NOTICE is hereby given that Public Local Inquiries in connection with
the Scheme and Orders mentioned below will be held by an Inspector
appointed for the purpose by the Secretary of State for Transport
beginning at 10.00am on Tuesday 21 August 2018 at John Storer
Charnwood, John Storer House, Wards End, Loughborough,
Leicestershire LE11 3HA to hear representations from remaining

objectors (as defined in the Compulsory Purchase (Inquiries
Procedure) Rules 2007) and statutory objectors (as defined in the
Highways (Inquiries Procedure) Rules 1994), from any other persons
having an interest in the land the subject of the Compulsory Purchase
Order and, at his discretion, to hear representations from any other
persons who may desire to appear and be heard.
THE SCHEME and ORDERS are a Scheme and Orders which have
been made by Leicestershire County Council under the above-
mentioned Acts and submitted to the Secretary of State for Transport
for confirmation and are:-
(1) THE LEICESTERSHIRE COUNTY COUNCIL (ZOUCH BRIDGE
REPLACEMENT) BRIDGE SCHEME 2017. This is a Scheme under
sections 8 and 106(3) of the Highways Act 1980 which, if confirmed,
will authorise Leicestershire County Council to construct over the
navigable waters of the River Soar the bridge specified in the
Schedule to the Scheme as part of the highway which they are
proposing to construct as a replacement for Zouch Bridge carrying
the A6006 from Hathern in the Parish of Hathern and the District of
Charnwood in Leicestershire to Zouch in the Parish of Normanton on
Soar and the District of Rushcliffe in Nottinghamshire.
(2) THE LEICESTERSHIRE COUNTY COUNCIL (A6006 ZOUCH
BRIDGE REPLACEMENT, CLASSIFIED ROAD) (SIDE ROADS) ORDER
2017. This is an Order under sections 8, 14 and 125 of the Highways
Act 1980, which, if confirmed, will authorise Leicestershire County
Council to:-
(a) improve highways;
(b) stop up highways;
(c) construct new highways;
(d) stop up private means of access; and
(e) provide new means of access to premises.
(3) THE LEICESTERSHIRE COUNTY COUNCIL (ZOUCH BRIDGE
REPLACEMENT) COMPULSORY PURCHASE ORDER 2017. This is
an Order under sections 239, 240, 246 and 250 of the Highways Act
1980, which, if confirmed, will authorise Leicestershire County Council
to purchase compulsorily the land and the new rights over land
described therein for the purposes of:-
(a) the construction of a new realigned highway on both the
approaches to and across a new bridge (acting as a replacement for
the existing Zouch Bridge) which shall carry the A6006 across the
navigable River Soar connecting the County of Leicestershire to the
County of Nottinghamshire – the Public Highway which shall be
maintainable at public expense – together with associated works to
accesses, highway drainage, rights of way and associated signing
and lining thereto;
(b) the improvement of the A6006 (Classified Road);
(c) the mitigation of any adverse effects which the existence or use of
the highway proposed to be constructed will have on its
surroundings;
(d) the construction of other highways, the improvement of existing
highways and the provision of private means of access in pursuance
of The Leicestershire County Council (A6006 Zouch Bridge
Replacement, Classified Road) (Side Roads) Order 2017; and
(e) the use by the acquiring authority in connection with the
construction and improvement of highways and the provision of new
means of access as aforesaid.

referred to therein have been deposited and may be seen at all
reasonable hours free of charge at Leicestershire County Council,
County Hall, Glenfield, Leicestershire LE3 8RA, Charnwood Borough
Council, Southfields Road, Loughborough LE11 2TX, Rushcliffe
Borough Council, Civic Centre, Pavillion Road, West Bridgford,
Nottingham NG2 5FE, Hathern Library, Greenhill, Hathern,

COPIES of any proofs of evidence, sent to or by the promoting

PROCEEDINGS on the above-mentioned Scheme and Orders are
being taken concurrently by virtue of section 257 of the Highways Act
1980.
THE SECRETARY OF STATE FOR TRANSPORT hereby directs that
any person who intends to submit at the Inquiries that any highway or
proposed highway to which the Scheme and Orders, or any of them,
relate should follow an alternative route, or that, instead of improving,
diverting or altering a highway to which the Scheme and Orders, or
any of them, relate, a new highway should be constructed on a
particular route, shall send to him at Department for Transport,
National Transport Casework Team, Tyneside House, Skinnerburn
Road, Newcastle upon Tyne NE4 7AR, not later than 31 July 2018,
sufficient information about the alternative route or the route of the
new highway, as the case may be, to enable it to be identified. Failure
to comply with this direction will entitle the Secretary of State and the
person holding the Inquiries to disregard so much of any objection as
consists of such a submission.

