1. NOTICE IS HEREBY GIVEN that the Common Council of the City of
London on 11 April 2022 made the above experimental Orders under
section 9 of the Road Traffic Regulation Act 1984.
2. The effect of the Orders in:-
(a) Bevis Marks on the south-west side is to:-
(1) introduce a with flow cycle lane operating ‘at any time’ outside
Nos. 6 to 14; and
(2) introduce ‘at any time’ loading restrictions adjacent to No. 33
Creechurch Lane; outside Nos. 6 to 14; and outside No. 6 and
adjacent to No. 50 St. Mary Axe;
(b) Camomile Street on the south-west side is to:-
(1) introduce a with flow cycle lane operating ‘at any time’ outside
Nos. 18 and 19; and
(2) introduce ‘at any time’ loading restrictions outside Nos. 16 to 19;
(c) Duke’s Place is to:-
(1) introduce a with flow cycle lane operating ‘at any time’ on the
south-west side adjacent to No. 1 Creechurch Place;
(2) introduce ‘at any time’ loading restrictions on the south-west side
adjacent to No. 1 Creechurch Place;
(3) suspend the loading restrictions that operate ‘between 7 am and
7pm on Mondays to Fridays’ on both sides of the street; and
(4) introduce a loading bay operating ‘at any time’ and where waiting
is limited to 40 minutes with no return within 1 hour on the north-east
side outside Nos. 32-38 and 40; the existing loading bay on the
south-west side is suspended;
(d) St. Botolph Street is to introduce with flow cycles lanes operating
‘at any time’ on:-
(1) the north-east side outside the ‘St. Botolph Building No. 139; and
(2) the south-west side at the rear of ‘Aldgate House No. 33 Aldgate
High Street and at the rear of the Dorsett City hotel, 9-13 Aldgate
High Street.
3. Copies of the Orders, which will come into operation on 22 April
2022, of the statement of reasons for making the Orders and plans
showing the affected streets can be inspected during normal office
hours on Monday to Fridays inclusive at the Planning Enquiry Desk,
North Wing, Guildhall, London, EC2V 7HH.

5. The Orders shall provide that, subject to the provisions of section
10(2) of the Road Traffic Regulation Act 1984, the City Operations
Division Director, or some person authorised in that behalf by them, if
it appears to them or that person essential:
(a) in the interest of the expeditious, convenient and safe movement of
traffic;
(b) in the interest of providing suitable and adequate parking facilities
on the highway; or
(c) for preserving or improving the amenities of the area through which
any road affected by the Orders runs;
modify or suspend the Orders or the provisions contained therein.
6. Any person desiring to question the validity of the Orders or of any
provision contained therein on the grounds that it is not within the
powers of the relevant section of the Road Traffic Regulation Act
1984, or that any of the relevant requirements thereof or of any
relevant regulations made thereunder has not been complied with
may, within six weeks from the date on which the Orders were made,
make application for the purpose to the High Court.
7. If the provisions of the Orders made under section 9 continue in
operation for a period of not less than six months, the Council will
consider in due course whether the provisions of the Orders should
be reproduced and continued in force indefinitely by means of Orders
made under section 6 of the Road Traffic Regulation Act 1984.
Persons desiring to object to the making of an Order under section 6
of the said Act of 1984 for the purpose of such reproduction and
continuation in force may, within the afore-mentioned period of six
months send a statement in writing of their objection and the grounds
thereof to the Traffic Orders Officer, Policy & Projects, City of London,

1. NOTICE IS HEREBY GIVEN that the London Borough of Croydon
on the 11 April 2022 made the above-mentioned experimental Orders
under Section 9 of the Road Traffic Regulation Act, 1984 as amended
by the Local Government Act, 1985.
2. (a) The general effect of the Orders will be to prohibit any motorised
vehicle entering the streets/sections of streets listed below during the
period between 8am and 9.30am and 2pm and 4pm, Monday to
Friday, with an exemption for those holding a valid permit in relation to
the pedestrian zone in that street/section of street, issued by the
Council. Note: Residents and businesses of streets accessed only
from the streets listed below would be eligible for exemption permits.

