1. NOTICE IS HEREBY GIVEN that Westminster City Council on 15th
July 2019 made the above Orders under sections 6, 45, 46, 49 and
124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act
1984, as amended.
2. The general effect of the Orders will be to provide taxi rank and
parking facilities, and revise existing parking controls, as follows:
(a) Bruton Lane, to:
(i) introduce a taxi rank (no waiting “at any time” except taxis between
7.00 p.m. and 7.00 a.m.) on the south-east side, adjacent to No. 3
Berkeley Square, to replace 10 metres of single yellow line waiting
restrictions; and
(ii) introduce double yellow line “at any time” waiting restrictions:
• on the south-east side, either side of the taxi rank referred to above
(7 metres in total); and
• on the north-west side, adjacent to Sexy Fish, No. 4 Berkeley
Square (23.5 metres);
(b) Fitzmaurice Place / Curzon Street, to:
(i) introduce a taxi rank (no stopping “at any time” except taxis) on the
south-west side of Fitzmaurice Place, outside the Lansdowne Club
No. 9, to replace 10 metres of single yellow line waiting restrictions.
(The temporary taxi rank at this location will be removed.); and
(ii) introduce double yellow line “at any time” waiting restrictions on
the east side of the junction of Fitzmaurice Place and Curzon Street
extending to outside Nightingale House, No. 65 (45.5 metres);
(c) Shaftesbury Avenue, to introduce a taxi rank (no waiting “at any
time” except taxis between 7.00 p.m. and 7.00 a.m.) in the lay-by on
the north-west side, outside the Gielgud Theatre and Nos. 39 to 45,
and to remove the existing loading restrictions from the lay-by;
(d) Horseferry Road, to introduce two taxi pay-by-phone parking bays
(with a maximum stay of 1 hour at a charge of £1) on the north side,
outside Dean Bradley House, Nos. 44 to 60, to replace 5 metres of
double yellow line “at any time” waiting restrictions. The existing bus
stop clearway will be shortened by 4 metres to accommodate the
parking bays;
(e) Hertford Street, to introduce a taxi rank (no stopping “at any time”
except taxis) on the east side, opposite the Curzon Cinema, to
replace 6 metres of double yellow line “at any time” waiting
restrictions;
(f) Welbeck Street, to combine the two existing 5 metre taxi ranks (no
stopping “at any time” except taxis) on the south-west side, outside
No. 55 and the Holiday Inn, Nos. 57 to 59, into one 10 metre taxi rank,
by relocating the taxi rank outside No. 55 south-eastward by 10
metres;
(g) Old Park Lane, to:
(i) introduce a taxi rank (no waiting “at any time” except taxis between
noon and 6.00 a.m.) on the north-east side, outside The Playboy Club
at No. 14, to replace 10 metres of single yellow line waiting
restrictions (instead of 16 metres as originally proposed); and
(ii) extend the double yellow line “at any time” waiting restrictions on
the north-east side, at its junction with Brick Street south-eastward by
4 metres.
3. Please note that the introduction of a taxi rank outside the
Landmark Hotel in Melcombe Place (as detailed in the Notice of
Proposals published on 5th April 2019) has been deferred pending
further consideration.
4. The Orders, which will come into force on 22nd July 2019, and
other documents giving more detailed particulars of the Orders are
available for inspection until 26th August 2019 between 9 a.m. and 5
p.m. on Mondays to Fridays inclusive at WSP, Room 216, Portland
House, Bressenden Place, London, SW1E 5RS.

The Department for Infrastructure has made a Statutory Rule entitled
“The Parking Places and Waiting Restrictions (Belfast) (Amendment)
Order (Northern Ireland) 2019” (S.R. 2019 No. 144), which comes into
operation on 7th August 2019.
The rule will introduce parking and waiting restrictions in Belfast. The
Order will also revoke and re-enact other existing parking places and
waiting restrictions in Belfast.

