1. NOTICE IS HEREBY GIVEN that Westminster City Council
proposes to make the following Orders under sections 6, 43, 45, 46,
49 and 124 of and Part IV of Schedule 9 to the Road Traffic
Regulation Act 1984, as amended:
• The City of Westminster (Bus Priority) (No. 1, 1999) (Amendment No.
*) Traffic Order 202*;
• The City of Westminster (Loading Bays) (Amendment No. *) Order
202*;
• The City of Westminster (Parking Places) (C Zone) (Amendment No.
*) Order 202*;
• The City of Westminster (Prescribed Routes) (No. *) Traffic Order
202*; and

2. The general effect of the Orders would be, in connection with the
City Council’s Cycling Movement Strategy to retain temporary cycle
lanes on Harrow Road on a permanent basis, to:
(a) on the north-east side of Harrow Road:
(i) introduce various lengths of double yellow line “at any time” waiting
and loading restrictions, replacing single yellow line 7.00 a.m. to 7.00
p.m. Monday to Saturday waiting restrictions and 7.00 a.m. to 10.00
a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions
in those lengths of the south-eastbound mandatory / advisory cycle
lanes or marked cycle routes that lie:
• between the rear of Nos. 11-20 Oak House, Sycamore Walk and a
point opposite No. 461 Harrow Road (183.6 metres);
• opposite Nos. 451 and 449 Harrow Road (10 metres);
• outside Nos. 588 to 582 Harrow Road (20 metres);
• between No. 476 Harrow Road and a point opposite No. 329
Harrow Road (100.6 metres); and
• between Nos. 380-384 and Nos. 374 to 378 Harrow Road (28.3
metres);
(ii) introduce single yellow line 7.00 a.m. to 7.00 p.m. waiting and
loading restrictions outside Nos. 494 to 486 Harrow Road, replacing
28.4 metres of single yellow line 7.00 a.m. to 7.00 p.m. Monday to
Saturday waiting and loading restrictions;
(iii) introduce “at any time” loading restrictions between No. 486 and
Nos. 480 to 482 Harrow Road, replacing 22.7 metres of 7.00 a.m. to
7.00 p.m. Monday to Saturday loading restrictions;
(iv) introduce 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m.
loading restrictions outside Nos. 292 to 284 Harrow Road, replacing
25.7 metres of 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m.
Monday to Friday loading restrictions;
(v) introduce loading bays operating between 7.00 a.m. and 7.00 p.m.,
with a maximum stay of 30 minutes and no return within 1 hour,
replacing single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday
waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00
p.m. Monday to Friday loading restrictions:
• outside Nos. 606 to 588 Harrow Road (58.9 metres); and
• outside Nos. 410 to 386 Harrow Road (75.4 metres);
(b) on the south-west side of Harrow Road:
(i) introduce various lengths of double yellow line “at any time” waiting
and loading restrictions, replacing single yellow line 7.00 a.m. to 7.00
p.m. Monday to Saturday waiting restrictions and 7.00 a.m. to 10.00
a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions
in those lengths of the north-westbound mandatory / advisory cycle
lanes or marked cycle routes that lie:
• between No. 525 Harrow Road (formerly the Flora Hotel) and No.
459 Harrow Road (197.3 metres);
• between Nos. 451 and 439 Harrow Road (37 metres);
• between the junction with Second Avenue and the Half Penny Steps
Health Centre, Nos. 427-429 Harrow Road (72.7 metres);
• between No. 343 Harrow Road and Our Lady of Lourdes and St.

