NOTICE OF APPLICATION FOR ORDER TO STOP UP A HIGHWAY
SECTION 116 HIGHWAYS ACT 1980
TAKE NOTICE that Carmarthenshire County Council, as the highway
authority, intends to apply to the Magistrates’ Court, sitting at Town
Hall Square, Llanelli SA15 3AW on Friday 16th May 2025 at 12 noon,
for an order that the entire length of the highway located within the
south-eastern curtilage of the property known as Dyffryn Farm, Bynea
in the County of Carmarthenshire, connecting from the Unclassified
Road (Reference U2328) located approximately 20 metres south-east
of the railway crossing known as ‘Dyffryn Crossing’ and continuing in
a south-easterly direction to its junction with the Unclassified Road
(Reference U2328) that leads onto Penybryn Caravan Park, and is
adjacent to the northern curtilage of the Gateway Holiday Park, the
position of which is indicated on the plan included with this Notice
and represented by the parts edged and cross-hatched red thereon,
shall, for the purposes of Section 116 of the Highways Act 1980, be
stopped up on the ground that it is unnecessary.
The length of the Unclassified Road to be stopped up extends for a
distance of approximately 61 metres in a general north-westerly to
south-easterly direction.
A copy of the plan may be inspected at Carmarthenshire County
Council’s Customer Service HWB at 36 Stepney Street, Llanelli SA15
3TR between the hours of 9.00A.M. and 5.00P.M. Monday to
Thursday and between the hours of 9.00A.M. and 4.30P.M. on Friday.

ROADS) ORDER 2014 (VARIATION) ORDER 2025
NOTICE IS HEREBY GIVEN that the Welsh Ministers have made an
Order under sections 12, 14, 125, 268 and 326 of the Highways Act
1980 to vary The Neath to Abergavenny Trunk Road (A465)
(Abergavenny to Hirwaun Dualling and Slip Roads) and East of
Abercynon to East of Dowlais Trunk Road (A4060) and Cardiff to Glan
Conwy Trunk Road (A470) (Connecting Roads) (Gilwern to Brynmawr)
(Side Roads) Order 2014.
The effect of the Variation Order will align the Side Roads Order with
the constructed scheme. Most of the changes are to accommodate
earthworks, topographical conditions or to tie in with accommodation
works and have been constructed or are under construction.
THE VARIATION ORDER will authorise the Welsh Ministers to—
a. carry out the improvement of highways;
b. stop up highways or areas of highways;
c. construct new highways;
d. stop up private means of access to premises;
e. provide new means of access to premises;
f. provide temporary highways;
g. close highways temporarily and
h. provide for the transfer of the new highways to Blaenau Gwent
County Borough Council and Monmouthshire County Council as from
the date the Welsh Ministers notify those Councils that they have
been completed and are open to traffic;
all on, or in the vicinity of the A465 trunk road between Brynmawr, in
the County Borough of Blaenau Gwent, and Gilwern, in the County of
Monmouthshire.
THE VARIATION ORDER will substitute the key plan and the site plans
numbered 1, 1A, 2, 3, 4, 5 and 6 to the plan portfolio HA14/1 WG10
dated 5 September 2013 with the revised key plan numbered B and
revised site plans numbered 1D, 1E, 2B, 3B, 4B, 5B and 6A in the
plan portfolio numbered HA14/1 WG29 dated 12 October 2023 to the
Variation Order and make minor amendments to the articles and
schedules of the 2014 Order.
The purpose of the Variation Order is to provide authorisation for—
i. Minor realignment of footpaths (FP) FP333/41/1, FP333/34/2,
FP49/37, National Cycle Route (NCR) 492, Geological SSSI Viewing
