In exercise of the powers conferred by sections 6 and 124 of, and
Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 and of
all other powers, NOTICE IS HEREBY GIVEN that the Common
Council of the City of London, pursuant to arrangements made with
the Council of the London Borough of Camden under section 101 of
the Local Government Act 1972, has made the order set out in
section 1 to this notice, with the effect set out in section 2 to this
notice, by amending the order set out in section 3 to this notice.
1. The following order will be made and shall become effective on
19th August 2024;

No. 28) Order 2024
2. The order set out in section 1 to this notice will have the following
effect;
Chancery Lane - to prohibit motor vehicles proceeding in Chancery
Lane south of its junction with Carey Street or in Carey Street, to enter
into the length of Chancery Lane that lies north of its junction with
Carey Street between 7 am and 7 pm on Monday to Friday inclusive,
except taxis and vehicles requiring access to properties or to parking
and loading facilities in Chancery Lane, north of Carey Street.
3. The order will be made by amending the following Order;

The Council proposes to make changes to the following Order under
the Road Traffic Regulation Act 1984 (as amended)
THE TOWER HAMLETS (OFF STREET PARKING PLACES) ORDER
1. The general effect of these proposals will be (PTO 2211):
a) to introduce parking restrictions by way of an off- Street Car Park in
the Bow east and Bow west Wards of LB Tower Hamlets (to operate
‘at all times’) in the schedule below;
b) the above-mentioned parking controls will include Permit holders
and Visitor parking bays.
c) For Permit holder parking bays (including personalised disabled
persons parking bays), vehicles must be parked wholly within
permitted individual numbered parking bays with a valid permit
commensurate to that bay;
d) ‘At any time’ waiting restrictions (double-yellow lines) will be
provided on all on-street kerbside not designated as parking, in these
off-street areas (car parks), vehicles would be prohibited from waiting
other than in marked out parking bays;
e) The charges for the bay holder parking Permits are £100 per year

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Tower Hamlets on the 08th August 2024 made the above-
mentioned Orders under the Road Traffic Regulation Act 1984 and the
Traffic Management Act 2004 (as amended)
2. The effect of these orders is as follows:
PTO 2198 – Cotall Street:
a) To introduce a Restricted Parking Zone located in Bartlett Park,
from a point 10m northeast of the flank wall of no.2 for a distance of
27m (comprising the full width of the highway), in which waiting and
loading by vehicles would be prohibited at any time other than in
marked bays to operate ‘at all times’.
b) vehicles would only be allowed to park in the three disabled
persons’ parking places and would only be for use by vehicles
displaying a disabled persons badge for a maximum of 3 hours and
no return same day.
PTO 2199 – Wick Lane: a) outside no.101-505 The Greenway
building, to introduce a 25m Bus stop clearway by removing the
single yellow line, and b) north of the above building, convert 9m of
single yellow line into double yellow line.
ENVIRONMENT & INFRASTRUCTURE
PTO 2200 – Portman Place: a) To convert the single yellow lines into
double yellow lines on: (i) the whole north side between Sceptre Road
and Globe Road, (ii) on both sides of Sceptre Road between no.91
and the south kerb of Portman place, and (iii) on both sides of
Hadleigh Street between Wessex Street and Sceptre Road; b)
Between no.7-13 to extend the existing resident parking bay east
wards by approx. 13m in an easterly direction by removing the single
yellow line.
PTO 2201 – Cavell Street: Outside no.60 by removing double yellow
lines, extend northwards the existing business bay by 5m.
PTO 2205 – Stepney way / New Road. Fieldgate Street /
Greenfield Road / Plumbers Row:
(In this notice ‘At Any Time’ is referred to as ‘aat’ hereafter):
a) Stepney Way:
• East of Turner Street (northside) - by removing the no waiting /
loading aat, to introduce: (i) a Shared use (Permit / Payment parking)
bay of 16.5m; and (ii) a Resident parking bay of 11m.
• Between New Road and Turner Street (by removing the zebra
crossing), to change the following on the: (a) northside – (i) From the
east kerb of New Road, extend eastwards the double yellow lines to

