ROADS (SCOTLAND)ACT 1984
The City of Edinburgh Council proposes to make an Order under
Section 1(1) and 152(2) of the Roads (Scotland) Act 1984
redetermining the roads described in the schedules hereto. The title of
the Order is “The City of Edinburgh Council (Haymarket to
Queensferry Street Area, Edinburgh) (Redetermination of Means of
Exercise of Public Right of Passage) Order 201- ” RSO/18/21
A copy of the proposed Order and of the accompanying plans
showing the roads over which the means of exercise of the public
right of passage is to be redetermined, together with a statement of
the reasons for making the Order have been deposited at The City of
Edinburgh Council, Waverley Court Reception, 4 East Market St,
Edinburgh or online at www.edinburgh.gov.uk/trafficorders or

Heathrow Airport Limited hereby GIVES NOTICE that it intends to
make the above Order under Sections 14 and 16(1) of the Road
Traffic Regulation Act 1984 (as amended), and all other enabling
powers, to enable building construction works to be carried out at
Heathrow Airport, at Terminal 2.
The effect of the Order would be to temporarily close Cessna Road
and Cody Road, for their entire length. The Order will come into
operation on 15th March 2017 and shall continue for a maximum
period of 18 months, or earlier if the works to which they’re related
have finished. The closure will be in operation at all times, and to such
extent as indicated by the traffic signs prescribed by the Traffic Signs
Regulations and General Directions 2016. The closure will be effective
as soon as the relevant signs are erected. Motorbike parking on Cody
Road at Terminal 2 will be closed and provided at Terminal 1.
Excepted from all the restrictions above include:
- Anything done with the permission or at the direction of a police
officer, traffic warden or traffic police community support officer in
uniforms;
- Vehicle used for ambulance, fire service or police purposes in an
emergency;
- Vehicles used by Heathrow Airport Limited attending an emergency
where there is potential for serious harm to any person
- Exempt vehicles, for the purpose of which a valid exemption
document has been issued by Heathrow Airport Limited.
- Any vehicle proceeding in accordance with any restriction or
requirement indicated by traffic signs placed pursuant to section 66 or
section 67 of the Road Traffic regulation Act 1984
- Any persons or vehicles used in connection with the works providing
that such persons have been authorised to enter the road closure
area.

