NOTICE is hereby given that an application will be made by
Gloucestershire County Council as Highway Authority to the
Magistrates’ sitting at Cheltenham Magistrates’ Court on the 16th of
October 2023 at 10am for an Order to stop up all public highway
rights (and downgrade part) over the area of land described in the

Part I: Description of Highway to be Stopped Up
Subject to Part II below, the area of highway to be stopped up forms
part of Unclassified highway no.40273 at “Hanover Green”, in the
parish of Redmarley D'Abitot. The land is shown crosshatched on
drawing number TA245.
The section under application is long and narrow in shape, extending
from the A417 Ledbury Road near its junction with the road to Cobbs
Cross (highway number 3/63) in a generally southerly direction to just
north of the dwelling of Hanover Green Farm. It is approximately
215m in length and its width varies from between approx. 2.7m and
12.5m (as measured from modern maps).
Part II: Description of Public Footpath to be Reserved
A public footpath of approximately 8m in length and approximately
2m in width to be reserved over the section shown by the solid line on
drawing number TA245, in order to provide a link between the existing
length of Public Footpath GRA25 (shown by the dashed line) and the
unaffected section of Unclassified highway 40273 to its south.

ORDER 2023
1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Brent (‘the Council’) on 11th September 2023 made the
above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and
Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as
amended by section 8 of and Part I of Schedule 5 to the Local
Government Act 1985, the Parking Acts of 1986 and 1989 and the
Traffic Management Act 2004.
2. The general effect of the Parking Places Order will be to:-
(a) designate a pay parking place in in that length of Hay Lane, which
lies on the south-east side, from 2.00 metres south-west of the party
wall of Nos. 25 and 27 Hay Lane south-westward for 10.50 metres;
(b) amend the pay parking place operational hours in Hay Lane to
operate between Monday and Saturday from 10.30 a.m. to 4.00 p.m.
3. The general effect of the 'Waiting and Loading Restriction' Order
will be to further amend the Brent (Waiting and Loading Restriction)
Order 1979, so that:-
(a) waiting by vehicles (otherwise than for the purpose of delivering or
collecting goods or loading or unloading a vehicle) would be
prohibited at any time in certain lengths of Hay Lane and Hillside;
(b) waiting by vehicles for the purpose of delivering or collecting
goods or loading or unloading a vehicle for a period of more than 40
minutes in the same place would be prohibited at the times and in
certain lengths of Hay Lane and Hillside;
(c) the sale or offer for sale of goods from a vehicle would be
prohibited (except on Sundays) in certain lengths of Hay Lane and
Hillside, unless there is in force a valid licence issued by the Brent
Borough Council or the goods are immediately taken into or delivered
at premises adjacent to the vehicle from which the sale is effected;
(d) the use of any vehicle or of any animal or the wearing of fancy
dress or other costume, wholly or mainly for the purpose of
advertising would be prohibited in certain lengths of Hay Lane and
Hillside; and
(e) any existing prohibition on the waiting by vehicles, the sale or offer
for sale of goods from a vehicle or the use of any vehicle or animal or
the wearing of fancy dress or other costume wholly or mainly for the
purpose of advertising in certain lengths of Hay Lane and Hillside
would be revoked;
(f) to make minor drafting amendments to the existing restrictions in
certain roads to conform with the current on-site layout.
4. The prohibitions referred to in sub-paragraphs 3(a) and (b) inclusive
above will not apply in respect of anything done with the permission
or at the direction of a police constable in uniform or in certain
circumstances, e.g., the picking up or setting down of passengers;
the carrying out of statutory powers or duties; the taking in of petrol,
etc., from roadside petrol stations; to licensed street traders, etc. The
usual exemption relating to vehicles displaying a disabled person's
"Blue Badge" will apply.
5. Copies of the made Orders, which will come into force operation on
25th September 2023, of maps of the relevant areas and of the
above-mentioned Order of 1979 (and of any Orders which have
amended that Order) can be requested via email during normal office
hours on Mondays to Fridays inclusive until the end of a period of 6
weeks from the date on which the Orders are made at Brent
Customer Services, Brent Civic Centre, Engineers Way, Wembley,
Middlesex, HA9 0FJ.
6. Copies of the Orders may be purchased from the address
mentioned in paragraph 5 above.
7. Any person desiring to question the validity of any of the Orders or
of any provision contained therein on the grounds that it is not within
the relevant powers of the Road Traffic Regulation Act 1984 or that
any of the relevant requirements thereof or of any relevant regulations
made thereunder has not been complied with in relation to any of the
Orders may, within six weeks of the date on which any of the Orders
were made, make application for the purpose to the High Court.