(ii) Introduce no loading at any time to accompany the existing double
yellow line east of New Road.
b) New road:
• Between no.87-97 – introduce a zebra crossing by removing the
double yellow lines, no loading aat and approx. 26m of the existing
business permit holder parking bay at its northern end:
• Outside no.77 Remove 4m of business permit holder bay at its
southern end and introduce double yellow lines for a dropped kerb
access.
• Between no. 77-85, to convert 19m of the existing Business permit
holder parking bay into a shared use parking bay (operating Mon- Fri
8.30am to 5.30pm): for Loading only (restricted to 40 mins and no
return within 2 hours) to operate between 8.30am to noon and
Business / Pay by Phone to operate noon to 5.30pm.
c) Fieldgate Street:
• Introduce no loading aat on Fieldgate Street to accompany the
double yellow lines on both sides of the corners with / and on Myrdle
Street.
• Convert the single yellow lines into double yellow lines and
introduce no loading aat restrictions on: (i) Fieldgate Street - both
sides of the junction with Parfett Street, (ii) on Parfett Street - 10.5m
on the west kerbside and 6.2m on the east side, (iii) Fieldgate Street -
both sides of the junction with Settles Street, and (iv) on Settles Street
- 21m on the west kerbside and 10m on the east side.
• Northside outside no.5 – remove 2m of the resident parking bay at
its western end and replace with no waiting and no loading aat.
• Between no.1-5 – introduce no loading aat: (i) on the north side, to
replace the existing no loading 7am to 12pm and 4pm to 8pm, and (ii)
southside to accompany the double yellow lines.
• Introduce no loading at any time: along the whole Northside to
accompany the existing double yellow lines between Plumbers Row
and New Road.
d) Greenfield Road:
• East side, opposite no.75 – (i) remove 5m of shared use bay at its
southern end and replace with no waiting and no loading aat, and (ii)
extend northwards by 5m the existing Payment parking bay by
removing the no waiting and no loading aat.
• East side, outside no. 59-66 London School of Commerce & IT – (i)
Amend the Friday limited 2-hour free parking bay into a Permit holder
only (Mon – Thurs 8.30am to 5.30pm), no Waiting Friday 8.30am to
12.30pm & 2.30pm to 5.30pm, and free parking between 12.30pm to
2.30pm, and (ii) by removing the double yellow line extend the existing
the Friday limited 2-hour parking bay northwards.
• West side– (i) outside no.75 – (a) Convert the single yellow line into
double yellow line, and (b) Introduce 8m of no loading aat, south of
the adjacent permit holder parking bay; and (ii) Introduce no loading at
any time on both sides of the junction at Coke Street.
e) Coke Street:
To introduce no loading aat on (i) south side, east of the east kerb line
of Weyhill Road for approx.8m; and (ii) on both sides of the road at its
junction with Greenfield Road for approx.6m
f) Adler Street:
• West kerb os the flank wall of 1-43 Morrison Buildings: (i) Convert
the single yellow line into double yellow line, (ii) introduce 23.5m of no
loading aat.
• From the junction with Whitechapel Road – on both sides, introduce
no loading aat for 12.6m
• On both sides of the corner junction of (and including) Mulberry
Street – introduce no loading aat,
g) Plumbers Row:
• East kerb outside no.17 Jacobs court – opposite Mulberry Street: (i)
from a point 13m north of the business bay introduce a loading bay of
6m to operate at any time with 20 mins max stay and no return within
2 hours; (ii) introduce no loading aat on the (a) east kerb os no.17 for
13m, immediately north of the adjacent business permit holder bay.
• West kerb – (i) south of the south kerb line of Mulberry Street –
extend the existing permit holder bay northwards by 4.2m; (ii) on both
sides of the junction with Mulberry Street, introduce no loading aat;
and (iii) outside no.25 - Convert the single yellow line into double
yellow line between the payment parking / Friday free bay.

exercise of powers conferred by Section 23 of the Road Traffic
Regulation Act 1984, intends to install Zebra Crossings at the
following location as follows:
• Hampden Way N14 – Outside and opposite Southgate Car Valeting
and also between No.2 to No.14 Hampden Way.
• Hampden Way N14 – Between a point approximately 38 metres east

