Amendments to waiting and loading restrictions, disabled persons
parking places, payment parking places and loading bay.
In exercise of the powers conferred by sections 6 and 124 of, and
Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 and of
all other powers, NOTICE IS HEREBY GIVEN that the Common
Council of the City of London has made the orders set out in section 1
to this notice, with the effect set out in section 2 to this notice, by
amending the orders set out in section 3 to this notice.
1. The following orders will be made and shall become effective on
24th March 2025;
(a) The City of London (Parking Places) (Amendment No. 19) Order
(b) The City of London (Free Parking Places) (Disabled Persons)
(Amendment No. 5) Order 2024
(c) The City of London (Loading Bays) (Amendment No. 11) Order
(d) The City of London (Waiting and Loading Restriction) (Amendment
No. 13) Order 2024
2. The orders set out in section 1 to this notice will have the following
effect;
(a) Moorfields to:-
i. revoke the payment parking place on the east side;
ii. relocate the two disabled persons parking places on the east side;
iii. introduce a loading bay on the east side outside the entrance to
Moorgate Station, operating Monday – Friday midnight to 7am,
10am-12noon, 2pm– 4pm and 7pm – midnight and at any time
Saturdays and Sundays, where waiting is limited to 40 minutes with
no return within 1 hour;

4763884iv. introduce ‘at any time’ waiting and loading restrictions on both
sides between its junction with New Union Street and its junction with
Moor Place.
(b) Moorgate to introduce ‘at any time’ waiting and loading on the
west side from a point 51.7 metres south of the northern kerb- line of
Moor Place for a distance of 17.6 metres in a southerly direction.
3. The orders will be made by amending the following orders;
(a) The City of London (Parking Places) (Consolidation No. 1) Order
2018 (as amended)
(b) The City of London (Free Parking Places) (Disabled Persons) (No.
4) Order 2013
(c) The City of London (Loading Bays) (Consolidation No. 1) Order
(d) The City of London (Waiting and Loading Restriction)
(Consolidation No. 2) Order 2021
Copies of the Orders, which will come into operation on 24th March
2025, the statement of reasons
for making the Orders and plans can be inspected during normal
office hours on Monday to Fridays inclusive for a period of six weeks
from the date on which the Orders were made at the Technology
Support Desk, North Wing, Guildhall, London, EC2V 7HH or on the

make an application for the purpose to the High Court.

NOTICE IS HEREBY GIVEN that in accordance with section 116 of the
Highways Act 1980 an application will be made to the Justices of the
Peace of the Local Justice Area of Lincolnshire on Monday 6 January
2025 at 10.00am at the Boston Magistrates’ Court, The Court House,
55 Norfolk Street, Boston PE21 6PE for stopping up part of the public
highway at Park Gate Cottages, Main Road, Stainfield, Market Rasen
LN8 5JJ. The area of land to be stopped up is shown edged red on
the Stopping Up Plan.

NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Barnet propose to make the above-mentioned Orders under
Sections 6, 45, 46, 49 and 51 to the Road Traffic Regulation Act 1984

1. As part of a variety of measures in the borough to deter obstructive
parking, improve sightlines, traffic flow and road safety, the general
effect of the Orders would be to introduce new lengths of ‘at any time’
waiting restrictions at the following locations below:
a) By upgrading lengths of waiting restrictions operating 9am to 5pm
Monday to Saturday at the junctions of Hutton Grove and Birbeck

c) By upgrading lengths of waiting restrictions operating 2pm to 3pm
Monday to Friday outside No.1 Holden Road N12 and at the junction
of Holden Avenue with Holden Road.
d) By converting a shared use resident/business permit holders only
parking bay operating 2pm to 3pm Monday to Friday opposite No.1
Holden Road N12.
e) By converting a length of a shared use resident permit holders/
Paybyphone payment parking bay operating 9am to 5pm Monday to
Saturday outside No.51 Gainsborough Road N12.
f) By converting lengths of resident permit holders only parking bays