A249 SHEPPEY CROSSING ROAD SAFETY IMPROVEMENTS
ENVIRONMENTAL IMPACT ASSESSMENT
DETERMINATION UNDER SECTION 105 A (3) OF THE HIGHWAYS
ACT 1980 (AS AMENDED)
Highways England gives notice that it has been determined that the
proposed A249 Sheppey Crossing Road Safety Improvements,
located between mainland Kent and the Isle of Sheppey, national grid
reference TQ 91369 69427, and which is a relevant project within the
meaning of section 105A (1) of the Highways Act 1980 is not subject
to environmental impact assessment in accordance with Part VA of
the Highways Act 1980 implementing Directive 2011/92/EU as
amended.
A screening exercise has identified criteria in the Design Manual for
Roads and Bridges Volume 11 which are relevant to the project and
which have been reviewed to assess the environmental impacts of the
project on identified sensitive receptors. It has been concluded as a
result of this exercise that; following the implementation of
appropriate, feasible, best practice mitigation measures during the
construction and operational phases of the project - there are not
expected to be any significant residual adverse impacts to Nature
Conservation, Noise, Air Quality, Archaeology and Heritage, Geology
and Soils, Landscape and Visual and People and Communities.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Bexley propose to make the above mentioned Orders
under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9
to the Road Traffic Regulation Act 1984, as amended by Section 8 of
and Part 1 of Schedule 5 to the Local Government Act 1985.
ENVIRONMENT & INFRASTRUCTURE
2. The general effect of the Bexley (Bexleyheath Town Centre)
(Parking Places) (Amendment No. XX) Traffic Order 2017 would be to
amend the Bexley (Bexleyheath Town Centre) (Parking Places) Traffic
Order 2015 to change the operational hours of Bexleyheath Town
Centre Controlled Parking Zone, from Monday to Saturday, 8.30am to
5.30pm, to Monday to Sunday, 8.30am to 5.30pm (This would apply
to all bay designations). Also, as part of this proposal, existing
‘extended hours’ resident permit bays which operate Monday to
Saturday, 8.30am to 8.30pm would change, to operate Monday to
Sunday, 8.30am to 8.30pm.
3. The general effect of the Bexley (Waiting and Loading Restriction)
(Amendment No. XX) Traffic Order 2017 would be to amend the
Bexley (Waiting and Loading Restriction) Traffic Order 2015 to:
a) extend the operating hours of all existing waiting restrictions,
operating Monday to Saturday, 8.30am to 5.30pm on any road or
parts of roads, within Bexleyheath Town Centre Controlled Parking
Zone, to Monday to Sunday, 8.30am to 5.30pm
b) extend the operating hours of all existing waiting restrictions,
operating Monday to Saturday, 8.00am to 6.30pm on any road or
parts of roads, within Bexleyheath Town Centre Controlled Parking
Zone, to Monday to Sunday, 8.00am to 6.30pm
4. Copies of the proposed Orders, the Bexley (Bexleyheath Town
Centre) (Parking Places) Traffic Order 2015 and the Bexley (Waiting
and Loading Restriction) Traffic Order 2015 (and any Orders that have
amended those Orders), the Council’s Statement of Reasons for
proposing to make the Orders and plans which indicate the roads to
which the Orders relate can be inspected during normal office hours
on Mondays to Fridays inclusive, at the Contact Centre, 2 Watling
Street, Bexleyheath, Kent DA6 7AT.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Bexley have on 6th March 2017 made the above
mentioned Traffic Order under sections 6, 45, 46, 49 and 124 of and
Part IV of schedule 9 to the Road Traffic Regulation Act 1984, as

2. The general effect of the above mentioned Amendment Order,
would be to amend the Bexley (Abbey Wood Station) (Parking Places)
Traffic Order 2015 to remove a section of shared use (resident permit
holder’s / paid for) parking bay on the north east side of New Road,
Abbey Wood, to facilitate the installation of a bus stop clearway.
3. Copies of the Order which becomes operational on 13th March

amended that Order), the Council’s statement of reasons for
proposing to make the Order, and a map which indicates the length of

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Bexley propose to make the above mentioned Traffic
Order under sections 6, 45, 46, 49 and 124 of and Part IV of schedule

Crayford. The free parking place operates between 10am and 11am
Monday to Friday and it will be replaced by the controlled parking
zone restriction of no waiting, Monday to Friday 10am to 11am,
denoted by a single yellow line, and
ii. providing a free parking place in the vicinity of Nos. 63 and 65
Ridge Way, Crayford, to operate between 10am and 11am Monday to
Friday.

Borough of Newham on 6 March 2017 made the above-mentioned
Order under Sections 45, 46, 49, 51 and 124 of the Road Traffic

2. The effect of the Order will be to continue in force indefinitely the
provisions of the Newham (East Village) (Parking Places) (No. 1)
Experimental Traffic Order 2015 which came into force on 21
September 2015.
2. The above experimental Order introduced two parking places in
Cheering Lane E20 (East Village Controlled Parking Zone). The
parking places operate from 5pm to 9pm on Monday to Friday, and
from 8am to 9pm on Saturday and Sunday and are for permit holders
only. These parking places are at the same locations as waiting
restrictions (single yellow lines) which operate from 8am to 5pm on
Monday to Friday, and are therefore not in force when the waiting
restrictions are in force.
3. Copies of the Order, which will come into force on 13 March 2017,
and documents giving more detailed particulars of the Order are
available for inspection during normal office hours on Monday to
Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU
for a period of six weeks from the date on which the Order was made.