FURTHER NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Barnet propose to make the above-mentioned Orders
under Sections 6 to the Road Traffic Regulation Act 1984 and all other
enabling powers.
1. As part of variety of measures in the borough to deter obstructive
parking, improve sightlines and road safety, the general effect of the
Order would be to introduce new lengths of ‘at any time’ waiting
restrictions at the following locations below:
a) New ‘at any time’ waiting restrictions would be provided around the
junctions of Whitehouse Way and Hampden Way N14; Underne
Avenue and Hampden Way N14; Mandeville Road and Hampden Way
N14; Marlborough Avenue and Hampden Way N14; Lincoln Avenue
and Hampden Way N14.
2. The general effect of the Free order would also be to introduce new
lengths of ‘at any time’ waiting restrictions at the following locations:
a) Opposite No.1 to 9 Hampden Way N14.
b) Outside No.136 to No.142 Hampden Way N14.
c) Outside No.148 to No.152 Hampden Way N14.
d) Hampden Way - southwest side between No.210 Hampden Way
and the junction with Whitehouse Way N14.
3. In order to address concerns about speeding, and improve general
road safety in the Underhill area the general effect of the 20mph
Speed Limit Order would be to: Introduce a maximum speed limit of
20mph in the streets or length of streets specified below:
(a) Hampden Way N14 – Between a point 16 metres east of the
junction with Osidge Lane and a point 26 metres west of the junction
with Waterfall Road.
(b) Chase Way N14 – Between the junction of Hampden Way and a
point 10 metres northeast of the junction with Hampden Way.
(c) Arlington Road N14 - Between the junction of Hampden Way and a
point 10 metres northeast of the junction with Hampden Way.
(d) Summit Way N14 - Between the junction of Hampden Way and a
point 10 metres northeast of the junction with Hampden Way.
(e) Whitehouse Way N14 (Northern arm) - Between the junction of
Hampden Way and a point 10 metres southwest of the junction with
Hampden Way.
(f) Underne Avenue N14 - Between the junction of Hampden Way and

As part of a highways section 278 planning agreement on West
Hendon Broadway NW9, the general effect of the above Order will be
to:
1. Reduce the length of the southbound Bus Lane on the northeast
side of The Hyde/ West Hendon Broadway NW9 between Hyde Estate
Road and No.192 West Hendon Broadway. As a result of this
amendment a section of southbound Bus Lane between Herbert
Road and Station Road NW9 would be removed.
2. Introduce a length of Bus Lane on the northeast side of West
Hendon Broadway NW9 between No.208 West Hendon Broadway
and No.192 West Hendon Broadway operating between the hours of
7am to 10am and 4pm and 7pm Monday to Saturday.
3. Reduce the length of the northbound Bus Lane on the southwest
side of West Hendon Broadway NW9 between the junction of Cool
Oak Lane and No.193 West Hendon Broadway. As a result of this
amendment the section of bus Lane between the south arm of
Perryfield Way and the north arm of Perryfield Way will be removed.
4. Revoke the southbound Bus Lane situated on the northwest side of
Station Road NW4 between No.14 Station Road and the junction of
West Hendon Broadway.
5. Remove a length of Pay and Display parking bay operating
between the hours of 10am to 4pm Monday to Saturday (Max stay 2
hours) situated on the northeast side of West Hendon Broadway NW9

Broadway.
6. Remove a length of “No waiting and no loading” restrictions

NOTICE OF PROPOSAL
1. NOTICE IS HEREBY GIVEN that the London Borough of Brent
propose to make the above-mentioned Order under sections 35 and
124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act
1984, as amended.
2. The general effect of the Order would be to:
(a) remove all parking restrictions from 255 to 261 East Lane Estate;
(b) provide ‘at any time’ waiting restrictions at the vehicle entrance to
Henry Cooper House; and
(c) provide off-street car parks comprising of a combination of parking
bays and waiting restrictions on the roads and areas of the Council’s
housing estates as listed in the Schedule to this Notice which would
operate at all times on every day, and in relation to those off-street car
parks:
(i) to provide a combination of residents’ permit bays and disabled
persons ‘blue badge’ bays (vehicles would have to be parked wholly
within marked bays;
(ii) to provide for the granting of virtual residents’ permits, for the use
of resident permit bays. The permits would be housing estate-
specific, however no bays will be allocated to individual permit
holders and no available parking space can be guaranteed;
(iii) to provide for the granting of essential user permits, at the
discretion of the Council, to Council staff or contractors (a contractor
being a person or company employed or contracted by the Council to
carry out work on a housing estate). Vehicles granted an essential
user permit may be parked in resident permit bays on housing estate
car parks only. Any charge for an essential user permit would be as
set from time to time by the Council;
(iv) the charge for a residents’ permit would be (1) other than in
relation to Knowles and Anansi House estate, £50 per year; (2) in
relation to Knowles and Anansi House estate, £12.50 per three
months. Maximum two residents’ permits valid at the same time per
household;
(v) the charge for visitors’ permits would be £1.75 for two hours and
£3.50 for four hours (maximum two visitors’ permits per resident per
day); and
(vi) vehicles would be prohibited from parking at any time on double
yellow lines and areas marked with cross-hatch markings.
3. A copy of the proposed Order, including relevant plans and the
Council's statement of reasons for proposing to make the Order can
be inspected during normal office hours on Mondays to Fridays
inclusive until the end of a period of 6 weeks from the date on which

