Highways England Company Limited (a) gives notice that it has
determined that the proposal to install six new safety cameras, a
change in speed limit signage, minor additional signage improvement
works, road marking improvements and road studs (from grid
reference 615213,240875 to 620487,241223) which is a relevant
project within the meaning of Section 105A (1) of the Highways Act
1980 (as amended) is not to be made subject to Environmental Impact
Assessment in accordance with Part VA of the Highways Act 1980 (as
amended) and EC Directive 85/337/EEC (as amended).

2. The general effect of the Weight Restriction Order would be to
prohibit vehicles, the maximum gross weight of which exceeds 7.5
tonnes, from using the entire length of roads as detailed in the
Schedule of the Notice, except for loading and unloading.
3. The general effect of the speed limit Order would be to impose a
speed limit of 20 mph in the entire length of roads as detailed in the
Schedule to this Notice.
4. A copy of; the proposed Order; the Council’s statement of reasons
for proposing to make the Order; a plan which shows the lengths of
road to which the Order relates, can be inspected online at

THE ISLINGTON (PROHIBITION OF TRAFFIC) (PLAY STREET)
(NO. 4) ORDER 2015
1) NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Islington on 24 November 2015 made the above
mentioned Order under Sections 29 and 31 to the Road Traffic
Regulation Act 1984, as amended, and of all other powers thereunto
enabling.
2) A play street is an area on a street or part of a street designated for
use as a safe and secure playground for children on particular days
and specific hours.
3) The general effect of the Play Street Order will be to prohibit
vehicles from entering or stopping in designated play street areas
during play street hours.
4) The designated Play Street area will be in Legard Road, between its
junction with Highbury Park and No. 15 Legard Road.
5) The Play Street area will operate between 1.30pm and 4.30pm and
occurring every fourth Sunday in April, June and September and on
the first Sunday of December with effect from December 2015.
6) The prohibition specified in paragraphs 2 to 5 above shall not apply
to:
a) any person wishing to gain reasonable access to premises situated
on or adjacent to the road;
b) any person causing or permitting a vehicle to stop or remain at rest
if required to do so by law or if obliged to do so in order to avoid an
accident;
c) any vehicle being used for fire brigade, ambulance or police
purposes in an emergency; or
d) anything done with the permission or at the direction of a police
constable in uniform, a traffic warden, a civil enforcement officer in
uniform or a designated marshall.
7) The Order, which will come into force on 30 November 2015 and
other documents giving more detailed particulars of the Order are