2. In order to mitigate for the loss of parking provision as a result of
the measures being introduced above the general effect of the orders
would be to:
a) Convert a length of waiting restrictions operating 2pm to 3pm
Monday to Friday into a shared use resident/ business permit holders
only parking bay operating 2pm to 3pm Monday to Friday outside
Nos.3 Holden Road N12.
b) Convert lengths of waiting restrictions operating 2pm to 3pm
Monday to Friday into resident permit holder parking bays operating
between the hours of 9am to 5pm Monday to Saturday outside 33A
and 33C Holden Road N12 and opposite Nos.37 to 39 Holden Road.
3. In order to reduce the level of cut through traffic using side roads to
avoid main roads and junction congestion, to help improve road
safety, the general effect of the Prescribed Route Order would be to:
a) Introduce a point of no entry on Netherfield Road N12, at its
junction with Gainsborough Road, which would prohibit motorists
from entering Netherfield Road from Gainsborough Road.
b) Introduce a point of no entry on Hutton Grove N12, from outside
No.67 Hutton Grove, which would prohibit motorists from entering
Hutton Grove N12 from outside No.67 Hutton Grove.
The prohibition referred to in section 1 above will not apply in relation
to anything done:-
(i) with the permission or at the direction of a police constable in
uniform.
(ii) in accordance with traffic signs placed pursuant to Section 66 or
Section 67 of the Road Traffic Regulation Act 1984;
(iii) by any vehicle being used for ambulance, fire brigade or police
purposes in an emergency.
4. In order to effectively manage traffic flow and improve road safety,
the general effect of the Prescribed Route Order would also be to
introduce a one-way traffic system as follows:
(a) on Hutton Grove N12, so motorist travelling on Hutton Grove will
only be permitted to travel in a southerly direction, between its
junction with Nether Street and Birbeck Road N12.

NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Barnet propose to make the above-mentioned Orders under
section 6, 45, 46, 49 and 51 to the Road Traffic Regulation Act 1984
and all other enabling powers.
As part of a scheme to introduce new lengths of bus Lanes in the
London borough of Barnet which would enable buses to bypass
traffic queues thereby resulting in a time saving for buses and an
improvement in bus service regularity and the reliability of bus journey
times, the general effect of the above Orders would be to introduce
the following measures:
1. Lengths of new bus lanes for the use of local buses, taxis,
motorcycles and those riding a pedal cycle, will be provided along the
lengths of roads described in Schedule 1 to this Notice.
2. New no waiting restrictions along the lengths of roads described in
Schedule 2 to this Notice.
3. New no loading restrictions along the lengths of roads described in
Schedule 3 to this Notice.
4. The introduction of proposed Goods vehicle loading only parking
bays operating 8am to 8pm Monday to Sunday on North Crescent N3
(side of No.207 Regents Park Road) and North Crescent (Side No.231
of Regents Park Road). This provision will replace the existing Goods
vehicle loading only parking bay operating 8am to 6.30pm Monday to
Saturday (Max stay 1 hour, no return 2 hours) outside Nos.217 to 221
Regents Park Road.
5. The general effect of the Order will also be to introduce yellow box
markings at the junctions listed below:
a) Ballards Lane N12 and Hutton Grove. The extent of the box
marking will be from a point approximately 4 metres northeast of the
northeastern kerline of Hutton Grove, and a point approximately 4
metres southwest of the southwestern kerline of Hutton Grove. The
box markings will cover north-bound lane of Ballards Lane N12.
b) Ballards Lane N12 and Alexandra Grove. The extent of the box
marking will be from a point approximately 2.5 metres northeast of the
northeastern kerline of Alexandra Grove, and a point approximately
2.5 metres southwest of the southwestern kerline of Alexandra
Grove.The box markings will cover north-bound lane of Ballards Lane
N12.