“Advertisement”) to be published in the Gazette within 14 days of

16. Any creditor, in respect of any of the companies or persons listed

apply to vary or discharge this Order. Each creditor, in respect of the
companies or persons listed in Schedules A – E, shall have 56 days
from the date of the Advertisement to apply to court to set aside or

Notice is hereby given that, by Order of the Court dated 1 August
2024 (Block Transfer Order), Christopher David Stevens (IP number
8770) (Outgoing Office-Holder) was removed as Office Holder in the
cases listed in the Schedules below and Alexander Kinninmonth (IP
number 9019) of FRP Advisory Trading Limited, Mountbatten House,
Grosvenor Square, Southampton SO15 2JU and Philip Harris (IP
number 23510) of FRP Advisory Trading Limited, Phoenix House, 32
West Street, Brighton, East Sussex, BN1 2RT (the Replacement
Office-Holders) were appointed as Office Holders in his place as
specified below. All removals and replacement appointments were
made with immediate effect.
Notification
OTHER NOTICES
The Applicants shall file a copy of the Block Transfer Order with each
of the courts listed in Schedule 2 below.
The creditors or, in the case of any members’ voluntary liquidation,
the members in each of the cases listed in the Schedules below be
notified of the Block Transfer Order by advertisement in the London
Gazette within 28 days from the date of the Block Transfer Order
(Advertisement). The creditors or members (as applicable) in each of
the cases listed in the Schedules below shall be given further notice
at the time of the next statutory reporting requirement for each case.
Any creditor or, in the case of any members' voluntary liquidation, any
member, in respect of any of the companies or persons listed in the
Schedules below who has an objection to the Block Transfer Order
shall have 28 days from the date of the Advertisement to apply to
court to set aside or vary the terms of the Block Transfer Order. Such
application shall not affect the transfer of the cases listed in the
Schedules below until further or other order by the court.
In respect of the company matters appearing in Schedules 1, 3, 4, 6
and 7 below, notification of the transfer shall be given to the Registrar
of Companies within 28 days from the date of the Block Transfer
Order.
Each Replacement Office-Holder shall give notice to the Secretary of
State in respect of each of the cases listed in the Schedules below as
soon as reasonably practicable.
Joint appointments
Where any appointment made by the Block Transfer Order is on a
joint basis, the powers of the office-holders pursuant to their
appointment may be exercised by any one or more of them.
Discharge and release
In respect of his appointments as joint administrator the Outgoing
Office-Holder shall receive his discharge under paragraph 98 of
Schedule B1 to the Insolvency Act 1986 28 days after the
Advertisement unless a creditor has made an application to set aside
or vary the terms of the Block Transfer Order in which event release in
respect of any appointment the subject-matter of such application
shall await further order of the court.
In respect of his appointment as joint administrator of Achievement
For All (3AS) Limited, the Outgoing Office-Holder shall receive his
discharge under paragraph 98 of Schedule B1 to the Insolvency Act
1986 with effect from 19 November 2022.
Save as aforesaid the Outgoing Office-Holder shall be released on
application to the Secretary of State.
In respect of their appointment as joint administrators of the
companies listed in Schedule 1 below, the Replacement Office-
Holders shall receive their discharge under paragraph 98 of Schedule
B1 to the Insolvency Act 1986 at the same time and in the same
manner as if they had been appointed under paragraph 14 or
paragraph 22 of Schedule B1 to the Insolvency Act 1986.