e. specify, in respect of the parking places, that disabled persons’
vehicles displaying in the relevant position a disabled person’s badge
(commonly referred “the Blue Badge”) issued by any local authority
under the provisions of the Disabled Persons (Badges for Motor
Vehicles) (England) Regulations 2000 may be left therein;
f. provide that certain vehicles may wait in the parking places in
certain circumstances, e.g. to allow persons to board or alight, to load
or unload, etc.
3. The general effect of the Parking Places Order would be to amend
the Harrow (Parking Places) Traffic Order 2020 so as to:
a. reduce in length and redefine existing parking places in association
with the provision of the Disabled Persons Parking Places in Angel
Road, adjacent No. 26;
b. increase in length existing resident parking places following the
revocation of the no longer required disabled person parking places in
St. Kildas Road, adjacent No. 42.
4. The general effect of the Waiting and Loading Order would be to
introduce At Any Time Waiting Restrictions in the length of Eastcote
Lane, South Harrow adjacent Nos. 377 and 379 Eastcote Lane.
5. The general effect of the Free Parking Places Order would be to
amend the Harrow (Free Parking Places) Traffic Order 2016 so as to
revoke the Free Parking Place adjacent No. 58 Eastcote Road, Pinner.
6. The general effect of the Prohibition of Stopping Outside Schools
Order would be to amend the Harrow (Prohibition of Stopping Outside
Schools) Traffic Order 2017 so as to
a. extend the current prohibition on Waverly Road, between a point
2.00 metres south east of the common boundary of Nos. 206 and 208
Waverley Road and a point 31.56 metres north west of that common
boundary between the hours of 8.30 a.m. and 9.30 a.m. or 3.00 p.m.
and 4.30 p.m. Monday to Friday;

extend existing DYLs by 2.5m south-east side to accommodate, and
(ii) north-west side (o/s Lewes House, Druid Street) reduce in length
existing 'permit' by 3.55m (19.5m remains) and add 1m new DYLs;
(f) within CPZ 'G’ in GEORGE ROW north-west side, north-east of its
junction with Wolseley Street add cycle hangar and 1m DYLs
(relocated from Wolseley Street), and reduce existing 'permit' by
3.55m (12m remains);
(g) within CPZ 'G’ in WOLSELEY STREET south-east side, west of its
junction with George Row (i) remove an existing cycle hangar
(relocated to George Row) and (ii) increase existing 'permit' by 3.55m

Road (i) formally remove cycle hangar and 1m DYLs, and (ii) increase
in length existing 'permit' by 3.55m to accommodate (new length

(j) within CPZ ‘L’ in CHAMPION GROVE south-east side south-east of
its south-easternmost junction with Grove Lane (i) add cycle hangar
and add 1m new DYLs (relocated from Grove Lane), and (ii) reduce in
length existing 'permit' by 3.55m to accommodate (20.5m remains);
(k) within CPZ 'OKR' in VERNEY ROAD north side opposite Nos. 20 to
30 (evens) (i) reduce existing 'shared-use' by a total of 65m (52m total

(n) within CPZ ‘SEB’ in SIMMS ROAD south-west side, east of its
junction with St James's Road (i) relocate an existing cycle hangar
and 1m DYLs eastward by 11.5m and extend existing DYLs by further
1m, (ii) increase existing 'permit' by 3.55m (new length 16.5m), and (iii)
reduce existing 'shared-use' by 4.55m to accommodate (15.5m
remains);
(o) formalise (i) a cycle hangar in GROVE LANE north-east side
opposite No. 118 Grove Lane (to be relocated to Champion Grove),

(p) add SKBs (which operate between 8.00 am - 6.30 pm) onto

7.00 am – 7.00 pm) in (i) HALPIN PLACE on both sides and
throughout, (ii) HUNTSMAN STREET north-west side across its