Monday to Saturday waiting restrictions (the 7.00 a.m. to 7.00 p.m.
Monday to Saturday loading restrictions would remain unchanged) in
those lengths of the north-westbound mandatory / advisory cycle
lanes or marked cycle routes that lie:
• between the car park accessway serving Russell’s Wharf Flats, No.
424 Harrow Road and the junction with Fermoy Road (88.1 metres);
and
• outside Westminster Academy, No. 255 Harrow Road (opposite the
junction with Cirencester Street) (24.6 metres);
(iii) introduce “at any time” loading restrictions, replacing 7.00 a.m. to
7.00 p.m. Monday to Saturday loading restrictions in those lengths of
the north-westbound mandatory / advisory cycle lanes or marked
cycle routes that lie between the junction with Amberley Road and the
junction with Alfred Road (128.9 metres);
(iv) introduce single yellow line 7.00 a.m. to 7.00 p.m. waiting
restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m.
loading restrictions outside No. 329 Harrow Road, replacing 25.1
metres of single yellow line 7.00 a.m. to 7.00 p.m. Monday to
Saturday waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00
p.m. to 7.00 p.m. Monday to Friday loading restrictions;
(v) introduce single yellow line 7.00 a.m. to 7.00 p.m. waiting and
loading restrictions, replacing single yellow line 7.00 a.m. to 7.00 p.m.
Monday to Saturday waiting and loading restrictions in those lengths
of the north-westbound mandatory / advisory cycle lanes or marked
cycle routes that lie:
• outside Nos. 379 to 373 Harrow Road (21.6 metres); and
• outside Nos. 365 to 357 Harrow Road (22.7 metres);
(vi) introduce 7.00 a.m. to 7.00 p.m. loading restrictions outside Nos.
313 to 309 Harrow Road and opposite Nos. 414 to 404 Harrow Road,
replacing 66.9 metres of 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00
p.m. Monday to Friday loading restrictions;
(vii) extend the pay-by-phone parking place outside No. 527 Harrow
Road south-eastward by 11.2 metres (two bays), replacing single
yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting
restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m.
Monday to Friday loading restrictions; and
(c) introduce one-way working, with advisory contra-flow cycling, in
the following lengths of roads:
(i) Second Avenue, southbound, between Alperton Street and Harrow
Road;
(ii) First Avenue, northbound, between Harrow Road and Alperton
Street;
(iii) Bravington Road, southbound, between Bravington Place and
Harrow Road; and
(iv) Portnall Road, northbound, between Harrow Road and Coomassie
Road.
2. As part of this scheme, it is also proposed to formalise a
combination of advisory and mandatory with-flow cycle lanes on both
sides of Harrow Road, forming a continuous cycle route between
Ladbroke Grove and Paddington Green (in a south / south-eastward
direction) and between North Wharf Road and Westbourne Terrace (in
a north / north-westward direction).
3. FURTHER NOTICE IS HEREBY GIVEN that Westminster City
Council, in accordance with the provisions of section 23 of the Road
Traffic Regulation Act 1984, intends to amend the following zig-zag
markings:
(a) outside Nos. 539 and 541, removing the zig-zag markings nearest
the southern kerb to indicate a continuation of the cycle route;
(b) outside and opposite Nos. 431 to 439, removing the zig-zag
markings nearest the kerbs to indicate a continuation of the cycle
routes and shortening the central zig-zag marking opposite the
junction with Second Avenue by 4.2 metres;
(c) outside Nos. 423a to 425b, removing the zig-zag markings nearest
the south-eastern kerb to indicate a continuation of the cycle route;
(d) outside Nos. 379 to 385, removing the zig-zag markings nearest
the south-eastern kerb to indicate a continuation of the cycle route;
and
(e) outside and opposite Nos. 325 and 329, removing the zig-zag
markings nearest the kerbs to indicate a continuation of the cycle
routes.

term operation of a works vehicle “pit lane” / security checkpoint for
the refurbishment of the buildings on the parliamentary estate that lie
north of Bridge Street, to:
(a) formalise the shortening of the 8.30 a.m. to midnight bus parking
place on the east side of Victoria Embankment, opposite New
Scotland Yard, Victoria Embankment and the rear of the Ministry of
Defence Main Building, Whitehall, by 65.9 metres at its southern end;
and
(b) formalise the removal of the two tour bus stands on the east side

NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Bromley proposes to make the above-mentioned Orders under
Sections 6, 45, 46, 49 and 124 and Part IV of Schedule 9 to the Road
Traffic Regulation Act 1984 (as amended) and all other enabling
powers. It also proposes to amend the layout of an existing
pedestrian crossing under section 23 of the above act.
The effect of the Orders, in relation to Station Square, Petts Wood,
would be to:
(a) realign and widen echelon parking bays in Station Square on the
south east side outside Nos. 25 to 35 Station Square with a loss of 2
parking bays;
(b) realign and widen echelon parking bays in Station Square on the
north west side outside Nos. 8 to 26 Station Square with a loss of 1
bay;
(c) introduce an additional pay by phone bay opposite No. 21 Station
Square, outside the Daylight Inn (Hotel) as set out in the schedule to
this Notice;
(d) relocate the existing taxi rank on the north west side of Station
Square, from opposite No. 29 Station Square to opposite No. 25
Station Square and extend its enforceable operational hours from 4pm
to 2am daily to operating at any time as set out in the Schedule to this
Notice;
(e) extend the existing waiting restrictions operating at any time
outside No. 8 Station Square north westwards by a distance of 4
metres.
In addition, it is proposed to extend the length of the “zig zag”
markings of the pedestrian crossing located between No. 2 and No. 8
Station Square by an additional 4 metres south eastwards.
It is also proposed to introduce a bus stop and a bus stand in Station
Square as set out in the schedule to this Notice.