(c)The restrictions will not apply to vehicles being used for police,
ambulance or fire service purposes, to liveried vehicles providing a
universal postal service or to vehicles in the service of the local
authority being used in pursuance of statutory powers or duties.
3. Copies of the Orders, which will come into operation on 25 April
2022, and of the Council's statement of reasons for proposing the
schemes and of the plans which indicate the lengths of road to which
the schemes relate, can be inspected from 9am to 4pm on Mondays
to Fridays inclusive until the last day of a period of 18 months
beginning with the date on which the Orders were made by
appointment with the Parking Design Team at Bernard Weatherill
House, 8 Mint Walk, Croydon, CR0 1EA. For further information or an

4. Any person desiring to question the validity of the Orders or of any
provision contained therein on the grounds that it is not within the
relevant powers of the Road Traffic Regulation Act, 1984 or that any
of the relevant requirements thereof or of any relevant regulations
made there under have not been complied with in relation to the
Orders may, within six weeks of the date on which the Orders were
made, make application for the purpose to the High Court.
5. The Council will be considering in due course whether the
provisions of the experimental Orders should be continued in force
indefinitely by means of Orders made under section 6 of The Road
Traffic Regulation Act, 1984, as amended, and all other enabling
powers. Any person may object to the making of the Orders for the
purpose of such indefinite continuation within a period of six months
beginning with the day on which the experimental Orders come into
force (i.e., until 25 October 2022) or, if an Order is varied by another
Order or modified pursuant to section 10(2) of the 1984 Act, beginning
with the day on which the variation or modification or the latest
variation or modification came into force. Any such objection must be
in writing, quoting the relevant reference number for the location
concerned (shown in the table in paragraph 2a of this notice) and
stating the grounds on which it is made. Objections should either be
sent to the relevant location-specific email address shown in the table

THE M6 TOLL MOTORWAY (M6 JUNCTION 3A TO M6 JUNCTION
11A) (TEMPORARY RESTRICTION AND PROHIBITION OF
TRAFFIC) ORDER 2022
NOTICE IS HEREBY GIVEN that the Secretary of State for Transport
intends to make an Order on the M6 Toll Motorway, in the City of
Birmingham and the Counties of Warwickshire and Staffordshire, to
allow resurfacing, safety fence repairs, drainage, electrical and
maintenance works to be carried out.
The effect of the Order will be to, at different times, -
(1) impose a 50 miles per hour speed limit on –
(a) the northbound carriageway of the M6 Toll from a point 2240
metres northwest of the centreline of Packington Lane overbridge, at
Coleshill, to a point 70 metres northwest of the centreline of Great
Saredon Road overbridge, at Cannock; and
(b) the southbound carriageway of the M6 Toll from a point 130
metres northwest of the centreline of Great Saredon Road overbridge,
at Cannock, to a point 1200 metres northwest of the centreline of
Packington Lane overbridge, at Coleshill;
(2) close –
(a) the northbound carriageway of the M6 Toll from its junction with
the northbound carriageway of the M6 at Junction 3a, to its junction
with the junction with the northbound carriageway of the M6 at
Junction 11a;

(b) the southbound carriageway of the M6 Toll from its junction with
the southbound carriageway of the M6 at Junction 11a, to its junction
with the junction with the southbound carriageway of the M6 at
Junction 3a;
(3) close various lengths of the lengths of the M6 Toll described in (1)
(a) and (b) above and allow traffic to run on the hard shoulder.
The work will be carried out overnight between 20:00 hours and 06:00
hours and is expected to start on Monday 2 May 2022 and continue
for six months. The order will come into force on 29 April 2022.
Vehicles being used for police, fire and rescue authority or ambulance
purposes will be exempt from the speed restrictions and closures.
Vehicles being used for special forces purposes will be exempt from
the speed restrictions and vehicles being used by traffic officers,
being used in connection with the works or being used for winter
maintenance purposes will be exempt from the closures.
Diversion routes via the A4097, the A38, the A446, the A5, the A5148,
the A5127, the A5195, the A460, the A4601 and alternative junctions
of the M6 Toll will be signed.