NOTE
The charges for residents permit holders parking places referred to in
item 2 preceding are as follows:-
(a) the charge for residents parking permits depend on the permit
group, set by the Council based on the CO2 emissions of the vehicle
for which the permit is issued (see the Schedule to this Notice)
allocated to the vehicle for which the permit is issued, as set out in
the following table -

from any charge. A maximum of 3 resident’s permits will be issued in
respect of any household at any one time.
(b) residents visitors vouchers are available free of charge to residents
up to a maximum of 50 hours per household in any one year.
Additional hours thereafter may be purchased at a charge of £64 per
100 hours.
(c) carer permits for essential care visits are available at the following
charges: (A) £35 per year for a resident care permit, which allows a
carer to park in any permit holders parking place; or (B) £50 per year
for each organisational permit, which allows an organisation to park in
any permit holder’s parking place for up to 3 hours maximum per day.
(d) child care permits which allow a person providing child care to
park in any permit holders parking place specific to the relevant
permit parking area for which it is issued are available at a charge of
£35 per year.
(e) Traders’ permits will provide those traders with a verified need for
providing services to residents, undertaken in the resident’s home, the
facility to park in areas where there are resident permit parking
controls for up to two hours are available at a charge of £200 per year.
(f) There would be a £25 administrative charge for any alteration to a
permit.

displaying a Brent issued personalised disabled persons parking
places permit issued under the Order;
(b) provide that the parking place would operate "at any time";
(c) provide that a permit may be issued by the Council on application
being made by a disabled person in possession of a Brent issued blue
badge and:
(i) in receipt of the Disability Living Allowance with the higher rate of
mobility component for an indefinite period; or
(ii) in receipt of the higher rate of Attendance Allowance for applicants

4. The general effect of the 'Parking Places' Order would be to amend
the existing pay parking place in Rutherford Way to enable for the
installation of disabled person’s parking place specified in sub-
paragraph 2(a).
5. The general effect of the 'Goods Vehicle Loading Places' Orders
would be to amend the loading places in Albion Way and Rutherford
Way to enable for the installation of disabled person’s parking place
and personalised disabled person’s parking place specified in sub-
paragraph 2(a) and 3(a) respectively.

(b) provide that the parking place would operate at all times, unless
otherwise stated;
(c) specify that the parking place which is in controlled parking zone
S1 would be available for electric or plug-in hybrid electric vehicles
only, for up to 12 hours, provided that during the controlled parking

VARIOUS ROADS IN DUNSFOLD AND LOXHILL
TEMPORARY 40MPH SPEED LIMIT ORDER 2023
Surrey County Council (“the Council”) propose to make the above
mentioned Temporary Traffic Order under Section 14(1) and 15(2) of
the Road Traffic Regulation Act 1984 the effect of which will be to
impose a 40mph speed limit in the lengths of roads specified in the
Schedule to this Notice.
This Temporary Order is required because works are being or are
proposed to be executed on or near the said roads, namely
development works in relation to Planning Application WA/2019/0796,
which will be carried out by Local Transport Projects and/or any other
contractors acting on its behalf. The Order will commence on 6
October 2023 and will remain in operation in any event until such time
as all the relevant works have been completed, when it will be
revoked by a further Order to be made by the Council at that time.
Advanced warning signs will be displayed and the temporary 40mph
speed limits will only operate when the relevant traffic signs are
displayed and to the extent indicated by those signs. The speed limits
shall not apply to vehicles used by special forces in accordance with
the Road Traffic Exemptions (Special Forces) (Variation and
Amendment) Regulations 2011.

1. that length of High Loxley Road (D177) Loxhill which extends from
its junction with B2130 Dunsfold Road, south-eastwards for a
distance of 275m;
2. that length of Dunsfold Common Road (C33) Dunsfold which