Footpath, and track at Brynmawr Junction to take account of
earthworks and conditions on site.
ii. NCR 46 - alternative provision provided by shared cycleway/
footway adjacent to A467 and A465 at Brynmawr Roundabout.
iii. Minor relocation of A465 Bridleway Bridge (Hafod Footbridge) and
reconfiguration of the turning head on Intermediate Road.
ENVIRONMENT & INFRASTRUCTURE
iv. Minor reconfiguration to the new Private Means of Accesses (PMA)
leading to Brynmawr Foundation School, electricity pylons, water
utility apparatus from Clydach Dingle, industrial vehicular access to
fields and Legacy Project.
v. Reconfiguration of Clydach Dingle and realignment of FP333/57/1.
vi. PMA leading to the Mechanix Garage and FP333/16/1 at its
junction with Intermediate Road not affected by construction.
vii. Reconfiguration of approach ramps at Pont Harri Isaac Footbridge
together with minor realignment of FP333/55/1, FP49/10 and a new
PMA leading to Hafod Arch.
viii. Relocation of Blackrock Footbridge and realignment of ramps to
the western edge of Blackrock. Improvement of FP52/128 and
FP52/23. Main Road improvement reduced and FP52/58 unchanged.
ix. Reduction in construction activity at Main Road adjacent to
Waterfall Cave.
x. Changed positions of new PMA to Hafod Inn Flats from Main Road.
New PMA to Field House and PMAs unaffected by construction.
xi. Addition of unclassified road and footway to access rear of Hafod
Inn Flats, Field House, two public parking spaces and bus stop on the
eastbound carriageway of the A465.
xii. The ramp on the southern side of Dan y Coed Footbridge has
been realigned to meet FP52/50.
xiii. The proposed bridleway near Rock Cottage will not be
constructed due to topography and instability in the area and will be
replaced by a footpath as surveyed and agreed with Monmouthshire
County Council.
xiv. The remainder of FP52/34 at Saleyard is stopped up and
connectivity maintained through a footway.
xv. Bridleway realignment replacing FP52/34 from Clydach Ironworks
to provide connectivity to Main Road.
xvi. Stopping up of FP52/40 added/updated to match Definitive Map.
xvii. Turning head facility/new PMA reconfigured at junction of Forge
Row with FP52/113 and footpath parallel to A465 given restricted
vehicular access.
xviii. Turning head facility where it meets FP52/120 at Brunant Road is
reconfigured.
xix. Realignment and extension of footpath alongside A465 in part to
meet Main Road and additional footpath link at former Lion Terrace,
Gilwern via FP52/97 to Monmouthshire and Brecon Canal.
xx. Reconfiguration of PMA at the former Navigation Inn, Gilwern and
realignment and extension of footpath parallel to A465 to FP52/47
along the Monmouthshire and Brecon Canal Towing Path.
xxi. Minor changes including: Reduction of stopping up and
replacement PMA at disused quarry in Blackrock from its junction
with Main Road; new PMAs at Clydach North realigned and added to
enable access to environmental mitigation areas; reposition of a PMA
field access at Dan y Coed; new vehicular PMA with a turning head
into fields to the east of Dan y Coed Bungalows; realignment of new
PMA at New Pentwyn Farm and Pentwyn Fields and FP52/80;
stopping up, interference with certain PMAs, or provision of
replacement PMAs throughout the scheme were not required as
originally envisaged for the constructed scheme.
xxii. Changes to ‘Highway Authority’ following discussions with the
relevant Local Authorities to identify responsibility for certain highway.