1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing
Council, in connection with the new entrances in Beaconsfield Road
to the Waterside development, on the 18th July 2019 made the

Borough of Merton, on 17 July 2019, under the powers conferred by

Road Traffic Regulation Act 1984 as amended, made the above-
mentioned Orders.
2. The general effect of the ‘Free Parking Places’ Order will be to: -
(a) designate a parking place on the carriageway at the locations
listed in the Schedule to this Notice, in which vehicles authorised by
the ‘Disabled Persons’ Order may be left for any period without
charge;
(b) provide that the parking places will operate at all times, unless
otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in
the relevant position, a disabled persons badge (commonly referred to
as "the Blue Badge") issued by any local authority under the
provisions of the Disabled Persons (Badges for Motor Vehicles)
Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in
certain circumstances, e.g. to allow persons to board or alight
(maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) relocate the disabled persons parking place outside No. 87
Abbotts Road so that it is partly on the footway;
(f) revoke a disabled persons parking place:-
(i) outside No. 14 De’Arn Gardens and re-introduce it with
amendments to match the on-street layout; and
(ii) in Cromwell Road, SW19, to facilitate the introduction of a shared-
use parking bay.
3. The general effect of the ‘Parking Places Amendment’ Orders will
be to:-
(a) introduce a shared-use parking bay in Cromwell Road, SW19;
(b) shorten in length existing permit parking places in Effra Road,
SW19 and Island Road, CR4 to facilitate the introduction of disabled
persons parking places in those roads;
(c) revoke an existing permit parking place in De’Arn Gardens and re-
introduce it to match the on-street layout.
4. The general effect of the ‘Waiting and Loading’ Order will be to
modify the waiting restrictions in De’Arn Gardens to match the current
on-street layout.
5. The general effect of the ‘Car Club Bays’ Order will be to revoke the
redundant car club bay in Cromwell Road to facilitate the introduction
of a disabled persons parking place.
6. A copy of the Orders, which will come into force on 29 July 2019,
and other documents giving more detailed particulars of the Orders,
including plans specifying the lengths of roads affected by the Orders,

certain circumstances.

Larne, Londonderry, Newry, Newtownabbey, Newtownards, Omagh,
Portadown, Rathfriland, Saintfield and Strabane, and a parking place
with limited waiting in Belfast.

The Department for Infrastructure (DFI) has made a Statutory Rule
entitled “The Parking and Waiting Restrictions (Antrim) Order

operation on 6th August 2019.
The rule will prohibit vehicles waiting between 8.30 a.m. and 6.30 p.m.
Monday to Friday (loading and unloading permitted) on a length of

September 2019 at 2pm for an Order under Section 116 of the
Highways Act 1980 to extinguish highway rights on the grounds that
they are unnecessary on land at Stone Level Crossing in Stone,
Dartford as edged red on the plan on deposit.

Note: This notice is about proposals to extend the existing one-way
system for vehicles (except pedal cycles) in Glencairn Road so that it
applies to the whole road. Objections or other comments may be

Routes) (No. -) Order 201- under section 6 of the Road Traffic

2. The general effect of the Order would be to extend the existing
one-way system in Glencairn Road, between Ellison Road and No. 11
Glencairn Road, so that it applies to the whole length of Glencairn
Road, in a direction from west to east (towards Streatham High Road).
3. The proposed Order is required to improve the operation of the
existing one-way system in Glencairn Road, introduced as part of the
wider Our Streets Streatham South programme of works, delivering a
package of environmental and public realm improvements. This would
improve road safety, especially for pedestrians and cyclists and
improve the amenity of the area.

(b) introduce a length of free parking place for 3 vehicles operating
between the hours of 1pm and 7pm on Mondays to Saturdays in the
length of street specified in the Schedule to this notice and specify
that:
(i) each parking place may be used, subject to the provisions of the
Order, for the leaving during the permitted hours of such vehicles as
are passenger vehicles, goods carrying vehicles, motorcycles or
invalid carriages;
(ii) vehicles may be left for a period of not more than 1 hour, no return
within 2 hours;
(iii) the usual exemption relating to vehicles displaying a disabled
person’s “Blue Badge” will apply.
4. The general effect of the “Waiting and Loading” Order will be to
further amend the Merton (Waiting and Loading Restriction) Order
1977 so that waiting by vehicles (otherwise than for the purpose of
delivering or collecting goods or loading or unloading a vehicle for up
to 40 minutes) will be prohibited between 8am and 1pm Mondays to
Saturdays in the length of street specified in the Schedule to this
notice.

1. The Norfolk County Council has made on the 10th day of July 2019

Road Junction Improvement) (Classified Road) (Side Roads) Order
2019. It is about to submit this Order to the Secretary of State for
Transport for confirmation and if confirmed the Order will authorise
Norfolk County Council to stop up parts of the highway network and a
private access and create a new private access for the purposes of
constructing a new roundabout at the Hempnall crossroads.
2. A copy of the Order and the map referred to therein have been
deposited at the offices of Norfolk County Council, County Hall,