London on 21 November 2016 made the above Order under section 6

2. The effect of the Order in Walbrook will be to make permanent the
provisions of The City of London (Walbrook) Experimental Traffic
Order 2015, namely to remove a 14 metre length of the existing ‘at
any time’ loading restrictions on the west side, adjacent to the City of

3. A copy of the Order, which will come into operation on 28

TRAFFIC ORDER 2016
1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Harrow has made the above mentioned orders under
Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road
Traffic Regulation Act 1984 as amended by the Local Government Act
1985 and all other enabling powers.
2. The general effect of the orders includes the following roads in the
existing NH1 Controlled Parking Zone (CPZ) in North Harrow.
(a) The roads included in the zone and addresses eligible for a permit
are as follows; Cornwall Road, Somerset Road and Sussex Road
(adding Nos. 82 to 152 and Nos. 53a to 61).
(b) The hours of operation of the CPZ are 10am to 11am & 2pm to
3pm Monday to Friday. Designated permit holder only parking places
are provided to allow Zone (NH1) permit holders and visitor permit
holders to park during the controlled hours. Permit parking places are
provided where it is safe to do so, without causing obstruction to
dropped kerbs.
3. Permits if required cost the following per household: 1st vehicle
£70, 2nd vehicle £105, 3rd vehicle £140, 4th and subsequent vehicles
£175 each. Visitor permits would cost £17.50 per quantity of ten, 50%
discount for OAP’s.
4. The Harrow (Waiting and Loading Restriction) (Amendment No.40)
Traffic Order 2016 further amends The Harrow (Waiting and Loading
Restriction) Traffic Order 2014, by providing waiting restrictions for
the operational zone time, and double yellow lines at junctions.
5. The Harrow (Parking Places) (Amendment No. 22) Traffic Order
2016 further amends The Harrow (Parking Places) Traffic Order 2014,
so as to make provision for all the designated on-street permit
parking places in the aforementioned streets.
6. The restrictions referred to in this notice will not apply in respect of
anything done at the direction of a police constable in uniform or with
the permission of a civil enforcement officer or other person
authorised by the Council or in certain circumstances, such as the
picking up or setting down of passengers, or the carrying out of
statutory powers or duties. The usual exemption relating to vehicles
lawfully displaying a disabled person’s “Blue Badge” applies.
7. A copy of the orders, which will come into operation on 1st
December 2016, including documents giving more particulars of the
orders, are available for inspection at request between 9am and 5pm,
Mondays to Fridays at the One Stop Shop at the Civic Centre, until 6
weeks from the date on which the orders were made.
8. If any person wishes to question the validity of the order or its
provisions on the grounds that they are not within the powers

ROAD
[NOTE: This notice is about a proposal to re-locate a loading place in
Ellison Road to a new position in that road and to replace the original
loading place with double yellow lines. Objections or other comments

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Lambeth proposes to make the Lambeth (Loading Places)
(No. -) Order 201- and the Lambeth (Waiting and Loading Restriction)
(Amendment No. —) Order 201—, under sections 6 and 124 of and
Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the Orders would be to:
(a) remove the loading place situated in Ellison Road adjacent to the
side of No. 2 Greyhound Lane, alongside the contra-flow cycle lane,
and replace it with double yellow lines (double yellow lines indicate
that waiting by vehicles is banned at any time);
(b) provide a new loading place in Ellison Road, on the north-east
side, still adjacent to the side of No. 2 Greyhound Lane but further to
the south-east (the loading place would operate between 7 am and 7
pm on Mondays to Saturdays and during this time only vehicles being
continually loaded or unloaded for periods of up to 30 minutes at a
time (no return within 2 hours) may use the loading place).
3. The proposed Orders are necessary as part of a wider traffic
scheme to allow a safer transition from the segregation island to the
southbound contra flow cycle lane and to allow space for a
northbound central feeder lane for cyclists into a new advanced stop
line area, by relocating an existing loading place. Traffic lanes for
other vehicles would be provided either side of the new central feeder
lane so as to allow a safe transition for cyclists into the advanced stop
line area. This would improve road safety for all road users,