persons are contained in the original Orders.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Ealing, proposes to make the above-mentioned Orders,
under sections 6, 32, 35, 45, 46, 49 and 124 of and Parts III and IV of
Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the proposed Orders would be to permanently
designate a new 2.6 metre bike hanger parking place that may be
used at any time and without time limit by bicycles, by: -
(a) introducing new bicycle parking place on the lengths of the
following roads: (A) Zone J Avenue Crescent (outside No. 41); (B)
Zone E Brassie Avenue (near Carlisle Avenue); (C) Zone JJ
Churchfield Road (opposite No. 9); (D) Zone T1 East Acton Lane (west

mentioned, and contained within the following controlled parking
zones [CPZ’s]: (A) Zone B Kingscote Road (shared use) and Ramillies
Road (permit); (B) Zone E Brassie Avenue (permit); (C) Zone E Brassie
Avenue (permit); (D) Zone K Milton Road (permit); (E) Zone JJ

(d) amend a length of waiting restrictions on Kingscote Road, to
accommodate the bicycle parking places.
3. The proposed Orders, other documents giving more detailed
particulars of the Orders including plans, are available by inspection at
Customer Services Reception, Perceval House, 14-16 Uxbridge Road
W5 2HL between 9:00am and 4:45pm on Monday to Friday, until 6
weeks have elapsed from the date on which either the Orders are
made, or the Council decides not to make the Orders.
4. Any objections or other representations about either of the

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Newham (“the Council”) proposes to make the above
Orders under sections 6 and 124 of and Part IV of Schedule 9 to the
Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Disabled Resident Parking Places Orders
and the Disabled Persons Permit Parking Places Order would be to
designate disabled resident parking places for use only by persons
who are resident within the Beckton, Boleyn, Canning Town North,

parking places for disabled persons and who have been issued
disabled resident parking permits for their vehicles. Certain other
vehicles may wait in the parking places in certain circumstances, e.g.,
to load or unload goods or pick up or set down passengers. A single
parking place would be designated at each of the locations listed

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Enfield (the Council) propose to make The Enfield
(Prescribed Routes) (No. *) Traffic Order 202* under sections 6 and
124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act
1984, as amended.
2. The general effect of the Order would be to ban motor vehicles
from entering the lengths of road specified in the Schedule to this
Notice, during certain times of the day. This would be achieved by
making those lengths of road pedestrian and cycle zones. The
pedestrian and cycle zones can be in operation on Mondays to
Fridays, although in practice it is anticipated that they would only
operate in school term-time when the relevant traffic signs are
showing.
3. Access permit holders’ vehicles would be permitted entry to the
pedestrian and cycle zones and access permit holders’ vehicles that
are already in a length of road specified in the Schedule to this Notice
before the pedestrian and cycle zone commences would be permitted
to leave. Access Permits would be available to properties within or

NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Bromley on 27th November 2024 made the above-mentioned
Order under Section 6 of the Road Traffic Regulation Act 1984, as
amended by Section 8 of and Part I of Schedule 5 to the Local
Government Act 1985 and all other powers enabling, which will come
into operation on 12th December 2024.
The effect of the Order will be to continue indefinitely the prohibition
of vehicles, except pedal cycles and permitted vehicles, from entering
into or proceeding in the length of Tillingbourne Green, Beckenham
(School Street), during the prohibited hours, as specified in the
Schedule to this notice. Restrictions will be physically enforced with
traffic signs and the installation of moveable barriers, managed by
nominated members of school staff.
The Notices of Making the above Order in experimental form
published in the Bromley News Shopper and The London Gazette
contained a statement that the Council would be considering in due
course whether the provisions of the experimental Order should be
continued in force indefinitely. The Council has carefully considered
and has decided that they should be so continued.

