Communities and Local
Government gives a certificate in accordance with the provisions of
paragraph 6 of Schedule 3 to the Act. The Secretary of State has
been asked by the Council to certify:
(a) under paragraph 6(1)(a) of Schedule 3 that the Rights Land, when
burdened with the new right[s], will be no less advantageous to those
persons in whom it is vested and other persons, if any, entitled to
rights of common or other rights, and to the public, than it was before.
3. The Rights Land and the rights which are to be acquired over it are
described in the Schedule to this Notice. On the plan referred to in
paragraph 5 below, the Order Land is shown coloured pink and the
Rights Land is shown coloured blue.
4. The Secretary of State for Housing Communities and Local
Government is required to direct the Council to give public notice of
his intention to give a certificate before he reaches a decision, to
afford an opportunity for representations and objections to be made.