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Merton, on 22 November 2016 made the above-
mentioned Orders under the powers conferred by sections 45, 46, 49
and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation
Act 1984, as amended.
2. The general effect of the Orders will be to convert sections of
existing parking places, in lengths of roads generally fronting the
locations referred to in the Schedule to this notice, to single yellow
line waiting restrictions matching the operational times of the
controlled parking zone operating at each of those locations to
facilitate the implementation of vehicle crossovers.
3. The ‘W1’ Parking Places Order will also relocate the parking place
previously removed to facilitate a crossover for No. 7 Thornton Hill so
that it lies from a point 1 metre north-west of the common boundary
of Nos. 5 and 7 Thornton Hill south-eastward for a distance of 6
metres.
4. A copy of each of the Orders, which will come into force on 5
December 2016, and other documents giving more detailed
particulars of the Orders, including plans specifying the lengths of
roads affected by the Orders, can be inspected during normal office
hours on Mondays to Fridays inclusive until the end of six weeks from
the date on which the Orders were made at Merton Link, Merton Civic
Centre, London Road, Morden, Surrey, SM4 5DX.
5. Any person desiring to question the validity of the Orders or of any
provision contained therein on the grounds that it is not within the
relevant powers of the Road Traffic Regulation Act 1984, or that any
of the relevant requirements thereof, or of any relevant regulations
made thereunder has not been complied with in relation to the Orders
may, within six weeks from the date on which the Orders were made,
make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Merton under the powers conferred by sections 6 and 124
of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984,
as amended, propose to make the above mentioned Order.
2. The general effect of the ‘Prohibition of Stopping Outside Schools’
Order would be to formalise the school entrance markings outside
Perseid Upper School in Middleton Road, the north-west side, that
extend from a point 1 metre north-east of a point opposite the
common boundary of Nos. 14 and 16 Middleton Road south-
westward for a distance of 25.56 metres so as to prohibit any vehicle
stopping or remaining at rest between 8.00am and 4.00pm Mondays
to Fridays inclusive.
3. The prohibition in paragraph 2 above would not apply to:-
(a) any person causing or permitting a vehicle to stop or remain at
rest:-
(i) if that person is obliged to do so in order to prevent an accident; or
(ii) if that person is required to do by law;
(b) anything done with the permission or at the direction of a police
constable in uniform or in accordance with any restriction or
requirement indicated by traffic signs placed on the highway by or on
behalf of the Metropolitan Police.
4. A copy of the proposed Order and other documents giving more
detailed particulars of the Order, including a plan which indicates the
length of road to which the Order relates can be inspected Monday to
Friday during normal office hours at Merton Link, Merton Civic Centre,
London Road, Morden, Surrey until 6 weeks have elapsed from the
date on which either the Order is made or the Council decides not to
make the Order.