1. Notice is hereby given that the Council of the London Borough of
Camden ('the Council') propose to make the above Orders under
section 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road
Traffic Regulation Act 1984, as amended.
2. The general nature and effect of the Orders would be:-
(a) in ANGLERS LANE, on the north-west side, adjacent to No. 52
Alma Street, to remove 5.5 metres of CA-L permit holders parking
space and provide an e-scooter and cycle hire parking place;
(b) in CATHCART STREET: (i) on the north-east side, approximately 13
metres south of the vehicle entrance to Azania Mews, to remove 5.5
metres of CA-L permit holders parking space and provide ‘at any
time’ waiting restrictions (‘double yellow lines’); (ii) on the south-west
side, approximately 25 metres south-east of Holmes Road to remove
4.9 metres of double yellow lines and extend the adjacent ‘school
keep clear’ markings; and (iii) in order to improve sightlines at its
junction with Inkerman Road (A) on the north-east side, adjacent to
No. 36 Inkerman Road, to remove 6.4 metres of CA-L permit holders
parking space and replace it with double yellow lines; and (B) on the
south-west side, adjacent to No. 37 Inkerman Road, to relocate the
car club parking place 5.5 metres north-westwards, replacing CA-L
permit holders parking space, and extend the existing double yellow
lines north-westwards by 5.5 metres;
(c) in HOLMES ROAD, to provide double yellow lines on both sides,
between Raglan Street and No. 48 Holmes Road, except where the
‘school keep clear’ marking is marked on street, removing the permit
holders parking places on the north-east side of this length of road
and shortening the zig-zag markings extending north-west of the
western kerb-line of Raglan Street so they extend 2.9 metres north-
west of that kerb-line;
(d) in RAGLAN STREET, on the west side of the junction of the south-
west to north-east arm and the north-west to south-east arm, to
remove 11 metres of CA-L permit holders parking space and provide
double yellow lines in front of a proposed kerb build-out;
(e) in order to improve sightlines at junctions, to remove CA-L permit
holders parking space and replace it with double yellow lines in the
following locations (lengths given in brackets, below): (i) ALMA
STREET: (A) north-east side, outside Nos. 25 to 27 Alma Street (7.1
metres); and (B) south-west side, adjacent to No. 5 Inkerman Road
(6.9 metres); (ii) INKERMAN ROAD: (A) north-west side: (I) adjacent to

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Merton propose to make the above-mentioned Orders
under the powers conferred by sections 6, 45, 46, 49 and 124 of, and
Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as
amended.
2. The general effect of the ‘Free Parking Places’ Order would be to:-
(a) designate a parking place on the carriageway, 6.6 metres in length,
at each of the general locations listed in the Schedule to this Notice,
in which vehicles authorised by the Order may be left for any period
without charge;
(b) provide that the parking places would operate at all times, unless
otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in
the relevant position, a disabled persons badge (commonly referred to
as "the Blue Badge") issued by any local authority under the
provisions of the Disabled Persons (Badges for Motor Vehicles)
Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in
certain circumstances, e.g. to allow persons to board or alight
(maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the 'Electric Vehicle Charging Points' Order
would be to: -
(a) designate a parking place for electric vehicle charging in Bushey
Court, SW20, the south side, from a point 1 metre east of the
common boundary of flats Nos. 14-25 and 26-27 Bushey Court,
eastward for a distance of 6 metres (replacing an existing disabled
persons parking place which would be relocated to a location in
Bushey Court specified in the Schedule to this notice);
(b) provide that the parking place would operate at all times, unless
otherwise stated;
(c) specify that the parking place referred to in paragraph (a) above
would be available for fully electric and plug-in hybrid electric vehicles
only, for up to 12 hours, provided that during controlled parking zone
operational hours the applicable charge for the relevant controlled
parking zone permit has been paid with respect to the vehicle and
that any electric vehicle is connected via a charging lead to a lamp
column upgraded to enable electric charging at all times while it is left
in a parking place. Electric vehicles having left a parking place for
electric vehicle charging would be able to return after 4 hours have
elapsed.
3. The general effect of the ‘Parking Places Amendment’ Orders
would be to shorten in length existing permit parking places to
facilitate the introduction of disabled persons parking places.
4. A copy of the proposed Orders and other documents giving more

1. NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Merton, on 27 November 2024, made the above-
mentioned Orders under the powers conferred by sections 6, 45, 46,
49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic
Regulation Act 1984 as amended.
2. The general effect of the ‘Free Parking Places’ Order will be to:-
(a) designate a parking place on the carriageway, 6.6 metres in length,
at each of the general locations listed in the Schedule to this Notice,
in which vehicles authorised by the Order may be left for any period
without charge;
(b) provide that the parking places will operate at all times, unless
otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in
the relevant position, a disabled persons badge (commonly referred to
as "the Blue Badge") issued by any local authority under the
provisions of the Disabled Persons (Badges for Motor Vehicles)
Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in
certain circumstances, e.g. to allow persons to board or alight
(maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the ‘Parking Places Amendment’ Order will be
to shorten in length an existing permit only parking place to facilitate
the introduction of disabled persons parking place in West Gardens.
4. A copy of each of the Orders, which will come into force on 6
December 2024, and other documents giving more detailed
particulars of the Orders, including plans which indicate the roads or
lengths of road to which the Orders relate, can be inspected during
normal office hours Mondays to Fridays, until the end of six weeks
from the date on which the Orders were made, at Merton Link, Merton
Civic Centre, London Road, Morden.
5. Any person desiring to question the validity of the Orders or of any
provision contained therein on the grounds that it is not within the
relevant powers of the Road Traffic Regulation Act 1984, or that any

operation of the Permit Parking Area. With the exception of: any area
marked out as a disabled parking place or short-stay parking place or
any length of waiting, loading or stopping restrictions during the hours
of operation of those restrictions, or any location obstructing access
to premises or the free movement of traffic.
NOTE
The charges for residents permit holders parking places referred to in
item 2(e) preceding are as follows:-
(a) the charge for residents parking permits depend on the permit
group, set by the Council based on the CO2 emissions of the vehicle
for which the permit is issued (see the Schedule to this Notice)
allocated to the vehicle for which the permit is issued, as set out in
the following table -

Additional residents permits may be issued at the standard charge
shown above, plus a surcharge of £30 for a second permit and £60
for a third, in respect of a household. Where the CO2 emissions of a

3 charges would apply. Wholly electric vehicles (EV’s) will be exempt
from any charge. A maximum of 3 resident’s permits will be issued in
respect of any household at any one time.
(b) residents visitors vouchers are available free of charge to residents
up to a maximum of 50 hours per household in any one year.
Additional hours thereafter may be purchased at a charge of £68 per
100 hours.
(c) carer permits for essential care visits are available at the following
charges: (A) £42 per year for a resident care permit, which allows a
carer to park in any permit holders parking place; or (B) £53 per year
for each organisational permit, which allows an organisation to park in
any permit holder’s parking place for up to 3 hours maximum per day.
(d) child care permits which allow a person providing child care to
park in any permit holders parking place specific to the relevant
permit parking area for which it is issued are available at a charge of
£37 per year.
(e) Traders’ permits will provide those traders with a verified need for
providing services to residents, undertaken in the resident’s home, the
facility to park in areas where there are resident permit parking
controls for up to two hours are available at a charge of £200 per year.
(f) There would be a £25 administrative charge for any alteration to a
permit.

The Royston Manor House Club ceased to function in 2011.
The Trustees intend to formally close down the Trust and sell the
remaining assets and the proceeds will be distributed equally
amongst the existing members.
If you were a member in July 2011 and can produce evidence of
membership by production of a membership card or other proof of
membership, then you may rejoin the Club for a fee of £10 which will
entitle you to participate in the distribution.
