1. NOTICE IS HEREBY GIVEN that Westminster City Council on 27th

2. The general effect of the Order will be to continue in force

1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing
propose, in connection with the provision of a raised zebra crossing in
Castlebar Road south of Montpelier Avenue, to make the above
mentioned Orders under sections 6 and 124 of and Part IV of

2. The general effect of the Cycle Lanes Order would be to provide a
segregated cycleway on the west side of Castlebar Road (between a

boundary) which would operate in northerly direction.
3. FURTHER NOTICE IS HEREBY GIVEN that the Council under the
powers of section 23 of the Road Traffic Regulation Act 1984 and the
powers of section 90c of the Highways Act 1980, propose to revise
the zebra pedestrian crossing facility in Castlebar Road south of
Montpelier Avenue (by the rear of No.36 Heronsforde). It is proposed
that the crossing would be sited on a speed table approximately
75mm in height and 14.5 metres in length including 2 ramps of 2.2
metres each. The crossing distance would be widened on the west
side by the creation of a 2 metre wide cycle lane
4. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council
under the powers of section 90c of the Highways Act 1980, propose
to provide an entry treatment in St Stephens Road at its junction with
Castlebar Road. This would be situated 2 metres west of the western
kerb-line of Castlebar Road on a raised table approximately 75mm in
height and 6.2 metres in length including 2 ramps of 1.6 metres each.

ESTATE ROADS AND CAR PARKING AREAS
Note: (This notice is about the enforcement of parking restrictions on
certain Council housing estates by the issue of Penalty Charge
Notices. There will be no changes to the parking restrictions that
currently operate.)
1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Lambeth on 29th October 2014 made the Lambeth (Off-
Street Parking Places) (Housing Estates) Order 2014, the Lambeth
(Street Parking Places) (Housing Estates) Order 2014 and the
Lambeth (Disabled Persons’ Parking Places and Waiting and Loading
Restrictions) (Housing Estates) Order 2014, under sections 6, 35, 45,
46 and 49 of the Road Traffic Regulation Act 1984. The Orders will
come into force on 1st November 2014.
2. The general effect of the Orders will be to enable the parking
restrictions on the roads and car parking areas of the Council housing
estates specified in the Schedule to this Notice to be enforced under
the provisions of the Traffic Management Act 2004. This means that
Penalty Charge Notices could be issued by the Council’s Civil
Enforcement Officers to vehicles that contravene the parking
restrictions, and vehicles may be removed (towed away) or
immobilised (clamped) in certain cases, in the same way as on the
public highway. The same rights of appeal to an adjudicator will also
apply.
3. The parking restrictions will continue to operate as follows:
(a) the parking restrictions to operate at all times;
(b) where it is indicated that a private estate parking permit scheme is
in operation only the following vehicles will be permitted to park on
the estate: vehicles displaying either a valid resident’s parking permit
or a valid visitor’s parking permit relating to that estate, or a valid
contractor’s parking permit or a valid staff parking permit or a valid
primary care trust (PCT) parking permit;
(c) vehicles to be parked within marked bays or in approved areas
only;
(d) vehicles to be banned from waiting or parking at any time on
double yellow lines, yellow cross-hatching, grassed areas and
footways;
(e) parking permits to be issued only in respect of motor vehicles that
are not more than 2 metres high, 1.8 metres wide or 4.8 metres long
(motor cycles do not require a permit to park);
(f) the charge for a resident’s parking permit is £30 for 1 year, a
visitor’s parking permit is £1.50 for 1 day and a contractor’s parking
permit is £150 for 1 year (in books of 10, 20 or 50 permits), a PCT
permit is £100 for 1 year and there is no charge for a staff parking
permit;
(g) resident’s parking permits and visitor’s parking permits to be
issued only to eligible estate residents, contractor’s parking permits to
be issued only to eligible Lambeth Living contractors working on the
estates, staff permits to be issued only to essential Council or
Lambeth Living staff working on the estates and PCT parking permits
to be issued only to certain healthcare workers working on the
estates;
(h) if a parking bay is allocated for the use of a specified resident’s
vehicle, no other vehicle shall use that parking bay;
(i) where a parking bay is indicated as being for the use of a disabled
person’s vehicle, only a vehicle displaying a disabled person’s blue
badge may be left in that parking bay.
4. The Orders will provide lawful authority for the enforcement of the
parking restrictions on certain Council housing estates and this is
necessary to ensure that parking facilities are maintained for the use
of eligible residents of the estates, their visitors and any essential
contractors/staff only, and also to prevent parking where it could
cause an obstruction particularly to emergency services and refuse
collection vehicles.