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Enfield (the Council) on the 5th July 2018 made the Enfield
(Cycle Lanes) (No. 1) Traffic Order 2018, the Enfield (Free Parking
Places) (No. 1) Order 2018, the Enfield (Parking Places) (Pay and
Display) (No.1) Order 2018, the Enfield (Goods Vehicles Loading Bays)
(No. 4) Order 2018, The Enfield (Prohibition of stopping on Cab
Ranks) (Special Parking Area) Traffic Order 2018, The Enfield
(Residents’ Parking Places) (Enfield Town) (No. 2) Order 2018, The

2. The general effect of the Orders will be to:
(a) introduce a mandatory cycle lane Order to amend Item (5) of
paragraph 12 in Part 7 of the Traffic Signs Regulations and General
Directions 2016 to include in the list of purposes
(i) Council maintenance vehicles (or approved contractors),
performing maintenance along the route; and

(ii) Blue Badge holders, for the purpose of picking up and setting
down passengers.
(b) revoke and introduce Free Parking Places in parts of the streets
specified in the second paragraph of the heading to this Notice, and a

that restricts vehicles to parking for a maximum of 2 hours and
prevents those vehicles from returning to a free parking place within
the same zone within 4 hours;
(c) revoke and introduce Pay and Display Parking Places in parts of
the streets specified in the third paragraph of the heading to this
Notice, charges will remain as detailed in the table below;

4. Any person desiring to question the validity of the Order or of

NOTICE OF INCREASE IN PENALTY CHARGES FOR PARKING
CONTRAVENTIONS
1. NOTICE IS HEREBY GIVEN that pursuant to the provisions of
Schedule 9 of the Traffic Management Act 2004 the Council of the
London Borough of Enfield, following approval given by the Mayor of
London and the Secretary of State for Transport, will amend the
Bands set for Penalty Charges relating to enforcement of parking
contraventions in the Borough.
2. The new charges, which will come into force on the 6 August 2018
are as follows:
Penalty Charges for parking contraventions for all roads within the
London Borough of Enfield will be increased to Band A – Higher rate
£130 reduced to £65 if paid within the statutory period starting from
the date of issue of the Penalty Charge Notice or Lower rate £80
reduced to £40 if paid within the statutory period starting from the
date of issue of the Penalty Charge Notice.

Hillingdon Council gives notice that it proposes to make these Orders
which will:
1. Amend existing and propose new no stopping School Keep Clear
markings operational 'Monday to Friday 8am to 10am and 2.30pm to
4.30pm' in sections of various roads as set out in the schedule to this
notice below.
2. Revise the previous proposal adverted on the 20th June 2018 to
introduce 'Monday to Friday 9am to 5pm' waiting restrictions in part
of Pield Heath Avenue, Hillingdon. It is proposed to introduce waiting
restrictions between the junction with Pield Heath Road to outside
No. 5 Pield Heath Avenue on the southwest side and outside No. 8
Pield Heath Avenue on the northeast side.
3. Introduce a 20mph speed limit zone on Violet Avenue, Hillingdon
between the junctions with Apple Tree Avenue and Colham Green
Road with raised road tables with a height of 75mm and 1:20 gradient
ramps on each approach at the following locations:
i) Outside No. 93 Violet Avenue, Hillingdon
ii) At the junction with Violet Avenue and Myrtle Close, Hillingdon
iii) At the junction with Violet Avenue and Heather Close, Hillingdon
iv) Outside Nos. 30 and 32 Violet Avenue, Hillingdon

THE NEWHAM (QUEEN ELIZABETH OLYMPIC PARK) (SPECIAL
EVENTS) (2015) (AMENDMENT NO. 1) TRAFFIC ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Newham, with the consent of the London Boroughs of
Hackney and Tower Hamlets, Lee Valley Regional Park Authority,
London Legacy Development Corporation and Taylor Wimpey East
London on 9 July 2018 made the above mentioned Order under
Sections 6 and 124 of the Road Traffic Regulation Act 1984, as
amended.
2. The general effect of the Order will be to prohibit, only at such
times as traffic signs are displayed, vehicular traffic from -
(a) proceeding in any street or length of street specified in the
Schedule to this Notice;
(b) turning left or right from any street or length of street specified in
the Schedule to this Notice into an adjacent street;
(c) proceeding other than in a specified direction (ie one-way working)
in any street or length of street specified in the Schedule to this
Notice; or
(d) waiting (including for loading / unloading purposes) in any street or
length of street specified in the Schedule to this Notice.
3. It is intended that only some of the above restrictions shall apply at
any one time and only in certain streets to enable appropriate
essential traffic management to take place in connection with the
holding of special events in Queen Elizabeth Olympic Park. The
streets specified in the Schedule to this Notice are to be added to
those already covered by traffic management measures for special
events in Queen Elizabeth Olympic Park and included within the
Newham (Queen Elizabeth Olympic Park) (Special Events) Traffic
Order 2015.
4. Copies of the Order, which will come into force on 16 July 2018,
and documents giving more detailed particulars of the Order are
available for inspection during normal office hours on Monday to

terminating at the access to the property known as Tyddyn Du, north
