Notice is hereby given that Sandy Knowe Wind Farm Ltd, (a wholly
owned subsidiary of ERG Power Generation SpA), company
registration number 06850950, Seebeck House 1 Seebeck Place,
Knowlhill, Milton Keynes, Buckinghamshire, MK5 8FR has applied to
the Scottish Ministers for consent to construct and operate a wind
farm to the southwest of Kirkconnel and Kelloholm in Dumfries &
Galloway (Central Grid Reference NS 701 106). The installed capacity
of the proposed generating station would be over 50 MW comprising
24 turbines with a ground to blade tip height of up to a maximum of
125 metres. The proposed development is subject to Environmental
Impact Assessment and an EIA Report has been produced in line with
current guidance.
Sandy Knowe Wind Farm Ltd do not consider that they require a
Direction under Section 57(2) of the Town and Country Planning
(Scotland) Act 1997 that planning permission for the development be
deemed to be granted. Planning Permission 15/p/3/0279 granted by
Dumfries and Galloway Council on 24 November 2016 is for a
development with the same physical characteristics as that which is
now proposed. This new application is necessary to allow the
electrical capacity of the wind farm to be installed at greater than
50MW, which requires section 36 Consent from the Scottish
Government.

relates, together with a copy of the EIA Report that presents the
environmental assessment of the Company’s proposals are available
for public inspection in person, free of charge, during normal office

discretion to do so, a Public Local Inquiry (PLI) can be held.

Ministers will determine the application for consent in one of two
ways:

The existing culvert infrastructure upstream of Cashel Drive is in very
poor structural condition and requires work to alleviate the risk of
culvert collapse.
The proposed works will involve the replacement and realignment of
approximately 85m of 1350mm diameter concrete pipe. The works
will be located adjacent to Cashel Close, Monkstown.

ALLEVIATION SCHEME IS NOT LIKELY TO HAVE SIGNIFICANT
EFFECTS ON THE ENVIRONMENT
BELFAST TIDAL FLOOD ALLEVIATION SCHEME
The Department for Infrastructure hereby gives notice, in pursuance
of Article 12A of the Drainage (Northern Ireland) Order 1973 (as
amended) that it proposes to carry out a flood alleviation scheme on
the River Lagan in Belfast.
The purpose of the scheme is to protect Belfast against existing tidal
flood risk and to mitigate against future sea level rise caused by
climate change. The proposed works will extend from Belfast Harbour
to Stranmillis Weir and involve the construction of flood defences
along both sides of the channel. The line, height and type of the flood
defences will vary along the length of the scheme and will be of a high
quality which will aesthetically integrate with, and build upon existing
or proposed streetscapes and landscapes. The proposed defences
will include:
• Glass flood walls
• Sheet piled flood wall
• Clad reinforced concrete flood walls
• Demountable Barriers
• Flood Gates
• Property Level Protection
The scheme will also involve the demolition of existing walls and the
removal of trees and hedges to facilitate the construction.

of the proposed generating station would be over 50 MW comprising
24 turbines with a ground to blade tip height of up to a maximum of
125 metres. The proposed development is subject to Environmental
Impact Assessment and an EIA Report has been produced in line with
current guidance.

PIPELINE WORKS AUTHORISATION
The Oil and Gas Authority gives notice that it has decided to issue,
and in consequence has issued, a works authorisation to be held by
Shell U.K. Limited whose address is Shell Centre, London, SE1 7NA
for the construction and use of a system of pipelines between the
Gannet D LBM and the Gannet A Platform ESDV.
Except with the consent of the Oil and Gas Authority, the 273.1mm
Production Pipelines shall only be used to convey Produced Fluids
and the 114.3mm Production Jumpers shall only be used to convey
Produced Fluids.
The pipelines may be used by the Holder and with the Holder's
agreement, and with the consent of the Oil and Gas Authority, by
other persons.
Shell U.K. Limited have been appointed operator of the pipelines.

of the characteristics of the project, the environmental sensitivity of
the areas likely to be affected by the project and the nature and
significance of the potential impacts, as set out in Schedule 1 to the
Regulations.
Excluded Activities
Pursuant to regulation 5(10) of the above Regulations, the Secretary
of State gives notice that, having regard to the matters set out in
regulations 5(2) and/or 5(2A) and Schedule 1 to the Regulations, the
Secretary of State has decided that the operations in respect of which
consent is sought would not be likely to have a significant effect on
the environment and accordingly no environmental statement need be
prepared in respect of the relevant project.

Notice is hereby given that Sandy Knowe Wind Farm Limited,
company registration number 06850950, with its registered office at
C/O Tmf Group, 13th Floor, One Angel Court, London, United
Kingdom, EC2R 7HJ, has applied to the Scottish Ministers under
section 36C of the Electricity Act 1989 to vary the section 36 consent
to construct and operate the Sandy Knowe Wind Farm at Kirkconnel,
Dumfries and Galloway (Central Grid Reference NS 69700 10300)
previously consented on 07 July 2020 by Scottish Ministers (“the
variation application”). The application also requests that a direction
be made by the Scottish Ministers under section 57 of the Town and
Country Planning (Scotland) Act 1997 that planning permission is
deemed to be varied.
The variation application seeks to make the following variations: The
application seeks a direction to vary the deemed planning permission
Condition 7(1) to extend the operational period of the Sandy Knowe
Wind Farm to a period of 40 years from the Date of Final
Commissioning.

ASSESSMENT) (SCOTLAND) REGULATIONS 2017
Notice is hereby given that ERG UK Holding Ltd (ERG) or ‘the Agent’
(an associated company of Sandy Knowe Wind Farm Limited or ‘the
Applicant’ 06850950 C/O Tmf Group, 13th Floor, One Angel Court,
London, United Kingdom, EC2R 7HJ) has applied to the Scottish
Ministers for consent under section 36 of the Electricity Act 1989 to
construct and operate the Sandy Knowe Wind Farm Extension on
land adjacent to the existing Sandy Knowe Wind Farm, south of the
A76 and approximately 2.5km south-west of Kirkconnel (Central Grid
Reference NS 69292 10825). The application (ECU Ref:
ECU00003274) also requests that a direction be made by the Scottish
Ministers under section 57 of the Town and Country Planning
(Scotland) Act 1997. The installed capacity of the proposed Sandy
Knowe Wind Farm Extension would be up to 50 MW, comprising 6
turbines, 3 with a ground to blade tip height of 125 metres and 3 with
a ground to blade tip height of 149.9 metres; battery storage and
associated infrastructure. The proposal is subject to Environmental
Impact Assessment.
Sandy Knowe Wind Farm Limited has now submitted additional
information to Scottish Ministers, which includes information relating
to amendments to the Proposed Development which have been made
in response to consultee feedback on the application, or as minor
amendments to provide additional information/clarity on the Proposed
Development. The additional information provided includes
amendments to the design of the Proposed Development, a revised
Peat Management Plan, an Outline Borrow Pit Restoration Plan, a set
of Landscape Planting Principles and Biodiversity Enhancements and
clarifications related to other matters including details of an outdoor
education trail and aviation lighting plan.