RESTRICTIONS) (AMENDMENT NO. 8) ORDER 2015
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough
of Kensington and Chelsea (hereinafter referred to as “the Council”)
on 26th November 2015 have made the above-mentioned Orders
under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to
the Road Traffic Regulation Act 1984.
2. The general effect of the Orders is to complement the enforcement
of the off-street parking and waiting restrictions on roads and areas of
the Council’s housing estates specified in Schedule 1 to this Notice
under the provisions of the Traffic Management Act 2004, by
implementing similar controls on-street. This will enable the Council’s
Civil Enforcement Officers to enforce and, in respect of
contraventions, issue Penalty Charge Notices. Vehicles that
contravene the restrictions could be towed-away or immobilised
(clamped) in certain cases, the same as they could in respect of other
on-street controls within the Royal Borough.
3. Generally the parking and waiting restrictions will continue to
operate similarly as they currently do without any major changes,
however the system has been honed within the legal framework in
order to bring it within the current on-street parking and waiting and
loading restrictions system. This will prevent indiscriminate parking
and allow residents, disabled residents, their visitors and “bona fide”
contractors, adequate parking facilities. The general effect of the
orders are as follows —
(a) the new system is to be run by the Kensington and Chelsea Tenant
Management Organisation Ltd. (KCTMO) who currently run the
present system as managing agents for the Council;
(b) the controls and restrictions will operate at all times on every day;
(c) only vehicles displaying a valid KCTMO resident permit may be
parked in a KCTMO resident permit holders parking place on the
roads specified in respect of the housing estates stated in Schedule
2 to this notice; only vehicles displaying a validated KCTMO visitor’s
scratch card may be parked in a KCTMO visitors’ parking place on
the roads specified in respect of the housing estates stated in
Schedule 3 to this notice and only vehicles displaying a valid KCTMO
Disability permit as well as a Council’s “purple badge” may be parked
in a disabled persons’ parking place on the road specified in
Schedule 4 to this notice [please note: KCTMO resident permits are
parking place specific];
(d) vehicles displaying a valid KCTMO contractor’s permit may be
parked in either a KCTMO resident permit holders parking place or a
KCTMO visitors’ parking place whilst supplying materials, labour or
carrying out work on or in any relevant housing estate parking area
[please note: there is no charge for a contractor’s permit, however
prior permission from KCTMO must be obtained and also an
approved KCTMO contractor board must accompany the permit
stating the name of the contractor, the job number, the date and time
of arrival];
(e) the charges for permits are set out in Schedule 5 to this Notice;
there being no charge for visitor’s scratch cards, KCTMO disabled
permits or for tenants or leaseholders with a recognised disability;
(f) vehicles are only to be parked wholly within marked bays or places
and only one vehicle is to be parked in a bay at any one time, except
in the case of a solo motorcycle bay, where more than one solo
motocycle may be parked if there is room;
(g) enforcement of double yellow lines on the roads specified in
respect of the housing estates stated in Schedule 6 to this Notice
(h) introduction of double yellow lines on the roads specified in
respect of the housing estates stated in Schedule 7 to this Notice;
(i) solo motor-cycles may be parked in the solo motor-cycle parking
place on the road specified in Schedule 8 to this notice without
charge, however a solo motor-cycle would need to display a valid
KCTMO resident permit if parked in a KCTMO residents’ parking
place; and
(j) car club vehicles may be parked in the car club parking place
numbered RBKC201 on the road specified in Schedule 9 to this
notice.
(k) Conversion of single yellow line to double yellow lines on the road
specified in respect of the housing estate stated in Schedule 10 to
this Notice;
4. The amending orders contain sizeable amendments to the
respective parent orders in order to reflect the scheme and allow for
robust enforcement.
5. The above measures provide lawful authority for the enforcement of
the on-street parking and waiting restrictions on certain of the
Council’s housing estates. This is necessary to ensure that parking
and waiting facilities are maintained for the use of eligible residents of
the estates, their visitors, disabled persons and other permit holders
agreed by the Council. The measures also prevent parking and
waiting where it could cause an obstruction, particularly to emergency
services and refuse collection vehicles.
6. Copies of the Orders, which will come in to operation on 30th
November 2015 and of all other relevant documents can be inspected
during normal office hours on Mondays to Fridays inclusive until the
end of a period of six weeks from the date the Orders were made at
Council Offices, 37 Pembroke Road, London W8 6PW.
7. Any persons desiring to question the validity of the Orders or of any
provision contained therein on the grounds that it is not within the
relevant powers of the Road Traffic Regulation Act 1984 or that any of
the relevant requirements thereof or of any relevant regulations made
thereunder has not been complied with in relation to the Orders may,
within six weeks of the date on which the Orders were made, make an
application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough
of Kensington and Chelsea propose to make the above-mentioned
Order under section 35 of the Road Traffic Regulation Act 1984, as
amended.
2. The general effect of the Order would be to ban all vehicles from
parking or waiting in the parking area to be known as Lancaster
Green Disabled Parking, except for vehicles displaying a valid
disabled person’s “blue badge” that are parked wholly within the
limits of the disabled person’s parking bays provided. The parking
bays would be available for use for maximum periods of 4 hours, free
of charge. The Order would include exemptions for setting down and
picking up passengers as well as for delivery vehicles, works vehicles,
refuse vehicles and emergency services vehicles.
[“Lancaster Green Disabled Parking” means the area of land
connecting Silchester Road and Grenfell Road, that is situated
between and adjacent to the buildings of Kensington Aldridge
Academy and Kensington Leisure Centre, Silchester Road.]
3. The off-street parking place Order is necessary to ensure the safe
and orderly use of Lancaster Green Disabled Parking and to prevent
the indiscriminate parking of vehicles that could otherwise cause
obstruction.
4. A copy of the proposed Order and other documents giving more
detailed particulars of the proposed Order can be inspected during
normal office hours on Mondays to Fridays inclusive until the last day
of a period of six weeks beginning with the date on which the Order is
made or, as the case may be, the Council decides not to make the
Order, at the Town Hall, Hornton Street, London W8 7NX.