2. The general effect of the Parking Places Order, which affects
certain parking places within the Putney controlled parking zone,
would be as follows:—
(a) in CLARENDON DRIVE (the north side) to reduce the length of two
parking places, both of which are in operation between 8.30am and
6.30pm on Mondays to Saturdays:
(i) outside the “Eileen Lecky Centre”, 2 Clarendon Drive, (for use by
residents and visitors permit holders only) by approximately 2 metres
at one end and by 2.5 metres at the other end;
(ii) outside the “Putney Animal Hospital”, 6 Clarendon Drive, (for pay
and display parking only) by approximately 2 metres at one end only;
(b) in LEBANON GARDENS, to replace two existing parking places,
which currently are separated by a gap approximately 8 metres long,
with one continuous parking place. The gap is outside No. 9A
Lebanon Gardens and was originally intended to allow vehicular
access to an off-street parking area which is no longer in use. The
parking bays operate between 9.30am and 4.30pm on Mondays to
Fridays inclusive and are shared-use bays for use by residents,
visitors and business permit holders and for pay and display parking;
(c) in GRESSENHALL ROAD, to shorten two existing parking places,
which currently are separated by a gap approximately 4 metres long,
such that the gap is extended by 1 metre. The gap is outside No. 25
Gressenhall Road and is insufficiently wide to allow vehicular access
to an off-street parking area for most modern cars. The parking bays
operate in the same way as described in paragraph (b) above.
(d) in GWENDOLEN AVENUE, to introduce a 7 metre long gap within
an existing parking place, which currently has an overall length of
approximately 40 metres, and which extends on the east side of
Gwendolen Avenue to the south of its junction with Cambalt Road
outside the flank of No. 24 Cambalt Road. The gap, which is opposite
No. 39 Gwendolen Avenue (“The Gwendolen House Nursery School”),
is at the site of a proposed flat-topped road hump with kerb build-
outs on each side. The build-out on the east side will occupy the 7
metre long gap. The parking bay affected is for permit holders only in
the Zones A1 and A3 of the Putney CPZ, and is in operation between
8.30am and 6.30pm on Mondays to Saturdays.
3. The general effect of the Waiting and Loading Restriction Order
would be to introduce double yellow lines (“no waiting at any time”)
restrictions on the west side of Gwendolen Avenue directly opposite
the gap referred to in paragraph 2(d) above, but having an overall
length of 34 metres. It will be partly outside No. 37, outside all of No.
39 and partly outside No. 41 Gwendolen Avenue, and will occupy the
whole of the gap between two existing parking bays on that side of
the road.
4. Copies of documents giving more detailed particulars of the
proposed Orders are available for inspection during normal office
hours on Mondays to Fridays at The Customer Centre, The Town Hall,
Wandsworth High Street, London, SW18 2PU. The documents will

Notice is given that at 14:30hrs on Monday 20 July 2015, at Richfords
Recovery, Unit 3B & 4 Soloman Road, Cossall, Notts, NE7 5UE, the
Driver & Vehicle Standards Agency, by virtue of powers under
regulation 3 of the Goods Vehicles (Enforcement Powers) Regulations
2009 (“the 2009 Regulations”) detained the following vehicle:
Registration number: MX05 GZK Make: DAF 85 tractor unit
At the time the vehicle was detained it bore no livery and was pulling
trailer ID NI/026335/00. Any person having a claim to the vehicle is
required to establish their claim in writing on or before 13 August
2015 by sending it by post to the Office of the Traffic Commissioner,
Hillcrest House, 386 Harehills Lane, Leeds, LS9 6NF (regulations 9, 10
and 22 of the 2009 Regulations). If on or by the date given in this
notice, no person has established that he is entitled to the return of
the vehicle, the Driver & Vehicle Standards Agency shall be entitled to
dispose of it as it thinks fit (Regulations 14 and 15 of the 2009
Regulations).
Any person having a claim to the contents of the above vehicle or any
part thereof is also required to establish their claim in writing on or
before 13 August 2015 by sending it by post to the address given
above. If on or by the date given in this notice, no person has
established that he is entitled to the return of the contents, the Driver
& Vehicle Standards Agency shall dispose of them as it thinks fit

Commissioners for England under the authority of the Places of
Worship Sites Act 1873
2. The said parsonage site ceased on the 25th February 2014 to be

parsonage and under the combined effect of section 1 of the Places
of Worship Sites Act 1873 and section 1 of the Reverter of Sites Act
1987 the said land has reverted and become vested in the

NOTICE UNDER SECTION 27 TRUSTEE ACT 1925
Pursuant to section 27 of the Trustee Act 1925, the Trustees of the
Scheme give notice that the winding-up of the Scheme will shortly be
completed. The Trustees of the Scheme request that (a) any former
employee (whether full-time or part-time) of Precision Carbide Tools
Ltd or if such a person is deceased (b) the spouse or dependant of
that person, who in either case is (or thinks they might be) entitled to
benefits under the Scheme, and (c) any other person who believes
they may have a claim against the Scheme, provides written
particulars of any such entitlement or claim to Jardine Lloyd