(2) ban waiting and loading/unloading by vehicles at any time in:-
a the part of Vauxhall Walk which lies south of Glasshouse Walk
(the parking place for London Cycle Hire pedal cycles would
remain); and
b the part of Laud Street which lies between Vauxhall Walk and a
point 4.5 metres east of that road;
(3) ban waiting by vehicles at any time in the part of Laud Street which

4 NOTICE IS ALSO HEREBY GIVEN that the Council of the London
Borough of Lambeth propose, under section 90A of the Highways
Act 1980, to construct the type of flat-top road hump known as a
“speed table” in (a) Vauxhall Walk, from Glasshouse Walk to its
southern extremity; and (b) Laud Street, from Vauxhall Walk
eastwards for 4.5 metres. (The “speed table” would be an
elevated section of carriageway, extending across the full width
of the carriageway at the same height as the kerbs so as to form
a level, continuous surface across the carriageway and the
footways.)
5 The proposals are required as part of a public realm improvement
scheme which is intended to introduce a sense of place and
revitalise the area. The “speed table” would be installed, and the
existing parking and loading facilities removed (and partly
replaced with “rain gardens” to manage surface water drainage
and soften the landscape), so as to create a green and pleasant
area in Vauxhall Walk, free from parked cars. Loading/unloading
would still be possible from Laud Street.

(4) above would be instead of the existing waiting and loading
restrictions that currently apply in the lengths of roads concerned.)

3. The ban on waiting and loading/unloading in the affected lengths of
Brixton Station Road, Electric Avenue and Pope’s Road would be
indicated by the placing of “Restricted Parking Zone” traffic signs -
there would be no yellow lines or kerb markings on the road. The ban
on waiting and loading/unloading in the affected length of Electric
Lane and on waiting in Beehive Place would be indicated by the
placing of double yellow lines (and as appropriate kerb markings) on
the road.
4. The proposed Orders are required to stop vehicles from entering,
waiting and loading in the pedestrian zones whilst pedestrians are still
using the markets and shops and so improve road safety. The ban on
motor vehicles using Electric Lane would allow some access for pedal
cyclists whilst continuing to exclude them from the market stall areas
for safety reasons. The ban on waiting at any time in Beehive Place is
necessary to ensure the safe and unobstructed flow of traffic in this
narrow street.

In accordance with the conditions of issue of 4% Consolidated Loan
as set out in the prospectus dated 29 December 1926 issued by the

TRANSPORT FOR LONDON, as the charging authority, hereby gives notice that it has made an Order under Schedule 23 to the Greater London
Authority Act 1999 entitled the Greater London Low Emission Zone Charging (Variation and Transitional Provisions) Order 2014 (“The Variation
Order”).
The Variation Order amends the Greater London Low Emission Zone Charging Order 2006, (“the Scheme Order”) made by Transport for
London (“TfL”) on 13 November 2006 and confirmed with modifications by the Mayor of London on 3 May 2007. The Scheme Order was
subsequently varied by further Orders made by Transport for London and confirmed by the Mayor.
The Variation Order contains the following proposed changes:
1) The introduction of an Ultra Low Emission Zone (ULEZ) area, which would mirror the current Congestion Charging Zone.
2) Changes to specify the following:
- The classes of vehicle that would be subject to the ULEZ requirements.
- The relevant emissions standards that a vehicle would be required to comply with to enter and drive within the ULEZ area.
- The amount of the daily charge that would be payable by a vehicle that is not compliant with the relevant emissions standard and which drives
within the ULEZ area.
- The penalty charge for which the registered keeper of a non-compliant vehicle would be liable if they do not pay the appropriate daily charge.
