Mr David Klein (“Mr Klein”) caused European Innovation Network Limited (“European Innovation”) to overstate its turnover on its application for a Bounce Back Loan (“BBL”) resulting in European Innovation receiving a BBL of £50,000 to which it was not entitled to, In that: • The terms of the BBL scheme were such that a company could obtain a loan of up to 25% of its turnover for the 2019 calendar year if it had been trading before 01 January 2019 or of its estimated annual turnover if trading began after 01 January 2019, up to a maximum value of £50,000 • European Innovation was incorporated on 17 March 2010 and therefore the applicant was required to declare the actual turnover for the 2019 calendar year in the application. • In the BBL application submitted on behalf of European Innovation, Mr Klein declared a turnover figure of £275,000. • Mr Klein has stated that the turnover figure declared in the BBL application was an estimation of European Innovation's turnover. However, it was a requirement of the BBL application for it to be the business's actual turnover for the 2019 calendar year. • Bank statements for European Innovation's three active bank record the total of funds received in the period 08 March 2019 to 31 December 2019 as £72,273 (excluding inter-company payments) • Year-end accounts for European Innovation for the years ended 31 March 2019 and 31 March 2020 record turnover figures of £131,000 and £20,000 respectively. The accounts for the year ended 31 March 2019 were approved by Mr Klein on 14 June 2019, prior to the BBL application being submitted by him. • European Innovation entered Creditors’ Voluntary Liquidation on 31 August 2022 • At liquidation £39,573 was outstanding for the BBL.
