CIVIL ENFORCEMENT OF ENGINE IDLING
THE CITY OF WESTMINSTER (RESTRICTION OF ENGINE IDLING)
(NO. 1) EXPERIMENTAL ORDER 2017
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 23rd
January 2017 made the above Order under section 9 of the Road
Traffic Regulation Act 1984, as amended.
2. The Order will prohibit engine idling by waiting vehicles, with
certain exceptions, to facilitate civil enforcement of the contravention
(through the issue of penalty charge notices under the provisions of
the Traffic Management Act 2004)
3. The Order will apply to any area of carriageway in the City of
Westminster designated as a parking place, loading bay, recharging
point, taxi rank or terminal point, and to any length of street where
waiting is restricted (shown by yellow lines).
4. A copy of the Order, which will come into force on an experimental
basis on 4th February 2017, and of other documents giving more
detailed particulars of the Order can be inspected between 9 a.m. and
5 p.m. on Mondays to Fridays until such time as the Order ceases to

5. The Order shall provide that, subject to the provisions of section

of traffic;
(b) in the interest of providing suitable and adequate parking facilities
on the highway; or

6. Any person desiring to question the validity of the Order or of any
provision contained therein on the grounds that it is not within the
relevant powers of the Road Traffic Regulation Act 1984 or that any
relevant requirements thereof or any relevant regulations made
thereunder have not been complied with in relation to the Order may,
within six weeks from the date on which the Order was made, make
application for the purpose to the High Court.
7. The Council will consider in due course whether the provisions of
the Experimental Order should be continued in force indefinitely by
means of an Order made under section 6 of the Road Traffic
Regulation Act 1984. Any person may object to the making of the
Order for the purpose of such indefinite continuation within a period
of six months, beginning from the date on which the Experimental

Council, in connection with the creation of the South Acton controlled
parking zone UU, propose to make the above-mentioned Orders

Government Act 1985.
2. The general effect of the Ealing (South Acton - Zone UU) (Residents
Parking Places) Order 201* would be to:
(a) introduce parking places for the use of residents, their visitors and
business users in lengths of All Saints Road, Bassington Road,
Packington Road, Palmerston Road and Stanley Road;
(b) provide that the parking places would operate between the hours
of 9am and 10am and 2pm and 3pm on Mondays to Fridays inclusive;
and
(c) provide that passenger vehicles, goods carrying vehicles,
motorcycles and disabled persons vehicles may be left in a parking
place without limitation on time during the controlled hours and
provided that with the exception of motorcycles and disabled persons
vehicles, a valid (in an electronic form) UU zone permit or voucher has
been issued to the vehicle.
3. The general effect of the Ealing (Waiting and Loading Restriction)
(Special Parking Area) (Amendment No. *) Order 201* would be to
amend existing waiting restrictions or introduce new waiting
restrictions that would apply “at any time†at road junctions or
between the controlled hours of 9am and 10am and 2pm and 3pm on
Mondays to Fridays in lengths of All Saints Road, Bassington Road,
Packington Road, Palmerston Road and Stanley Road.
4. The general effect of the Ealing (Prescribed Routes) (No. *) Traffic
Order 201* would be to impose one-way working for vehicular traffic
in a general northerly direction in All Saints Road (between
Palmerston Road and Bollo Bridge Road).
5. Business Parking Permits will be available at a cost of £800 per
annum and Residents’ Parking Permits at a cost of £68 per
annum for first application (£53 for renewals) for the first vehicle at
an address. These permits will be issued in an electronic form.
6. Business Visitors Vouchers can be purchased at a cost of £1.20
per hour and Residents’ Visitors Vouchers can be purchased at a
cost of 60 pence per hour. These vouchers would be issued in an
electronic form
7. Borough wide visitors’ service vouchers would be available to
park in the zone at a cost of £2.40 per hour.

2. The general effect of the Orders would be to relocate an existing
pedal cycle parking place from opposite No. 4 Thackeray Avenue N17
to outside No. 48 Thackeray Avenue. The parking place would be 2
metres wide and 2.5 metres in length.
3. Copies of the proposed Orders, and of the Council’s statement
of reasons for making the Orders, and plans showing the locations
and effects of the Orders may be inspected during normal office
working hours until the end of a period of 6 weeks from the date on
which the Orders are made or the Council decides not to make the

1. The Council of the London Borough of Richmond upon Thames on
26 January 2017 made the above Order under sections 6 and 124 of,
and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as
amended, in conjunction with the Twickenham Town Centre
Improvement Scheme.
2. The general effect of the Order is to introduce limited time parking
bays in Church Street, Twickenham, outside Nos 14 to 16
(approximately 3 spaces). The bays are on the footway and operate
between 8.30am and 6.30pm on Mondays to Saturdays inclusive. The
maximum permitted stay is 30 minutes. The sole effect of the Order is
to replicate and continue in force indefinitely the provisions of the
London Borough of Richmond upon Thames (Free Parking Places)
(Limited Time) (No. 2) Experimental Order 2015
3. Copies of the Order which come into force on 3 February 2017, a
plan showing the location and effect of the Order and the Councilâ
€™s Statement of Reasons for making the Order:-
(a) can be inspected, quoting Reference 15/129, at the Civic Centre
(Central Reception, ground floor), 44 York Street, Twickenham
between 9.15am and 5pm on Mondays to Fridays, except for Bank
and other public holidays; and
(b) may be viewed on the Council’s web-site at http://
www.richmond.gov.uk/public_notices.
4. If any person wishes to question the validity of this Order or of any
of their provisions on the grounds that they are not within the powers
conferred by the Road Traffic Regulation Act 1984, or that any
requirement of the said Act of 1984 or of any instrument made under
the said Act of 1984 has not been complied with, that person may,
within 6 weeks from the date on which the Order were made, apply
for the purpose to the High Court.

EXERCISE OF PUBLIC RIGHT OF PASSAGE) ORDER 2017
THE SCOTTISH MINISTERS give notice that they have made the
above Order under sections 71(2) of the Roads (Scotland) Act 1984.
The effect of the Order is as described in the Edinburgh Gazette Issue
Number 27739 and the Perthshire Advertiser dated 8th July 2016. The
Order comes into operation on Saturday the 28th of January 2017.
A copy of the Order as made, together with a plan showing the length
of road involved, may be inspected free of charge during normal
business hours from the 27th of January 2017 until the 10th of March
2017 at Transport Scotland, Buchanan House, 58 Port Dundas Road,
Glasgow, G4 0HF; Perth & Kinross Council, Pullar House, 35 Kinnoull
Street, Perth PH1 5GD; and Auchterarder Library, Chapel Wynd,
Auchterarder PH3 1BL.