RESTRICTIONS IN BUCKNER ROAD, PORDEN ROAD AND ACRE

[NOTE: This notice is about proposals to close Buckner Road and part
of Porden Road, to revise the type and layout of parking places in
those roads (including relocating a car club parking place in Porden
Road and providing an additional car club parking place in Acre Lane),
to provide a new loading place in Buckner Road and to ban vehicles
from waiting at any time in Buckner Road and Porden Road except in
the parking/loading places. This would result in an overall loss of on-
street parking space and is necessary to achieve public realm
improvements in connection with the refurbishment of Lambeth Town

1. NOTICE IS HEREBY GIVEN that the Council of the London

2. The general effect of the Orders would be:-
(1) in Buckner Road —
(a) to ban motor vehicles proceeding in Acre Lane from entering
Buckner Road, except for vehicles gaining access to premises
adjacent to Buckner Road (bollards would be placed in the
carriageway of Buckner Road at a point 18.4 metres south-east of the
south-eastern kerb-line of Acre Lane and these would be lowered to
enable access for excepted vehicles as necessary, and bollards
would also be placed in Buckner Road at a point 14 metres north-east
of Porden Road and these would be lowered to allow excepted
vehicles to exit as necessary);
(b) to ban the left turn by vehicles from Buckner Road into Porden
Road;
(c) to remove all the existing parking places (these being shared-use
residents’/business/pay and display parking places and a solo motor
cycle parking area) situated in that road;
(d) to provide new disabled persons’ parking places on both sides of
the road which would operate at any time and be only for the use of
vehicles displaying a disabled person’s “blue badge”;
(e) provide a loading place for vehicles on the south-east side at the
rear of Electric Brixton (No. 1 Town Hall Parade, Brixton Hill) and the
Town Hall, which would be for the use of any vehicle being loaded or
unloaded for periods of not more than 20 minutes at a time, no return
within 1 hour (the Council may from time to time issue dispensations
to allow coaches or other vehicles to park in this loading place);
(f) to ban waiting by vehicles (including waiting for loading and
unloading purposes) at any time in that road, except in the parking
places and loading place described in sub-paragraphs (1)(d) and (e)
above;

(2) in Porden Road —
(a) to ban vehicles, except pedal cycles, from entering that length of
Porden Road which lies between a point 13.2 metres south-east of
Buckner Road and its junction with Brixton Hill (bollards would be
placed in the carriageway at each end of this length of road);
(b) to revoke the one-way traffic system and allow vehicles to travel in
a two-way system in the remainder of that road;
(c) to remove all the existing parking places (these being residents’
parking places, solo motor cycle parking areas, a disabled persons’
parking place, a car club parking place, a shared-use residents’/pay
and display parking place and a business parking place) situated in
that road;
(d) to provide a new layout of parking places (including residents’
parking places for the use of “BR” and “BIR” permit holders, a
disabled persons’ parking place and a car club parking place);
(e) to ban waiting by vehicles at any time in that road except in the
parking places described in sub-paragraph (2)(d) above;
(3) in Acre Lane, to convert part of the shared use resident’s/pay and
display parking place on the south side, just to the west of Porden
Road, into a car club parking place.
(Note: In Buckner Road and the part of Porden Road which lies south
of No. 20 Porden Road, the “at any time” waiting and loading
restrictions would be indicated by the placing of “Restricted Parking
Zone” signs instead of double yellow lines and kerb markings. In the
remaining part of Porden Road the waiting restrictions would be
indicated by the placing of double yellow lines on the carriageway.)
3. NOTICE IS ALSO HEREBY GIVEN that the Council of the London
Borough of Lambeth propose, under section 90A of the Highways Act
1980, to construct the type of flat-top road hump known as a “speed
table” in (a) the whole length of Buckner Road and (b) in that length of
Porden Road which lies between the southern boundary of No. 20
Porden Road and its junction with Brixton Hill. [This flat-top road
hump would be an elevated section of carriageway that extends
across the full width of the carriageway from kerb to kerb without a
break, so that the footway and carriageway form a continuous surface
at the same level, with gradients leading onto and off that surface.]
4. The proposed Orders and flat-top road hump are required in
connection with Lambeth Council’s Your New Town Hall project to
deliver a new Civic Office and refurbished Town Hall which will be
complemented and enhanced by public realm improvements with
pedestrian priority. They are necessary to achieve those public realm
improvements and to ensure the safe and expeditious movement of
traffic to and from these properties and others in Buckner Road.