THE SECRETARY OF STATE for Transport hereby gives notice that on
30 March 2022 he has confirmed, with modifications, the above Order
which was made by Leicestershire County Council under sections 14
and 125 of the Highways Act 1980 and which, as confirmed,
authorises the Council to –
(a) improve highways (including raising, lowering or otherwise altering)
(b) stop up highways
(c) construct new highways
(d) stop up private means of access to premises
(e) provide new means of access to said premises
all on or in the vicinity of the route to the classified road known as the

pursuant to planning permission P/18/0066/CU it intends to carry out
street works on the land situated off north of Thames Drive shown
hatched orange (“the Land”) on the Plan together with other land in
order to make up the street to adoptable standard (a copy of the Plan

5. The Orders provide for the Assistant Director for Traffic, Transport &
Parking, or any person authorised by them to modify or suspend the
Order or any provision of it, if it appears to them or that person
essential in the interests of the expeditious, convenient and safe
movement of traffic or for preserving or improving the amenities of the
area through which any road affected by the Order runs.
6. If any person wishes to question the validity of the Order or of any
of its provisions on the grounds that it or they are not within the

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Merton, on 12 April 2022, made the above-mentioned
Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the
Road Traffic Regulation Act 1984, as amended.
2. The general effect of the “Waiting and Loading” Order will be to
further amend the Merton (Waiting and Loading Restriction) Order
1977 so that waiting by vehicles (otherwise than for the purpose of
delivering or collecting goods or loading or unloading a vehicle for 40
minutes) will be prohibited at any time in the roads or lengths of road
described in Schedule 1 to this Notice.
3. The general effect of the “Free Parking Places” Order will be to
introduce the free parking place specified in Schedule 2 to this Notice
which will operate at any time throughout the week and specify that:
(a) the parking place may be used, subject to the provisions of the
Order, for the leaving during the permitted hours of such vehicles as
are passenger vehicles, goods vehicles, invalid carriages or motor
cycles; and
(b) there will be no charge for parking in the parking place.
4. The notice of proposal relating to the above-mentioned Orders was
advertised on 29 July 2021 (Order Reference ES/WR2021B1) and
included proposals for certain waiting restrictions which came into
force on 20 December 2021 under the Merton (Waiting and Loading
Restriction) (Amendment No. 501) Order 2021 made on 7 December
2021. The remaining proposed waiting restrictions were given further
consideration by the Council and are specified in this notice of
making, apart from the proposed Camborne Road waiting restrictions
for which a decision remains deferred.
5. A copy of the Orders, which will come into force on 15 April 2022,

including plans specifying the lengths of roads affected by the Orders,

as "the Blue Badge") issued by any local authority under the
provisions of the Disabled Persons (Badges for Motor Vehicles)
Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking place in
certain circumstances, e.g. to allow persons to board or alight
(maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the disabled parking place outside No. 8 Vernon Avenue
and re-introduce it so that it lies in Vernon Avenue, Raynes Park, the
east side, between the common boundary of Nos. 6 and 8 Vernon
Avenue and a point 6.6 metres south of that boundary.
3. The general effect of the ‘Parking Places Amendment’ Orders
would be to shorten in length existing permit only parking places to
facilitate a disabled persons parking place in Vernon Avenue and in
Abbotsbury Road.
4. A copy of the proposed Orders and other documents giving more
detailed particulars of the Orders, including plans which indicate the
lengths of roads to which the Orders relate can be inspected Monday
to Friday during normal office hours at Merton Link, Merton Civic
Centre, London Road, Morden, Surrey.
5. Any person desiring to comment on the proposed Orders should
send a statement in writing of their representations or objections and
the grounds thereof, to the Environment and Regeneration
Department at the Merton Civic Centre, London Road, Morden,
Surrey, SM4 5DX, or alternatively e-mail
[email protected] quoting reference ES/DPPP50, no
later than 6 May 2022.
