The Statutory Rule is concerned with petrol vapour recovery. Petrol vapour is harmful to the environment and can cause air pollution. In addition, petrol vapour contains hydrocarbons that are known to be carcinogenic (e.g. Benzene). Many petrol stations in Northern Ireland are required to have equipment fitted which recovers the petrol vapour from vehicle petrol tanks during refuelling. District councils must ensure that new petrol vapour recovery (“PVR”) equipment installed at service stations is compliant with a new test method for the certification of these PVR systems. District councils must also ensure that the PVR process is tested according to the new methods to be used at service stations to verify the effective operation of these PVR systems.