Ban certain movements:
1) All vehicles travelling northbound on A1 Side Road MacDonald
Road will be banned from turning right into A1 Highgate Hill at its
junction with Highgate Hill
Prescribed movements:
2) No person causing or permitting any vehicles, except buses and
pedal cycles travelling eastbound in A1 Highgate Hill in the London
Borough of Islington shall cause that vehicle to turn in any other
direction other than ahead only at its junction with MacDonald Road;
Bus Priority:
3) Reduce the length of the bus stop on A1 Archway Road the
northeast side by 3 metres in a westerly direction
4) Amendment the bus lane on A1 Holloway Road, the south west
side from a point 2.5 metres northwest of the party wall of nos. 515
and 517 Holloway Road and a point 14 metres south west of the
projection of the north west building line of no.1 Junction Road.
Introduce new cycle lanes on:
5) A1 ARCHWAY ROAD, the south-west side from a point 4 metres
northwest of the extended north-western building line of nos.1 to 30
Whitehall Mansions, Lidyard Road to a point 41 metres south east of
the extended south eastern building line of no.1 to 30.
6) A1 ARCHWAY ROAD, the southwest side from a point 7 metres

Archway Road for a distance of 31 metres in a south easterly
direction.

Archway Road for a distance of 43 metres in a south-easterly
direction.
12) Remove the loading bay outside house Nos. 5 to 13 A1 Archway
Road.
13) Amend the size and location of the parking bay on the south side
of A1 Archway Road.
14) Reduce the double red line on the A1 Archway Road, the
southwest lane, the south west side by 4 metres.
15) Extend the double red line on MacDonald Road, the southeast
side by 3 metres southwest.
16) Change description to the double red line on Highgate Hill, the
southwest side.
17) Introduce a new parking bay on A1 Archway Gyratory (Archway
roundabout-north arm), the south side, from a point 9 metres
northwest of the extended southeast building line of the Archway
Methodist Central Hall for a distance of 12 metres in westerly.

THE SNARES (TRAINING) (SCOTLAND) ORDER 2015
Notice is hereby given under section 26(5) of the Wildlife and
Countryside Act 1981 (“the 1981 Act”) that the Scottish Ministers, in
exercise of the powers conferred on them by section 11A(8)(a) and (i)
of the Wildlife and Countryside Act 1981 and all other powers
enabling them to do so, have made the following Order: The Snares
(Training) (Scotland) Order 2015.
The Order (The Snares (Scotland) Order 2015)) makes provision about
training in the use of snares as identified below and amends the list of
approved bodies to undertake snaring training courses on Schedule A
of the Order.
For the purposes of section 26(4)(a) of that Act they consider that no
local authority is affected by this Order.
In accordance with that provision, they have given any other person
affected an opportunity to submit objections or representations with
respect to the subject matter of this Order.
In accordance with section 26(4)(b) of that Act, they have consulted
Scottish Natural Heritage.
Citation and commencement
1. This Order may be cited as the Snares (Training) (Scotland) Order
2015 and comes into force on 1st January 2016.
Interpretation
2. In this Order—
(a) “approved body” means a person or body specified in the
Schedule; and
(b) “trained” means trained to set a snare in position and on the
circumstances in which the setting of snares is an appropriate
method of predator control for the purposes of section 11A(4) of the
Wildlife and Countryside Act 1981.
Training certificates
3.—(1) A person is trained when that person holds a training
certificate issued in accordance with paragraphs (2) and (3).
(2) The training certificate is issued by an approved body.
(3) The training certificate is issued to a person whom the approved
body determines (by examination or otherwise) is competent to—
(a) select an appropriate location for a snare to be set;
(b) set a snare in accordance with the law;
(c) identify and remedy defects in the setting and use of a snare; and
(d) set a snare in such a manner, and in such a place, that it is
reasonable to expect that—
(i) use of the snare is consistent with animal welfare; and
(ii) the setting of the snare is an appropriate method of predator
control.
Revocation
4. The Snares (Training) (Scotland) (No. 2) Order 2012 is revoked.
The Order will be published by Her Majesty’s Stationery Office and
will be available on the website of the Office of Public Sector

EXPLANATORY NOTE
(This note is not part of the Order)
This Order makes provision about training in relation to setting snares.
The Order also revokes the Snares (Training) (Scotland) (No. 2) Order
2012 (article 4), which this Order replaces.
Article 3 makes provision as regards when a person has been trained
to set a snare in position and on the circumstances in which the
setting of snares is an appropriate method of predator control for the
purposes of section 11A(4) of the Wildlife and Countryside Act 1981.
Article 3(1) specifies that a person is trained when the person holds a
training certificate issued in accordance with article 3(2) and (3). The
training certificate must be issued by an approved body (article 3(2)).
The approved bodies are those listed in the Schedule to the Order.
Article 3(3) provides that the training certificate is issued to a person
whom the approved body determines (by examination or otherwise) is
competent in the matters listed in sub‑paragraphs (a) to (d).

and placed in the Scottish Parliament Information Centre. Copies can