ORDER 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Tower Hamlets on 14th September 2023 made the above-
mentioned Orders under the Road Traffic Regulation Act 1984 and the
Traffic Management Act 2004 (as amended)
2. The effect of these orders is as follows:
PTO 2101:
(a) Cavell Street - (i) Remove limited waiting bays, business permit bay
and shared use (zone C3) on both sides at the junction with Varden
Street to accommodate a Zebra Crossing and (ii) Introduce double
yellow lines either side of the junction with Ford Square and Varden
Street by replacing existing single yellow lines. (b) Varden Street - (i)
Remove existing resident parking bay (zone C3) outside Wilton Court
and replace with double yellow lines, (ii) Opposite Wilton Court
remove existing single yellow lines and replace with residents parking
bay (zone C3), (iii) Replace existing single yellow lines with double
yellow lines on both sides at the junction with Cavell Street, and (iv)
Introduce one way working between Philpott Street and Cavell Street
in an eastbound direction. (c) Nelson Street - (i) Introduce one way
between Turner Street and Philpott Street in an eastbound direction
and (ii) Replace existing single yellow lines with double yellow lines on
both sides at the junctions with Philpott Street and Turner Street
(including TURNER STREET – east side). (d) Philpott Street - Replace
existing single yellow lines with double yellow lines on either side of
the junction with Nelson Street. (e) Ford Square - (i) Remove resident
parking bay (zone C3) from the south side outside No 19 Ford Square
and replace with double yellow lines and (ii) Replace existing single
yellow lines with double yellow lines at the junction with Damien
Street and Cavell Street. (f) Damien Street - (i) Remove existing
residents parking bay (zone C3) on the west side outside the Islamic
School and replace with double yellow lines and (ii) Replace existing
single yellow lines with double yellow lines on the west side at the
junction with Ford Square.
PTO 2111:
(a) Change the existing prohibited access into prohibition of motor
vehicles except cycles on Baythorne Street. (b) Convert the existing
single yellow lines into double yellow lines – (i) on Leopold Street on
either side of Baythorne Street, (iii) Leopold Street - on both sides of
the southern arm and (iii) Baythorne Street on both sides of the no
vehicle entry outside Grindley House.
PTO 2112:
(a) Lanfranc Road- Convert the existing single yellow lines to double
yellow lines on both sides and at its corners on Medway Road and
Conyer Street. (b) Lanfranc Road- on the southside, adjustments to
the school keep clear with kerb buildout and double yellow lines to be
introduced - (i) east of Conyer Street by replacing single yellow line (ii)
(opposite Diamond House) shift the existing by school keep clear with
double yellow lines 11m in an easterly direction by removing shared
use parking spaces (iii) To extend the existing western shared use
parking bay on the south side, east of Conyer Street by 11m
eastwards.
PTO 2161:
by removing yellow lines to introduce the following parking bays to
operate Mon – Fri 8.30am to 5.30pm on: (i) Sidney Street (outside
no.2a) - a Goods vehicle Loading Bay with 40 minutes max stay and
no return within 2 hours, and (ii) Bromehead Street (east kerb outside
no.9) – a Free parking bay for 30 minutes and no return within 2 hours.
3. The Regulations, fees and usual exemptions imposed by the
governing Traffic Management Orders would apply to the proposals
referred to in paragraph 2, as above.
4. A copy of the Orders, which will come into operation on 14th
September 2023 and all relevant documents can be obtained by

until the end of six weeks from the date on which the Orders were

Joint appointments

Notification

be notified of this Order solely by advertisement published in the
London Gazette within 28 days of the date of this order
(Advertisement).
Any creditor, or in the case of any members’ voluntary liquidation, any
member, in respect of any of the companies or persons listed in the
Schedules who has an objection to this Order shall have 28 days from
the date of the Advertisement (as required at the paragraph above) to
apply to court to set aside or vary the terms of this Order. Such
application shall not affect the transfer of the Block Transfer Cases
listed in the Schedules until further or other order by the court.
The Replacement Office-Holders shall notify the Secretary of State
and the Registrar of Companies in respect of the relevant insolvency
proceedings listed in the Schedules of the terms of this Order as soon
as reasonably practicable.
The Outgoing Office-Holder shall file a copy of this Order with each of
the courts listed in the Schedules.
The Outgoing Office-Holder shall receive his release as administrator
upon the expiry of the period of 28 days after the Advertisement save
in respect of any appointment as administrator which is subject to
further order in the event of an application by any creditor to set aside
or vary the terms of the Order.
In all other cases, the Outgoing Office-Holder shall be released upon
application to the Secretary of State.
Pursuant to rules 18.6 and 18.7 of the Insolvency Rules 2016, and in
respect of the Block Transfer Cases listed in the Schedules, the time
by which progress reports are required to be delivered by any
officeholder of the Block Transfer Cases shall be unaffected by the

on 7 July 2023.