application for the purpose to the High Court.

NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Barking and Dagenham in exercise of its powers under Sections 6,
32, 33, 35, 45, 46, 49 and 124 and Parts I to IV of Schedule 9 of the
Road Traffic Regulation Act 1984 as amended (hereinafter called “the
Act”) and of all other enabling legislation and powers and after
consultation with the Commissioner of Police of the Metropolis in

(9) An additional charge of £51.10 will be applied to all of Items 1/2,
1/3 and 1/10 6 month Season ticket parking payments for diesel
vehicles that do not meet Euro 6 emission standards.
(10) An additional charge of £102.20 will be applied to all of Items 1/2,

Hillingdon Council gives notice that on 4th April 2025 it made the
above Orders to:
1. Install 'at any time' waiting restrictions on the following sections of
Clayton Road, Hayes:
i) Northeast side, from a point 61.3 metres southeast of the
southeastern kerbline of Trevor Road, southeastwards for a distance
of 58.9 metres.
ii) Northeast side, from a point 168 metres southeast of the

THE HAMMERSMITH AND FULHAM (FREE PARKING PLACES,
LOADING PLACES AND WAITING, LOADING AND STOPPING
RESTRICTIONS) (AMENDMENT NO.25) ORDER 2025
1. NOTICE IS HEREBY GIVEN that the London Borough of
Hammersmith and Fulham, in consultation with the London Borough
of Richmond upon Thames, made the above-mentioned Orders under
the powers granted by sections 9 and 10 of the Road Traffic
Regulation Act 1984 as amended. The Order will come into force on
17th April 2025 and may continue in force for up to 18 months.
2. The general effect of the above-mentioned Orders will be to
prohibit as an experiment any motor vehicle to proceed in any
direction past a point on the main arm of Hammersmith Bridge Road
3.00 metres north-east of the north-eastern building wall of No. 107a
Hammersmith Bridge Road;-
3. to prohibit any vehicle to proceed in any direction on the south-
eastern footway of Hammersmith Bridge Road between Lower Mall
and a point 12.70 metres south-west of the common boundary of
Nos. 107/107a Hammersmith Bridge Road;-
4. to introduce a two-way mandatory cycle lane, operating “at any
time” and segregated from the adjoining traffic flow on Hammersmith
Bridge and Hammersmith Bridge Road, starting in a south-west
bound direction only opposite No. 74 Hammersmith Bridge Road and
becoming a two-way cycle lane at the junction with Rutland Grove,
continuing on Hammersmith Bridge and onto Castlenau to a point
12.00 metres south-west of the south-western kerb-line of Riverview
Gardens in the London Borough of Richmond upon Thames;-
5. to provide no loading “at any time” restrictions (double kerb-blip
markings) on the north-east side of Rutland Grove between
Hammersmith Bridge Road and Bridgeview;-
6. to introduce a ‘goods vehicles only’ loading bay operating “at any
time” with a maximum stay restriction of 30 minutes and ‘no return’
within one hour, on Hammersmith Bridge Road outside Nos 86 to 92.
7. The controls specified in article 2 would not apply in respect of a
vehicle if it is being used for ambulance, fire brigade or police
purposes
8. For a period of 6 weeks from the day on which the Orders are
made, a copy of all Orders and a copy of the Councils statement of
reasons for making the Orders and documents giving more detailed
particulars of the Orders can be inspected during normal office hours
by contacting Parking Services, The Place Department, Town Hall,
King Street, Hammersmith, W6 9JU or by requesting a copy via email
to [email protected]
9. The Council will consider in due course whether the provisions of
the Orders should be continued in force indefinitely by means of
permanent Orders made under sections 6, 45 and 46 of the Road
Traffic Regulation Act 1984. Any person may object to the making of
the permanent Orders within a period of six months beginning with
the date on which the experimental Orders come into force or, if the
Orders are varied by another Order or modified pursuant to section
10(2) of the 1984 Act, beginning with the date on which the variation
or modification or the latest variation or modification comes into force.
Any such objection must be made in writing and must state the
grounds on which it is made and be sent to Parking Services, The
Place Department, Town Hall, King Street, Hammersmith, W6 9JU or
via email to [email protected].
10. If any person wishes to question the validity of the Order or any of
the provisions on the grounds that it or they are not within the powers
conferred by the Road Traffic Regulation Act 1984, or that any
requirement of that Act or of any instrument made under that Act has
not been complied with, that person may, within 6 weeks from the
date on which the Order is made, apply for the purpose to the High
Court.

The Dedicated Disabled Parking Bays would specifically be for the
use of the permit holder for which it would be authorised. No other
permit or blue badge would be valid for use within the proposed
parking place except for the permit for which it was issued.
(iv) To revoke the relevant underlying Controlled Parking Zone
restrictions at the locations mentioned in Section 2(i) & (ii) of this
notice.
Date of operation: The Orders will come into operation on 10th April
2025.

validity of the Orders or of any provision contained therein on the
grounds that it does not comply with the relevant powers of the Road
Traffic Regulation Act 1984, as amended or that any of the relevant
requirements thereof or of any relevant regulations made there under
have not been complied with in relation to the Orders may, within six
weeks of the date on which the Orders were made, make application
for the purpose to the High Court.

Hillingdon Council gives notice that on 4th April 2025 it made the
above Orders to remove the following sections of permit holder
parking places to facilitate the installation of new vehicle crossings:

Road, Yiewsley and replace with ‘Monday to Saturday 9am to 6pm'
waiting restrictions.

NOTICE OF FORFEITURE OF CASH WITHOUT COURT ORDER
PROCEEDS OF CRIME ACT 2002, PART 5, CHAPTER 3, SECTION
297A
IN ACCORDANCE WITH STATUTORY INSTRUMENT 2015 NO. 857
That on the 16/11/2024, a quantity of cash, namely, £6729.45, was
seized from 2 PENN HILL ASHFORD KENT and was later detained
under the Proceeds of Crime Act 2002.
I, A/DI 10689 DOVEY, of the Serious Crime Directorate, Kent Police, a
senior officer within the meaning of S.297A(6) of Proceeds of Crime
Act 2002 (POCA) am satisfied that the cash (plus any accrued interest)
or part of it is :
a) recoverable property; or
b) is intended by any person for use in unlawful conduct
as per s297A(2) POCA.
Any person may object to the proposed forfeiture within 30 days,
starting with the day after the notice is given. Accordingly, the period
for objecting to this notice expires on 29th April 2025.
Any objections must be made in writing to A/DI 10689 DOVEY,
Proceeds of Crime Team, Kent Police, 4th Floor, Ashford Police
Station, Church Road, Ashford, TN23 1BT.
If no objection is received at the above address within the prescribed
period stated herein the cash will be forfeited.