Notice is hereby given that, by an Order of the Court dated 20
November 2024, sealed 21 November 2024 Stephen R Penn (IP
number 6899) was removed as Office Holder in the cases listed in the
Schedule below and where applicable Tracy Ann Taylor (IP number
8899) of Abbey Taylor Jones Limited, Office 9 Stone Cross House,
Doncaster Road, Doncaster, DN3 1QS (telephone 0333 305 3355) was
appointed as Office Holder in his place.
Pursuant to section 7(5), section 108 and section 172(2) of the
Insolvency Act 1986 (the Act) and rules 12.35 to 12.38 of the
Insolvency (England and Wales) Rules 2016 (the Rules), the insolvency
office-holder appointments set out in Part 1 of the Schedule attached
to this Order be transferred with immediate effect from the current
office-holder, Stephen R Penn (the Outgoing Office-holder) (rule
12.37(2) of the Rules) to the proposed office-holder, Tracy Ann Taylor
(the Replacement Office-holder) (rule 12.37(3) of the Rules) without
being required to (i) use one of the decision procedures or deemed
consent procedure set out in the Act or the Rules for the insolvency
office-holder appointments set out in Part 1 of the Schedule; or (ii)
apply to the Secretary of State for release or discharge pursuant to
the Act; or (iii) provide a report and file a receipts and payments
account.
Pursuant to section 108 and section 172(2) of the Act and rule
12.37(1) and rule 12.37(2) of the Rules, the Outgoing Office-holder be
removed as office-holder with immediate effect from the insolvency
cases set out in Part 2 and Part 3 of the Schedule attached to this
Order without being required to (i) use one of the decision procedures
or deemed consent procedure set out in the Act
or the Rules for the insolvency office-holder appointments set out in
Part 2 and Part 3 of the Schedule; or (ii) apply to the Secretary of
State for release or discharge pursuant to the Act; or (iii) provide a
report and file a receipts and payments account.
Any creditor in respect of any of the Block Transfer Cases listed
Schedule attached to this Order who has an objection to this Order
shall have 28 days from the date that notice is given to creditors of
this Order to apply to Court to set aside or vary the terms of this
Order. Such application shall not effect the transfer of the Block
Transfer Cases until further or other Order by the Court.
The Outgoing Office-holder shall be released forthwith from any and
all liability past, present or future in respect of any act(s) and/or
omission(s) in relation to his conduct as Outgoing Office- holder of the
Block Transfer Cases. Such release shall take effect 28 days after the
giving of notice to creditors in accordance with paragraph 5 above,
save in respect of any claim notified to the Outgoing Office-holder
pursuant to the Act and/ or pursuant to such other provision as may
apply on or prior to the notice date and save that such release may be
subject to a further Order in the event of an application by any
creditor under paragraph 6 above for the specific case subject to that
application.
Notice of the appointments transferred pursuant to this Order shall be
given by the Replacement Office-holder in respect of the insolvency
cases listed in Part 1 and Part 2 of the Schedule and the Second
Respondent in respect of the insolvency case listed in Part 3 of the
Schedule to the Secretary of State, as soon as reasonably
practicable, in accordance with rule 12.38(6) of the Rules and the
Registrar of Companies.
This Order shall be filed by the Outgoing Office-holder with all relevant
County Courts or other Business and Property Courts in England and
Wales in which there are proceedings in relation to one or more of the
Block Transfer Cases.
Any personal data as defined by the Data Protection Act 2018 (DPA)
which is disclosed by the Outgoing Office-holder and/or Absolute
Recovery Limited to the Replacement Office-holder and/ or Abbey
Taylor Jones Limited and/or the Second Respondent and/ or Begbies
Traynor (London) LLP is exempt from the duties of non-disclosure
under the DPA pursuant to the exemption in paragraph 5(3) of
Schedule 2 and paragraph 3 of Schedule 11 of the DPA.
In respect of each of the Block Transfer Cases, the next routine report
to creditors shall contain reference to and explanation of the effect of
the Order.

In accordance with section 27 of the Trustee Act 1925, the trustee of
the Plan gives notice that the winding-up of the Plan will shortly be
completed. The trustee of the Plan requests that
(a) any former employee (whether fulltime or part-time) of Spirent
Communications plc (formerly known as Bowthorpe
(b) the spouse or dependant of that person, who in either case is (or
thinks they might be) entitled to benefits under the Plan, or Holdings
plc) or if such a person is deceased
(c) any other person who believes they may have a claim against the
Plan;
